BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Mozambique is classified as a lower middle income country, ranked 182 of 189 countries on the Human Development Index. Mozambique is one of the most disaster prone countries in Africa and the frequent occurrence of shocks (cyclones, floods, droughts) perpetuate a cycle of vulnerability and emphasizes the need for integrated resilience building solutions.
The overall objective of WFP in Mozambique is to support the country in achieving the Sustainable Development Goal 2 (SDG2 – End hunger, achieve food security and improved nutrition and promote sustainable agriculture.
Based on national priorities, WFP Country Strategic Plan (CSP) 2022-2026 aims to support national efforts in addressing urgent food nutrition needs while reinforcing systems for risk management and resilience, to address the underlying causes of food insecurity and malnutrition in Mozambique. WFP works with national and sub-national institutions, local and international partners to reach the most vulnerable people and to strenghten national capacities to anticipate, withstand and respond to shocks.
WFP Mozambique is implementing a strategy that aims to strengthen the climate resilience and economic inclusion of vulnerable communities. This strategy integrates ecosystem-based adaptation, productive safety nets, financial solutions and services, to promote resilient livelihoods and inclusive food systems, in alignment with national programmes and policies.
The Programme Policy Officer will lead the development, coordination and implementation of integrated, nutrition sensitive interventions that promote resilient livelihoods, inclusive food systems and safety nets in support of national policies and programmes, while ensuring alignment with WFP’s strategic plan.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the Head of Programme, the Programme Policy Officer (PPO) will lead three programmatic areas – Climate Resilience, Nutrition and School Feeding. The PPO will be responsible for the following key duties:
- Provide strategic, technical and operational guidance to the Resilience, School Feeding and Nutrition teams, supporting integrated programming, ensuring alignment with WFP relevant policies and strategies and promoting operational efficiency.
- Provide technical advice or mobilise technical expertise on programme and policy issues in the areas of responsibility, including analysis of needs, choice of objectives, activities, transfer modalities and appropriate interventions, innovative approaches and the development of strategies to support government efforts to address food insecurity and malnutrition.
- Lead coordination at different levels (Field Offices, Country Office, Global HQ) to enable the design and implementation of the programme activities under the areas of responsibility and advice on the most suitable approaches and tools based on needs.
- Enhance WFP’s positioning as a recognized and trusted partner in relevant multi-stakeholder forums in the fields of food security, nutrition, climate resilience, education and school feeding, through direct participation, support in preparation of briefings and other information products.
- Build strategic partnerships with the relevant government institutions in the areas of responsibility, and provide technical support for the formulation and implementation of evidence-based, nutrition-sensitive, national strategies and programmes that promote sustainable local food systems.
- Establish and maintain operational and strategic partnerships with external stakeholders (including UN, NGOs,development actors and government) to support advocacy efforts and to identify opportunities for collaborative approaches and initiatives that improve programme interventions and strengthen national systems in the areas of responsibility.
- Contribute to resources mobilisations efforts, including clearly articulating needs and related programme opportunities, supporting programmatic inputs for funding proposals.
- Ensure the best use of financial resources assigned to the programme activities of responsibility for achievement of set objectives within limited budgets.
- Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use.
- Contribute to external and internal reporting exercises, ensuring quality programme inputs and accuracy of information.
- Lead, motivate and develop a team of staff to enable high performance.
- Perform other tasks as needed.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
- Advanced University degree in Development Studies, Social Sciences, Rural Development, Environmental Sciences, Nutrition, International Affairs, Economics, Agriculture, or other relevant fields, or First University Degree with additional years of related work experience and/or trainings/courses.
Experience:
- At least five (5) years of progressive relevant experience in leading programmes that promote food and nutrition security;
- Experience leading programmes that promote food and nutrition security
- Demonstrated technical expertise in relevant programmatic areas (nutrition, climate resilience, school feeding, food systems);
- Has led a programme team or a component of a country office programme portfolio.
- Has engaged in policy discussions and provided input into policy decisions.
Knowledge & Skills:
- Sound knowledge of project cycle, programme and resource management, humanitarian principles and tools.
- Ability to design, implement, monitor and provide oversight over effective and efficient programmes deploying different transfer modalities.
- Strong analytical skills and ability to interpret data for evidence-based programming.
- Ability to translate complex technical and programmatic concepts into clear, actionable insights that inform strategic decision-making, communication and facilitation skills.
- General knowledge of UN system policies, rules, regulations and procedures.
Languages:
Fluency in both oral and written communication in both English and Portuguese. Capacity in at least one local language desirable.
