BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
World Food Programme in Mozambique, in line with Government priorities and its Country Strategic Plan (CSP), continues providing emergency, early recovery and resilience-building support to conflict affected communities, internally displaces (IDP) and returnees in Northern Mozambique, particularly in Cabo-Delgado province under Strategic Outcome 3. SO, 3 aims to ensure that vulnerable and shock and conflict affected communities, households, women and youth have more equitable, resilience, sustainable and climate smart livelihoods through enhances adaptive and productive capacities.
These priorities and support have become even more critical considering the challenging context in Cabo-Delgado, which are comprised of conflict, climate and chronic vulnerability, and the effects of the global crisis. The situation is even more exacerbated by growing needs and reduced fundings opportunities. These issues are resulting in increased food insecurity. Ongoing conflict and recurring displacement exacerbated by climate and economic shocks, continue to disrupt the livelihoods of the communities, as a result 900,162 people facing food insecurity, including 83,170 in IPC Phase 4, while over 428, 945 have been internally displaced and 661,801retuned in Cabo-Delgado.
Since the start of the conflict, WFP has provided active and crucial humanitarian assistance complemented by recovery and long-term resilience building activities to the IDPs, and returnees. Long-term resilience and livelihood support is provided within the framework of the current strategy for the “transition from Emergency support to resilience building in Cabo-Delgado province’. In line with this strategy, WFP is implementing several programs and projects, one of which is funded by KOICA. This project funded by KOICA aims to enhance food security and resilience of vulnerable communities and contribute to the Humanitarian Development Peace (HDP) Nexus Project in Mocimboa de Praia. The project consists of key components such as smallholder farmer agriculture production support (Climate Smart Agriculture, inputs, irrigation, seed multiplication), climate services (national and smallholders’ capacity), village savings and loans, post-harvest management and market access for 10,000 HHs in 19 communities. The project is in the middle of implementation.
In line with these priorities, WFP is looking for a candidate to fill out the role of coordinating this project. The details of responsibilities and deliverables expected, including qualifications, are provided below.
ACCOUNTABILITIES/RESPONSIBILITIES:

Coordinate ongoing KOICA funded Humanitarian Development Peace (HDP) project in Cabo-Delgado, Mocimboa de Praia to ensure timely delivery of the activities, in line with deliverables and outputs, outcomes agreed with the donor.

Ensure project activities and outcomes are delivered in line with WFP standards, principles and procedures.
-
Ensure coordination with various technical units (with partnership team, AAP, Gender, M&E and finance) for smooth implementation of the project activities.
-
Coordinate with Cooperating Partner (CP), WFP Area Office, Programme assistants on key priorities, progress on regular basis for smooth teamwork for project implementation.

Coordinate with external partners to ensure the collaboration and creating synergies.
-
Contribute and support the funds mobilization through various technical inputs to the concept notes and proposals. Assist in identifying climate change adaptive and socio-economically sustainable livelihood options in fragile contexts.

Support and coordinate the provision of various capacity building trainings and workshops to project team, to field level staff and cooperating partners.

Review CP’s monthly reports, and various tools, methodologies developed for project activities in coordination with WFP’s technical team.

On regular basis track and monitor the anticipated risks and identify timely solutions to adapt and adjust the activities with the project team, cooperating partner and local government.

Based on regular process monitoring assist in the identification of bottlenecks in a timely manner and recommend possible corrective measures.

Coordinate the preparation of internal and external project reports in line with WFP’s and donor reporting requirements.

Prepare quarterly and ad hoc updates for the donor meeting.
-
Assist and facilitate the integration of the KOICA funded HDP project with the African Development Bank (AfDB) funded project activities in MdP.

On regular basis to track the financial expenses and coordinate the preparation of financial reports with project team and finance unit.

Regularly review the lessons learned and good practices from various interventions.

Contribute to the development of human-interest stories and other communication products and tools as required by WFP Mozambique and donor agreement, in close cooperation with the Communication Unit.

Support WFP in continuing engagements with relevant stakeholders and be involved in programmatic discussions with the donor community.

Assist WFP participation in the relevant fora within and outside the UN system.
DELIVERABLES AT THE END OF THE CONTRACT:

All the project outputs and outcomes are delivered in line with the values agree with the donor.

Funds and financial expenditures are smoothly tracked management and regular internal and external reporting is ensured.

Lessons learned and good practices are identified, documented and applied for improving the project quality.
-
Field, output and outcome monitoring are smoothly planned, delivered and reported.
-
Regular project inputs are provided both to internal and external units and stakeholders.
-
Contextual and security related risks, challenges and issues are regularly monitored and proactive risk management, adaptive programme management measures are taken.
-
Regular guidance and support are provided to field office and cooperating partner on various technical aspects of the project in coordination with technical support team.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education
-
Advanced University degree (MS/MA) in one or more of the following disciplines: business and development, agriculture, food security and nutrition, international development, environmental science/ natural resource management.
Experience
-
A minimum of 5 years of post-graduate experience in international organizations or NGOs preferably focusing on development projects in fields such as rural development/transformation, agriculture development, food systems, climate change adaptation, natural resource management, etc.

Experience in developing countries is desirable
-
Experience in working with local authorities, NGOs, academia and other stakeholders on climate change adaptation/resilience building is an asset.
-
At least 2 years of experience in coordination of multi-sectorial projects in conflict affected and fragile contexts.
Knowledge & Skills
-
Excellent communication and presentation skills in English (oral and in writing) is a requirement.

Experience working with KOICA or KOICA-funded projects is considered an asset.

Full computer literacy – Proficiency in Windows MS Office

Ability to research and turn information into useful knowledge.

Strong interpersonal skills.

Ability to work inclusively and collaboratively.
Languages
-
Fluency in both oral and written communication in both English and Korean. Capacity in at least one local language desirable.
