General Objective

  • This person will be responsible for the General Supervision of the implementation of the WASH program in response to people affected by the humanitarian crisis resulting from large-scale flooding with efficiency, quality and relevance and in line with the mandate, technical criteria, environmental regulations and strategy of the ACF and following internal requirements and donor regulations.

Specific Objectives

Mission 1: Oversees the WASH component during the project cycle phases (identification, design, implementation and monitoring, reporting and evaluation)

  • Actively participates in the identification and formulation/reformulation of the program’s water and sanitation activities and, under the principles of confidentiality and data protection, collects information to design the response.
  • Supervises contractors and is the main supervisor (through the officials) using checklists necessary for supervision. Ensures documentation of all phases of execution of a work and the project in general in close coordination with the SDPI at district level.
  • Technical training of committees and activists in the water and sanitation sector, taking into account the particularities and needs of the area and the cross-cutting approaches of gender, ethnicity, age, environment, protection, rights and “Do no harm”.
  • Report in a timely manner to their manager, proposing solutions to any difficulties encountered and document all project actions in accordance with the necessary verification methods.
  • Generates technical reports on the progress of activities under his/her responsibility.
  • Immediately report to hierarchical and/or technical manager any situation that hinders or could harm the proper development of work, so that corrective measures and necessary decisions can be taken in a timely and joint manner.
  • Collects and documents information of interest to the project with the support of his/her hierarchical and technical managers.

Mission 2: Logistical and administrative management of water, sanitation and hygiene activities under his/her responsibility

  • Monitor indicators, procurement plan, activities, schedule and participate in planning.
  • Prepare BoQs for orders in advance in accordance with the mission’s logistical, administrative and financial regulations, with the support of his/her hierarchical and functional managers.
  • Support in identifying suppliers, hiring qualified labor and preparing the necessary technical documents.
  • Archive all means of verification and information (physical and electronic) of the different activities carried out in the project.
  • Schedule, together with the project’s technical team, the weekly execution of activities in coordination with other technical and support departments.
  • Submit the information (physical and electronic) one week before the end of the WASH part of the project to his/her manager.

Mission 3: Coordination with other relevant actors

  • Establish (whenever delegated and at field level) the network of contacts and coordination with external actors (local authorities, other NGOs, volunteers, subcontractors…).

Mission 4: Needs assessment and project formulation

  • Identify, assess and document WASH needs among crisis-affected populations in his/her area of intervention.
  • Support key information collection in case of proposals development and/or expansion of activities;
  • To assist in carrying out other activities that the ACF deems necessary.

Mission 4: If applicable, supervise and manage the team of Officers

  • Team management (leadership, monitoring, motivation, planning of activities, organization of the team);
  • Evaluation of team members (officers);
  • Approve all administrative issues, for example timesheets in collaboration with line manager.
  • Identify training needs for the officers, and either directly carry out or liaise with his/her hierarchical and functional managers to organize required trainings in a timely manner.

Skills & Experiences Required for the Position

Education level (if relevant) and experiences expected: 

  • Civil Engineering/ Hydraulics /WASH/Rural Development Engineer/Geology engineers.
  • Experience working with NGOs is a plus.
  • Experience working in Gaza districts is a plus.
  • Experience working in emergency response is a plus.

Technical skills:

  • Practical experience in leading hygiene promotion activities, especially cholera prevention and/or response.
  • Solid knowledge of structures, civil construction projects, hydraulic and sanitation systems.
  • Proven ability to draw up technical plans and budgets adapted to the needs of the field, even under pressure and in a short space of time.
  • Ability to prioritize activities, plan and estimate schedules and resources for technical projects.
  • Practical experience in the design and implementation of water collection systems, including boreholes and wells.
  • Ability to train and supervise local teams in water source operation and maintenance.
