PRESENTATION OF THE ORGANIZATION
Solidarités International (SI) has been providing life-saving assistance in northern Mozambique since March 2019, initially responding to Cyclone Idai. As the crisis in Cabo Delgado escalated, SI began operations in Mueda in July 2021 and progressively expanded to other northern districts including Nangade, Muidumbe, Palma and, more recently, Mocímboa da Praia. By 2022, SI had established a coordination office in Pemba and operational bases in Mueda and Palma.
Following the closure of the Palma base, SI opened a new base in Mocímboa da Praia in July 2023 to support urgent returnee needs. Today, SI operates from Pemba, Mueda and Mocímboa da Praia, covering not only the northern districts (Mueda, Mocímboa da Praia, Nangade, Muidumbe and Palma) but also additional districts further south, such as Metuge, Chiúre, Mecúfi and Ancuabe.
In 2024–2025, SI Mozambique has prioritized integrated, multisectoral programming focused on the Rapid Response Mechanism (RRM), WASH, Food Security and Livelihoods (FSL), and Shelter/NFI. At the beginning of 2025, however, major BHA funding cuts forced a significant restructuring, reducing the mission from approximately 140 to around 50 staff and prompting a reorganization of operations to maintain essential activities.
This restructuring coincided with a deterioration of the security situation in Cabo Delgado, with renewed attacks, increased displacement, and unpredictable access since mid-2024, requiring continuous adaptation of SI’s strategies.
In 2026, despite these challenges, SI continues to deliver principled, needs-based assistance across Cabo Delgado with the support of key donors such as ECHO, SDC, CDCS, OCHA, IFSAN and UNICEF while exploring emergency and nexus funding opportunities with other donors such as DG INTPA, adapting its WASH strategy and stenghtening its FSL expertise.

MAIN OBJECTIVE
The Deputy MEAL Manager contributes to the implementation of the MEAL strategy by the members of the base teams, within the framework of project cycle management.
They contribute to the quality and relevance of MEAL activities carried out at the base, the recommendations made and the analyses produced by their team. They contribute to the methodological support of all MEAL teams and base programmes on technical issues related to MEAL, by designing monitoring and evaluation plans, collecting and analysing qualitative and quantitative data, measuring indicators, ensuring accountability to affected populations, and conducting learning and capitalisation exercises.
ACTIVITIES
STRATEGY
- Participates in defining the multi-year strategy and annual programming based on feedback and evidence collected throughout the project cycle (evidence-based).
- Participates in the development of the MEAL action plan for the base.
MONITORING
- In collaboration with Programme Managers, participates in the development of a monitoring system and the implementation of a schedule of monitoring activities (collection, verification and archiving of verification sources).
- Participates in and supports the organisation of data collection carried out by their team (collection methodology, questionnaire design, training of interviewers, supervision of data collection) and ensures the quality of the data collected, its processing and analysis.
- Participates in the development of the tools necessary for the monitoring activities implemented by the MEAL team.
ACCOUNTABILITY
- Contributes to monitoring the implementation of accountability principles.
- Participates in the integration of accountability by programme teams at all stages of the project cycle
- Contributes with programme teams to the development of protection risk analysis
- Participate in the design of the complaints management mechanism procedure and feedback based on it
- Contributes to the establishment of complaint mechanisms and their accessibility to all stakeholders in the area
- Contributes to the recording of complaints received in a formalised database, ensuring that the data protection of complainants is respected
- Contributes to the processing of complaints and the provision of an appropriate and timely response to complainants
- Contributes to the incorporation of recommendations from the complaints management mechanism into project planning and implementation.
EVALUATION AND LEARNING
- Encourages learning exercises for programme teams by providing tools and formats, planning support and methodological support
- Supports the formalisation, archiving and dissemination of lessons learned and recommendations from workshops with the entire mission
- Participates in support to ensure the follow-up and implementation of recommendations in conjunction with programme teams
- Actively participates in MEAL communities of practice
- Supports the establishment of dedicated learning opportunities within the base.
IMPLEMENTATION AND OPERATIONAL MONITORING
- Participates in the smooth running of the project cycle in accordance with SI strategy and programming, SI and country technical requirements, SI procedures and donor criteria.
- Contributes to the planning and supervision of the implementation of MEAL activities, in close coordination with the Programme, Administrative, Financial, HR, Logistics and Security departments (MEAL plan, budget monitoring, cash flow requests, purchasing plan, recruitment, etc.)
- Uses SI management and monitoring tools, adjusts them and creates new ones to ensure proper implementation and monitoring.
- Anticipates and communicates difficulties related to the implementation of activities.
- Participates in the adjustment and proposal of new activities to improve the quality of operations or approaches used by teams, in consultation with their manager.
- Makes regular field visits.
TECHNICAL AND METHODOLOGICAL SUPPORT
- Contributes to strengthening the capacities of programme teams in their areas of expertise: measurement of indicators, data collection and analysis, accountability to affected populations, organisation of learning activities, etc.
- Provides technical and methodological support to programme teams in the creation of tools and the implementation of monitoring and evaluation and learning activities, in accordance with responsible data management.
- Supports the harmonisation of monitoring and evaluation methodologies and tools with programme teams.
- Supports programme teams in taking gender into account.
REPORTING, COMMUNICATION AND REPRESENTATION
- Participates in the drafting and timely submission of internal reports, in accordance with SI formats and requirements.
- Participate sin the drafting and timely submission of reports and annexes required by donors.
- Contributes to the identification and maintenance of a local operational communication network with key stakeholders (local authorities, civil society organisations, etc.).
- Contributes, at their place of assignment and in close collaboration with their manager, to representing SI at meetings and forums concerning MEAL activities.
- Reports, in accordance with the procedure in place, any information on the security context or any event that could have a potential impact on the security of SI teams and activities.
- Drafts and shares their handover report before the end of their employment contract.

- Is responsible for the compliance of the documents they produce

- Is responsible for filing and archiving the documents they produce in accordance with internal procedures

- Creates and actively collaborates in the implementation of a working environment that prevents inappropriate behaviour.
- Participates in communicating the existence of SI\’s ethical framework.
- Respects at all times the protection of information exchanged in the context of a report and its processing.
- Implements measures to mitigate the risk of abuse.
PARTNERSHIPS
- May contribute, in line with their role and responsibilities, to the verification of SI implementation partners.
- May contribute to the implementation of a plan to support and strengthen SI partners
- May participate in the requirements for monitoring the actions of partners in relation to their job and responsibilities

REQUIRED QUALIFICATIONS
Education: Higher Education in International cooperation, Economics, Statistics, Information Technology, or a Data Related Field
Experiences: Minimum 3–4 years of experience managing humanitarian or development projects.
Techinical SKills: Experience in Data Cleaning and Analysis Using Excel;
Data Interpretation;
