Duties
- To process requisitions for provision of work, materials and services to meet delivery, cost saving
- Quantity and quality requirements, all in accordance with Procurement policies and procedures
- To draft and review Contract Strategy, Invitation to Tender (tender packages), unpriced and priced Commercial Reports, Contract Award Memorandum
- To prepare and evaluate tender packages and finalize contract awards
- To conduct commercial evaluations and finalize all contractual terms and conditions to award Contracts for Goods, Works and Services even with high level of complexity
- To participate in preparation of contracts & procurement strategies and tactics prepare contractual and commercial sections of the tender package and compile the full tender package
- Developing and analyzing contracts documentation including review and contribution to contractual scope of work as per requisition
- Ensuring that contractual terms and conditions are defined in accordance with Client requirements and governance
- Writing contracts requirements in conformance with all applicable laws and in compliance with Client procurement policies & procedures
- Challenging the purchase requisitions requirements, offering alternatives and proposing solutions
- Making critical analysis, adding revisions and contributing to the preparation of the tender lists, contract strategies and tender evaluation plan
- Preparing un-priced and priced evaluation models of high complexity and major contracts
- Performing contractual and commercial evaluations and required negotiations of tenders received and formulate recommendations
- Drafting the relevant documents to contracting strategy and awards approval
- Elaborating and proposing contracting solutions and pursuing alternative methods of improving
- Contracting practices i.e. risk/reward, incentives, alliances etc., comparing different purchasing
- Alternatives like tendering vs. single source, renting vs. buying, etc.
- Demonstrating continuous effort to improve operations, decrease turnaround times, streamline
- Work processes, and work co-operatively and jointly with other departments and with other Contracts & Procurement staff to provide high quality, seamless customer service
- Developing, compiling, conducting pre-enquiries and market surveys
- Ensuring that confidentiality is maintained during the procurement process
- Manage all the contracting phases in coordination with Contract Holder(s) and other involved functions, as appropriate
- To ensure a proper data entry into “E-Space” system for all the ITTs / Contracts / Amendments as per management instructions, including Local Content and a weekly update of all his/her workload
- Managing all activities in full compliance with Company’s Code of Ethics
- Comply with requirements of Safety, Health and Environmental laws of the Country. Obey the Company Policy on Safety, Health and Environment and aim at achieving the Company HSE strategic objectives. Practice Company; HSE Management System. Provide safe and healthy conditions of work to subordinate personnel and control over compliance by these personnel with safe and labour protection rules and regulations. Monitor the quality of goods/materials supplied and services provided in order to ensure that they meet the HSE specifications as per the relevant HSE IMS documents. Ensure that contractors meet the company HSE standards, local norms and legislation and ensure staff are adequately trained in terms of their job and HSE aspects
Requisites
- Minimum 6 years’ experience in oil and gas projects
- Minimum 6 years’ experience of contracts and procurement area
- Minimum 6 years’ experience in the requested area of expertise Previous work in high complexity projects
- Educated to degree level (preferable Engineering or Economics)
- CIPS type qualification would be preferred
- Knowledgeable and familiar with international contractual format and complex corporate and project governance
- Knowledge of Commodity markets and price trends, various grades, qualities, and varieties of materials, supplies, and equipment
- Very good internal auditing/monitoring skills
- Previous Knowledge of SAP MM and SRM modules would be highly preferred
- High negotiation skills and ability to understand what is negotiable in line with Company targets
- Ability to be a team player, frequent interaction with other disciplines and third parties
- High ability to work effectively with people from multiple cultures and backgrounds
- High level of professional and personal integrity
- Very good ability to work independently when required
- High fluency in written and spoken English, particularly for contract terminology
- Very good degree of computer literacy in Microsoft Office programmes, with particular reference to Office Excel
