JOB PURPOSE

The purpose of this assignment is to support the implementation of WFP Mozambique’s strategy to strengthen the climate resilience and economic inclusion of vulnerable communities.

The position will focus particularly on resilience building, climate adaptation, livelihoods development, youth economic inclusion, market systems strengthening, and partnerships, with particular emphasis on the Youth in Work portfolio.

The incumbent will support ongoing activities while contributing to programme design, partnership development, resource mobilization, and evidence generation.

KEY ACCOUNTABILITIES

Under the overall guidance of the Head of the Resilience Unit and the direct supervision of the Youth in Work Portfolio Coordinator, the Programme Policy Officer will:

  • Provide project management support to resilience actions, particularly the Youth in Work portfolio;
  • Ensure a coordinated approach with wider programmes and compliance with WFP standards and procedures;
  • Review relevant legal and regulatory frameworks to ensure that programme activities comply with applicable legislation;
  • Provide technical support to cooperating partners in the implementation of programme activities;
  • Support the identification and strengthening of market linkages between smallholder farmers, youth-led enterprises, private sector actors, and formal markets;
  • Support the design and implementation of livelihoods, economic inclusion, and market systems initiatives aimed at strengthening the resilience and self-reliance of vulnerable populations, particularly women and youth;
  • Liaise with internal counterparts to ensure effective collaboration;
  • Develop and maintain effective working relationships with key external stakeholders, including the private sector, Government of Mozambique, INGOs and UN agencies;
  • Contribute to the preparation of progress monitoring reports, donor reports, activity designs, briefing papers, technical reports, meeting documentation, situation updates, official correspondence and M&E documents;
  • Support capacity-building initiatives for WFP staff, partners and national government counterparts on thematic areas such as employment creation in agriculture and Public-Private-Producer Partnerships;
  • Contribute to the development of new resilience projects, including resource mobilization efforts;
  • Perform other duties as required.

EXPECTED DELIVERABLES

By the end of the contract, the incumbent is expected to:

  1. Support the successful implementation of Youth in Work activities in line with approved workplans and budget targets;
  2. Facilitate and document strategic partnerships with private sector actors, government institutions and market actors;
  3. Develop and implement an action plan to strengthen market linkages for youth-led enterprises and smallholder farmers;
  4. Deliver at least two capacity-strengthening initiatives on youth employment, entrepreneurship, market systems or Public-Private-Producer Partnerships;
  5. Contribute to the design or enhancement of livelihoods and economic inclusion interventions targeting youth and women;
  6. Lead or substantially contribute to at least one donor report, concept note, funding proposal or project design document;
  7. Develop recommendations for scaling up Youth in Work interventions based on implementation experience, market opportunities and stakeholder consultations.

 DESIRED EXPERIENCE

Candidates should ideally have:

  • Experience implementing technical programmes related to climate change, food systems, value chains, livelihoods, resilience, youth economic inclusion or market systems development;
  • Experience implementing programmes and contributing to operational design;
  • Experience contributing to policy discussions and decision-making;
  • Experience liaising with government partners.

QUALIFICATIONS & EXPERIENCE

Education:

  • Advanced Degree in Economics, Agriculture, Agribusiness, Development Studies, or another field relevant to international development assistance;

OR

  • First University Degree with an additional two (2) years of related work experience and/or relevant training/courses.

Professional Experience:

  • At least one (1) year of postgraduate professional experience.

LANGUAGE REQUIREMENTS

  • Fluency in English and Portuguese, both oral and written;
  • Excellent verbal, written and presentation skills;
  • Knowledge of local languages is an added advantage.
