Summary

Counterpart International is seeking an HR/Admin Specialist for a 5-year USDA McGovern-Dole Food for Education and Child Nutrition Program that aims to reduce hunger and improve literacy and nutrition among school-age students, especially girls. With the support and under the supervision of the Chief of Party, the HR/Admin Specialist will be responsible for the employee life cycle, and office management in the Mozambique office.

This is a full-time position based in Maputo, Mozambique. The applicant should be a Mozambique national or have the legal right to work/reside in Mozambique.

Duties and Responsibilities

Administration

  • Active participation in office management, ensuring the smooth running of all administrative functions in the field office;
  • Supervise all travel and hotel arrangements for staff and visitors, including visas and work permits as applicable;
  • Manage Counterpart’s office space in Maputo, and oversee the other offices/warehouse in the districts Manhiça and logistic needs;
  • Coordinate and represent Counterpart International with appropriate Government authorities when required;
  • Liaise with service providers for Counterpart, negotiate and comply with service contracts;
  • Responsible administrative link with local authorities and support COP on licensing, MOU, etc.;
  • Manage office equipment and supplies, and order new equipment and supplies as needed;
  • Ensure the smooth management and update of the inventory tracker.
  • Offer assistance to the accounting department by collecting invoices, and requesting payments and receipts for all admin/HR-related needs.

Human Resources

  • Prepare and review compensation and benefits packages;
  • Administer health and other insurances insurance programs;
  • Plan quarterly and annual performance review sessions;
  • Prepare and review compensation and benefits packages;
  • Update employee records with new hire information and/or changes in employment status;
  • Maintain organizational charts and detailed job descriptions along with salary records;
  • Forecast hiring needs and ensure the recruitment process runs smoothly;
  • Develop, update, and implement HR policies;
  • Monitor the department’s budget;
  • Process employees’ queries and respond promptly;
  • Stay up-to-date and comply with changes in labor legislation;
  • Maintain organizational charts and detailed job descriptions along with salary records.

Qualifications

Required

  • Minimum of five years of demonstrated experience in office management, logistical coordination, administration, or other related work experience;
  • Prior work experience with an international NGO and USDA funding preferred;
  • Extensive knowledge of government regulations is required;
  • Computer knowledge skills, including Microsoft Word, Excel, and the Internet;
  • Organizational and analytical skills, rigor, and ability to prioritize goals;
  • High level of interpersonal and communication skills;
  • Ability to work well in a team environment, able to work effectively with local partners, donors, project staff, and other project stakeholders;
  • Excellent command of Portuguese, including writing skills;
  • Good command of spoken and written Portuguese and English.

Preferred

  • Bachelor’s Degree or higher technical degree in logistics, administration, business, management, or other related sector;
  • Strong sense of responsibility;
  • Analytical skills;
  • Good Judgment.
