SOLIDARITÉS INTERNATIONAL (SI) is an international humanitarian NGO that, for over 40 years, has provided assistance to populations affected by armed conflicts and natural disasters, meeting their vital needs for food, water, and shelter. Particularly involved in the fight against diseases linked to unsafe water—the leading cause of death worldwide—SI’s interventions provide specialized expertise in access to safe drinking water, sanitation, and hygiene promotion, as well as in the essential areas of food security and livelihoods.
Currently present in Mozambique since 2019, SI conducts emergency and post-emergency programs in the WASH sector in the Cabo Delgado region.

JOB DESCRIPTION
The Deputy Head of HR Department contributes to HR management within the Country Office. They actively contribute to the smooth administrative running of the Country Office and ensures that all staff comply with internal procedures, donor procedures and the laws of the Country Office.
They visit the field sites regularly to ensure the HR strategy is effectively communicated and to ensure the harmonisation and application of HR policies and procedures across the entire Country Office.
They stand in for the Head of HR Department in the event of occasional absence or takes over their duties in the event of a vacancy in this post. They may be required to provide a minimum service at the field offices in the absence of HR team member.
MAIN RESPONSIBILITIES
ANALYSIS OF THE SOCIO-ECONOMIC CONTEXT
• Compiles and analyses data on the cost of living and basic commodities across the entire Country Office.
• Participates in the study of the social, cultural and ethnic organisation, customs and traditions, demographic factors, socio-professional composition and the Human Development Index (HDI) of the country in which Solidarités International operates.
MANAGEMENT OF THE LEGAL FRAMEWORK, INTERNAL & EXTERNAL HR COMMUNICATION
• Maintains relations with local authorities and national bodies through meetings where necessary (labour inspections, registration with social security funds and other reporting procedures, etc.).
• Maintains ongoing and close relationships with key universities, where Solidarités International can identify future talent and participate in presentations of its activities.
• Maintains ongoing relationships with various training providers.
• Represents Solidarités International at external coordination meetings, as delegated by the HR Coordinator.
• Attends staff information meetings.
• Drafts and circulates HR memos within the Country Office.
• Monitors the country’s legal framework, by keeping abreast of changes to labour law and/or its implementation.
HR STRATEGY AND STAFFING
• Supports the HR Coordinator in developing HR strategies.
• Assists with the compilation and analysis of the Country Office’s HR data, and verifies the data in the monthly HR report.
• Centralises and verifies monthly HR data and statistics from the field offices and the coordination team.
• Centralises organisational charts from the field offices and ensures their accuracy.
• Makes suggestions for improvements to the HR Coordinator regarding the Country Office’s organisational charts.
• Attends coordination meetings, as delegated.
WORK ORGANISATION, HR POLICIES AND REMUNERATION
Participates in the definition, implementation and monitoring of Solidarités International’s HR policies.
• Helps ensure HR procedures are compatible with the local context.
• Supports the HR Coordinator in creating and updating the Country Office’s HR procedures and policies.
• Participates in risk and abuse prevention and provides training on whistleblowing mechanisms.
• Prepares HR files in the event of an audit.
• Acts as the point of contact for the HR software within the Country Office (updates, identifying configuration requirements, technical support, etc.).
CAREER MANAGEMENT: RECRUITMENT, ONBOARDING, TRAINING AND EVALUATION
• Ensures that internal recruitment procedures are known and followed by all those involved in the recruitment process.
• Organises recruitment and participates in interviews where necessary.
• Verifies the suitability of job profiles in line with the roles becoming available.
• Contributes to the development of the annual training plan.
• Provides support to branches during recruitment and training procedures, or during the evaluation campaign.
ADMINISTRATIVE MANAGEMENT OF HUMAN RESOURCES
• Centralises and monitors the payroll for the Country Office’s national staff.
• In the absence of the HR Coordinator, checks and approves the payroll for national staff prior to payment.
• Ensures that social security contributions and tax declarations and payments are made and monitored.
• Helps implement the cost-sharing methodology.
• Monitors staff contract expiry dates.
• Renews visas, work permits and residence permits for expatriate staff and their dependants where applicable.
• Centralises leave and absence requests from expatriate staff.
• Calculates and distributes daily allowances in accordance with current internal policies.
• Helps define the social protection policy for local staff.
• Proactively suggests improvements to staff working conditions.
• Helps analyse and review the remuneration policy for local staff.
• Oversees staff files and their physical and digital archiving.
CANDIDATE PROFILE
Education
Bachelor’s degree or equivalent in Human Resources, Business Administration, Law, Administration, or a related field.
Experience
• Minimum 3 to 5 years of experience in Human Resources management, including significant experience in a humanitarian or NGO context.
• Experience in a coordination, management or deputy coordination position is an asset.
Technical Skills
• Good knowledge of HR processes, including recruitment, personnel administration, performance management, disciplinary procedures, social dialogue, etc.
• Good knowledge of Mozambican labour law and HR regulations.
• Experience in developing, implementing and monitoring HR policies and procedures.
• Ability to lead and coordinate HR projects, including HR structuring, tools and processes.
• Good command of office software, particularly Excel and Word, as well as HR management tools.
• Knowledge of the Homère payroll software is an asset.
