GIZ Mozambique is recruiting one Advisor for Policy Dialogue and Stakeholder Engagement (m/f) based in Maputo.

Background
The EU and the UNRC are the current co-chairs of the Donor Coordination Platform DCP plus Germany as the incoming co-chair and USAID as outgoing chair. This Troika leads the DCP on behalf of the international community.
A DCP Secretariat supports the Troika in all of their efforts to lead the Platform and enhance coordination within the international development community and with the Government of the Republic of Mozambique (GoM).
e purpose of the DCP Secretariat is to be the focal point for liaison between and among all the bodies involved in coordinating development assistance in Mozambique. These bodies include, but are not limited to, the DCP Secretariat, the DCP Plenary, the DCP co-chairs, and Sector Working Groups.
Core tasks
- The primary function of the Head of Secretariat is to lead and support the general functions of the DCP Secretariat and DCP co-chairs under the guidance of the DCP co-chairs.
- The Head of DCP Secretariat will be responsible for:
- Identifying priorities and providing strategic advice to the DCP Co-Chairs;
- Planning DCP Plenary meetings and for the DCP Co-Chairs in all duties required in their function as DCP Co-Chairs (e.g. preparations for a High-Level Forum);
- Leading day-to-day operations of the DCP Secretariat, including overseeing deliverables by other members of the Secretariat, assigning tasks, ensuring achievement of mile-stones, etc.;
- Tracking milestones and deliverables of the DCP Secretariat and reporting to the DCP Co-Chairs;
- Leading communications between the DCP Secretariat, the DCP community, the DCP Co-Chairs and the GoM;
- Ensuring administrative functions of the DCP Secretariat are completed on time and effectively, including calendar invitations, meeting minutes, DCP member list updates, and other correspondence as required.
Main activities
- Oversight and completion of administrative functions, including but not limited to, either the preparation or oversight of meeting minutes, records of decision, annotated agendas, information and documentation management, agenda setting and forward planning;
- Preparation, review, and/or dissemination of key documents to the GRM and the international community on a range of thematic issues;
- Communications (including via physical and/or virtual presence meetings) between national authorities, donors and other key partners on key thematic issues;
- Documentation, including the monitoring of implementation, of decisions and action points of consultations with partners;
- Provision of advice and recommendations for improving coordination and dialogue and issues to raise and monitor with DCP Secretariat and DCP Co-Chairs;
- If required, support and/or oversight of mappings of the international community programming and projects;
- Maintaining and updating of comprehensive contact information of key partners and stakeholders;
- Guiding/Supporting members of the DCP Secretariat in their duties; and
- Other duties at the request of the UN RC and DCP Co-chairs, as required.
- Regular consultation and monthly report to the chairs and co-chairs
Requirements
Qualifications and specialist knowledge
- Education: Masters or equivalent post-secondary education with specialization in areas such as social work, public administration, gender, human rights, international relations, and/or other related social science disciplines;
- Strong ability to synthesize information and to make recommendation to senior officials;
- Knowledge of government-partner coordination mechanisms, ideally in Mozambique;
- Strong leadership and organizational skills and ability to manage multiple tasks, including obtaining, analyzing and disseminating key information in a timely manner within tight deadlines;
- Strong oral, reading and writing skills in English and Portuguese are required; other languages (foreign and/or local Mozambique languages) considered an asset;
- Solid interpersonal and communications skills, flexibility and good judgment;
- Comfort with using and supporting other users with tele- or video conferencing tools such as MS Teams and Zoom; and,
- Demonstrated experience with office software programs including email, Microsoft Office (Word, Excel, PowerPoint) and minimum of basic experience with database and mapping tools (i.e. Excel-based);
- Capacity to work in teams and independently with minimal supervision/direction
Prior Work Experience
- At least 5 years of experience working in development or humanitarian assistance in Mozambique;
- At least 5 years of recent experience in government-partner coordination and policy dialogue, ideally with some experience in the context of coordination of development, emergency, humanitarian or other crisis responses at the international level;
- At least 3 years of demonstrated leadership and management experience within a multinational and multicultural environment;
- At least 3 years of demonstrated experience using formal and informal networking skills to facilitate communications with high-level government, international partner, non-government and private sector officials;
Language Proficiency
- Level IV (fluent) English is required.
- Level IV (fluent) Portuguese in both speaking and writing is required.
