PURPOSE OF THE POSITION

The Project Manager (PM), to be based in Maputo City, will ensure the coordination and implementation of projects focused on the development of instruments and activities that promote sustainable urbanization and the development of human settlements, ensuring that all activities conducted integrates gender sensitivity principles, PSEA, and disability inclusion,
leading to safe, inclusive, and accessible reconstruction.

SCOPE OF WORK, RESPONSIBILITIES AND KEY TASKS

The Project Manager will be responsible for championing key initiatives aligned with UN-Habitat’s strategic priorities and the Habitat Country Program, particularly in the areas of urban and territorial policies and sustainable urban systems, ensuring the adoption of integrated and participatory approaches. The Project Manager will lead the development and execution of projects, ensuring efficient processes and the achievement of desired results.
He/she will be specifically focused on the operationalization of Urbanization Policy, supporting the formulation of instruments and implementation of strategies to promote sustainable and inclusive urbanization.
The Project Manager, in coordination and supervision of the Portfolio Coordinator of the “Urban Policies and Sustainable Human Settlements” programmatic area, will be responsible for the following main activities:
Planning, management and technical supervision of projects:
• Ensure the overall technical supervision of projects within the main thematic area, including the evaluation, coordination and optimization of technical resources and processes in order to guarantee the successful implementation of the project with particular attention to gender equality, PSEA, and disability inclusion.
• Directing the implementation of relevant projects on site, planning activities, missions if necessary and making sure that all deliverables are designed to be inclusive.
• Drawing up the project work plan and supporting the appropriate allocation and monitoring of financial resources for project implementation.
• Ensure adequate follow-up by supervising the collection of data in the field for project monitoring, in order to feed into the project’s interim and final reports and also monitoring the implementation of gender, PSEA, and disability inclusion measures.
• Prepare scheduled reports on time.

Team leadership:
• Ensuring the appropriate composition of the team and its distribution of tasks, taking into account the needs of the project in order to guarantee the overall efficiency of resources and ensuring that all are aware of and adhere to gender, PSEA, and disability inclusion standards.

Ensuring good team management and the motivation of its members, encouraging collaborative work and collective effort for the successful implementation of the
project.
• Assist in recruitment processes, including the formulation of Terms of Reference (ToR) for staff and other administrative requirements to assist in the production of contracts.

Coordination with partners and reinforcement of the program area:
• Ensure good relations with project partners, relevant government representatives and other stakeholders ensuring that all partners are aware of and adhere to gender, PSEA, and disability inclusion standards.
• Represent UN-Habitat whenever necessary, in coordination with the Portfolio Coordinator and the Head of Office.
• Identify partnership opportunities in the implementation of the project to develop synergies and resource efficiency.
• Support fundraising and program development for initiatives related to
sustainable urbanization, urban and territorial policies, urban services, mobility, urban resilience, community involvement and other relevant areas.
• Support in the preparation of Concept Notes, Project Proposals, Terms of
Reference, cooperation agreements and various documents to support the
development of projects for the Country Program.

4. SKILLS

Professionalism: Specialized knowledge and understanding of practical urban and territorial policies, urban resilience, promotion of sustainable urban systems and urban participation methodologies. Ability to identify issues, analyze and participate in the resolution of issues/problems. Conceptual, analytical and evaluation skills to carry out independent research and analysis. Ability to apply criteria in the context of assigned tasks, plan own work and manage conflicting priorities. Demonstrate efficiency in meeting commitments, respecting deadlines and achieving results; show persistence when faced with difficult problems or challenges. Experience in implementing gender-sensitive, PSEA-compliant, and
disability-inclusive measures in humanitarian or development contexts is highly desirable.
• Teamwork: Collaboration with colleagues to achieve organizational goals, ability to contribute by genuinely valuing the ideas and knowledge of others, willingness to learn from others, putting the team’s agenda ahead of your personal agenda, supporting and acting on the group’s final decision, even when those decisions may not entirely reflect your own position, sharing credit for the team’s achievements and accepting joint responsibility for the team’s shortcomings.
• Planning and organization: Develop clear objectives consistent with agreed
strategies, identify priority activities and tasks, adjust priorities as necessary, allocate adequate time and resources to get the job done, anticipate risks and allow for contingencies when planning, monitor and adjust plans and actions as necessary, use time efficiently. Demonstrated understanding of gender equality principles, PSEA, and disability inclusion and their application in development projects.
• Communication: Demonstrate strong conceptual skills with a proven ability to write technical and normative documents adapted to diverse audiences and have the ability to promote effective communication within multidisciplinary and multicultural teams. Experience in facilitating inclusive community consultations and training sessions, ensuring accessibility for all and knowledge of accessibility standards and best practices for people with disabilities.

5. TRAINING, EXPERIENCE AND OTHER SKILLS

• Academic background: Advanced university degree (master’s or equivalent) in urban planning or related field.
• Experience: At least 5 years of professional experience and 3 years of relevant experience in urban planning and development, urban management, human settlements, participatory planning, urban policies, climate and urban resilience or related areas.
• Language: The candidate must be fluent in written and spoken Portuguese and have a good knowledge of written and spoken English.
• Computer skills: Knowledge of Microsoft Office (Excel, Word, Project and
PowerPoint), Adobe Package, among other software relevant to the performance of duties and responsibilities.
• Others: Willingness to adhere to UN-Habitat’s and WFP’s Codes of Conduct, including strict adherence to PSEA and child protection policies
