About the role:
ADPP Mozambique is seeking an experienced and highly motivated professional with a strong drive for identification of opportunities, negotiation, and development of strategic partnership and projects aligned with ADPP\’s institutional priorities and long-term development vision.
The successful candidate will combine strong strategic networking and negotiation skills with extensive experience in project design and proposal development.
The role requires a deep understanding of Mozambique\’s development landscape, government structures, national investment priorities, and the opportunities and challenges facing the country\’s economic and social development.
Particular knowledge of sustainable agriculture, renewable energy, climate resilience, biodiversity and community development is essential, as these sectors represent key pathways for inclusive economic growth and improved livelihoods for Mozambique\’s rural and urban populations.
The candidate should possess solid knowledge of national and international development financing, including bilateral and multilateral cooperation, development banks, private sector, global climate finance mechanisms, philanthropic foundations, and other emerging funding opportunities supporting sustainable development and climate adaptation.
The successful candidate will play a key role in strategically positioning ADPP among development partners and funding institutions, opening doors to new opportunities and translating these into concrete projects and partnerships.
The duties of the Resource Mobilization Specialist include, but are not limited to:
- Identify and pursue new funding and partnership opportunities.
- Build and maintain relationships with government institutions, donors, development banks, foundations, private sector actors, and international partners.
- Represent ADPP in strategic negotiations and partnership discussions.
- Position ADPP competitively within national and international development agendas.
- Contribute to the design and structuring of high-quality development projects.
- Contribute to prepare concept notes, technical proposals, business plans, and support the process to prepare competitive funding applications by collaborating with other team members.
- Contribute to the develop logical frameworks, theories of change, impact pathways, and monitoring indicators.
- Contribute to the development of realistic budgets, implementation plans and timelines.
- Ensure alignment between project objectives, ADPP\’s strategic priorities, and donor requirements.
Required Qualifications and Experience:
- Degree in Project Management, International Development, Agriculture, Environmental Studies, Social Sciences, Public Policy, or a related field.
- 10 years of proven experience in fundraising, partnership development, and grant proposal writing.
- Strong understanding of Mozambique\’s development context, government structures and policy environment.
- Demonstrated experience engaging with Government (both at national, provincial and district level), bilateral donors, multilateral agencies, development banks, climate funds, international foundations, and private sector.
- Experience in project design, logical framework development, budgeting, and results-based management.
- Strong negotiation, communication, and relationship-building skills.
- Demonstrated ability to both lead and collaborate effectively within diverse teams — including involving field staff with project knowledge, and when needed consulting with experts, and other professionals in proposal development.
- Excellent written and spoken English and Portuguese is a must;
