A.   General Introduction

HEALTH FINANCING ADVISOR

On behalf of the Federal Ministry of Economic Cooperation and Development (BMZ), the Global Programme for BACKUP Health aims to improve the efficiency of globally financed health services and products in selected partner countries, particularly for HIV, TB and malaria (HTM) measures. This takes the form of (i) the identification of financing options for the integration of HTM into general health systems, (ii) the bundling of disease-specific health services in integrated HTM approaches and their integration into general (especially primary) health care, and (iii) an improvement in the conditions for the local production of HTM-relevant health products in Africa. The project is highly relevant in the light of the overall decline in global health funding and the pressure on partner countries to use all available resources more efficiently and strategically.

A new phase of BACKUP began on 01.01.2026 until 31.12.2028, with expanded operations in eight countries in Africa and Central Asia. We are seeking an adviser for Mozambique with experience in the field of health financing with good knowledge of Global Health Initiatives, particularly the Global Fund for HIV, TB and Malaria, to support operations of the programme in-country.

 

B.   Description of Task

CORE TASKS

The advisor’s main responsibility will be to strengthen sustainable financing for HIV and TB in Mozambique and promote its integration into the national health system, particularly in light of the transition away from Global Fund to Fight AIDS, Tuberculosis and Malaria financing. They will identify financing options and technical support measures to ensure the continuity and sustainability of interventions. They will also provide strategic advice on health financing issues, including domestic resource mobilisation, efficiency, costing, and social protection. They will plan and monitor high-quality technical interventions, ensuring an integrated approach that is aligned with national priorities. They will also promote coordination with national and international partners to strengthen institutional coordination and alignment with other health financing mechanisms.

 

Main Activities

  • Assess and identify financing options and technical support measures for the integration of HIV and TB into the health system, thereby supporting the country in its transition from Global Fund financing involving relevant national partners and based on in-depth knowledge of the stakeholder landscape. The main political partner of the project is the Ministry of Health (MISAU).
  • Provide strategic advice on health financing topics, i.e. innovative financing solutions, sustainability, costing, benefit package, regulatory or management aspects, public financial management, domestic resource mobilization; social contracting, social health protection etc., in the context of GFATM grant development and implementation.
  • Ensure the planning, and delivery of high-quality technical interventions to partner institutions through consultants, service contracts or grants, according to BACKUP’s programme criteria, promoting integrated and sustainable approaches to health financing and health systems strengthening.
  • Keep track of developments of global financing mechanisms in the country besides the GFATM, such as GAVI, GFF; the World Bank and WHO.
  • Engage in relevant networks (e.g. the P4H network) and exchange platforms (e.g. health financing technical working groups) geared towards aligning national health financing activities
  • Engage in the coordination and monitoring of BACKUP’s activities within the framework of the global programme (module offer, indicators and M&E, communications and knowledge management and other).
  • Coordinate closely with the GIZ country office, make use of synergies with projects in the bilateral and regional cooperation implemented in Mozambique, and collaborate with the other countries supported by the BACKUP Health programme, as well as the Global Fund country team for Mozambique
  • Other tasks that may be allocated related to the project

  • Supporting the preparation of technical analyses, reports and briefing notes related to health financing and health systems strengthening.
  • Active participation in technical meetings, workshops and stakeholder consultations with national and international partners.
  • Contributing to monitoring, evaluation and reporting processes, including the collection and analysis of relevant data and preparation of progress reports.
  • Perform other relevant tasks assigned by programme coordination or project management according to operational and strategic needs.

Requirements

QUALIFICATIONS AND SPECIALIST KNOWLEDGE

  • Postgraduate education at Master’s (
  • Postgraduate education at Master’s (or equivalent degree) level in relevant areas such as health financing, health economics, public health, global health, health systems management.

  • At least 10 years of professional working experience in health financing, health systems strengthening or public health role,
  • At least 5 years of work experience in international organizations (bilateral technical cooperation, consultancy firms, multilateral agencies etc.). Experience with Global Fund and/or German Development Cooperation is an asset.
  • Excellent (working) knowledge of relevant stakeholders in the health sector in Mozambique. Very good understanding of health financing and/or social health protection systems in the country.
  • Good understanding of the global health architecture.
  • Verified working experience in the independent execution of tasks.
  • Excellent spoken and written English.

 

Other Knowledge/ Skills

  • Highly motivated professional with ability to work in a team, organizational talent, strong managerial and organizational competence, intercultural competence and very good communication skills.
  • Excellent interpersonal skills and ability to effectively interact in complex cooperation systems with various stakeholders (including senior government officials, civil society and key population representatives, project implementers and beneficiaries).
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
