ORGANIZATION PRESENTATION
SOLIDARITÉS INTERNATIONAL (SI) is an international humanitarian NGO that, for over 40 years, has provided assistance to populations affected by armed conflicts and natural disasters, meeting their vital needs for food, water, and shelter. Particularly involved in the fight against diseases linked to unsafe water—the leading cause of death worldwide—SI’s interventions provide specialized expertise in access to safe drinking water, sanitation, and hygiene promotion, as well as in the essential areas of food security and livelihoods.
Currently present in Mozambique since 2019, SI conducts emergency and post-emergency programs in the WASH sector in the Cabo Delgado region.
Solidarités International (SI) is determined to prevent and combat all forms of abuse—any act of sexual exploitation, abuse, and/or harassment (SEAH) against members of beneficiary communities or staff, fraud, corruption, violation of persons and/or property, and financing of activities harmful to human rights—that may be committed within the scope of its interventions. SI enforces a zero-tolerance policy regarding acts of SEAH.

MAIN OBJECTIVE
The Finance/HR Manager is responsible for administrative, accounting, financial, and human resources management. They ensure compliance with legal procedures, donor requirements, and Solidarités International’s policies, while guaranteeing the effective functioning of administrative and financial operations.
They supervise accounting activities, cash flow management, and budget monitoring in collaboration with managers from other departments, ensuring sound financial management. They also support, supervise, and build the capacity of members of their finance and HR teams.
As the focal point at the field office level, they handle all matters related to human resources and financial management. They act as the main liaison between the field office and the coordination team, ensuring clear communication and proper implementation of procedures and policies.
ACTIVITIES
HR TASKS:
ANALYSIS OF THE SOCIO-ECONOMIC CONTEXT
- Collects data useful to HR coordination for monitoring the cost of living
- Analyses the socio-economic context of their area of operation and alerts the Head of HR department where necessary.
MANAGEMENT OF THE LEGAL FRAMEWORK, INTERNAL & EXTERNAL HR COMMUNICATION
- Establishes and maintains relationships with administrative authorities at local and regional level
- Assists with the administrative management of disputes within their area and represents Solidarités International before local authorities
- Ensures clear communication regarding HR procedures and developments to staff in their area
- Organises and leads information meetings with staff in their area
- Distributes HR memos across offices and ensures that the Internal Staff Regulations (ISR) are displayed, visible and accessible to all
- Distributes HR tools and collects various HR information
- Organises training sessions for the HR team
- Attends HR forums in their area
- Prepares HR files in the event of an audit.
HR STRATEGY AND STAFFING
- Updates the monthly organisational chart and shares it with the coordination team
- Compiles, verifies and analyses HR data from the database (reporting tables & online dashboard)
- Organises workshops ahead of the annual planning exercises
- Participates and contributes ideas during the review of the mission’s HR strategy.
WORK ORGANISATION, HR POLICIES AND REMUNERATION
- Proactively suggests ways to improve staff working conditions
- Assesses the risks associated with changes to pay and social policies
- Receives any complaints from employees
- Implements HR policies issued by the Coordination and SI headquarters at their level
- Trains teams on SI’s framework documents (Code of Ethics and Conduct, Charter, ISR, etc.)
- Helps prevent risks and abuse and provides training on whistleblowing procedures.
CAREER MANAGEMENT: RECRUITMENT, ONBOARDING, TRAINING AND EVALUATION
- Ensures compliance with recruitment and hiring procedures within their area: validation of HR requirements, job profiles, selection processes, screening and contract formalisation
- Oversees staff recruitment within their area
- Organises and leads induction sessions (including administrative briefings) for new recruits in their area
- Ensures that appraisals (Performance Appraisal Interviews) are carried out in accordance with defined procedures and monitors the professional development of staff in their area
- Centralises training requests from teams and escalates them in coordination
- Ensures the recording and monitoring of staff-related events (evaluation, training, disciplinary proceedings) in the HR software
- Participates in the investigation and decision-making regarding disciplinary measures within their area, and applies the formalities required for sanctions.
ADMINISTRATIVE MANAGEMENT OF HUMAN RESOURCES
- Supervises the HR Assistant in the monthly management of payroll and checks it before sending it to the coordination team for approval (including the calculation and payment of contributions to the various organisations)
- Checks the reimbursement of advances, medical expenses and the payment of overtime
- Contributes to the implementation of the cost-sharing methodology
- Submits a monthly report to managers at their site on various HR matters (such as the progress of performance appraisals, paid leave balances, the end dates of probationary periods and contracts, etc.).
- Ensures that HR files are created for staff at their site
- Checks the contracts of new recruits and any amendments where applicable, ensuring they are signed and filed in a timely manner
- Monitors contract end dates and prepares the relevant documents (final pay slips, employment certificates, etc.)
- Assists with physical and digital archiving as well as data security
- Organises archive management in accordance with the current HR archiving procedure
- Ensures HR reporting to the coordination team in accordance with the Solidarités International administrative calendar
- Ensures the establishment of legal bodies for staff representation and consultation within their area and participates in the management and resolution of internal conflicts.
FINANCE TASKS:
ACCOUNTING MANAGEMENT
- Is responsible for the base’s accounts, checks cash balances and bank accounts
- Monitors advances from each cash fund
- Ensures the quality and consistency of general and cost accounting
- Ensures that tax returns and payments, as well as contributions, are made to the relevant authorities
- Is responsible for the monthly closing, review, consolidation of the base’s accounts and submission to the coordination team
- Ensures the physical verification of supporting documents
- Ensures the physical and digital archiving of accounting documents and the submission of archives to the coordination team
CASH FLOW MANAGEMENT
- Manages the cash flow of their base and ensures that banks and cash registers are adequately supplied
- Manages fund transfers
- Ensures the security of funds at their base in accordance with internal procedures
- Prepares monthly cash flow forecasts with the logistics and programme teams
- Approves disbursements and expenditure commitments
BUDGET MANAGEMENT
- Updates and analyses budget monitoring in consultation with other departments
- Reconciles budget expenditure with progress on activities during the monthly project monitoring meeting, proposes solutions and trade-offs, and sends the analysis and budget reports to the coordination team
- Updates allocation tables, links these to budget monitoring and alerts management to any shortfalls in financial coverage
- Monitors the operating costs of their base of operations in conjunction with the logistics department
BUDGET PROPOSALS, DONOR FINANCIAL REPORTING AND AUDITS
- Ensures compliance with the administrative and financial procedures of the donors for projects at their base
- Assists the coordination team in preparing financial reports
- Oversees donor audits conducted at the base
- Helps draw up donor proposal budgets in coordination with other departments
ADMINISTRATIVE MANAGEMENT AND REPRESENTATION
- Establishes and maintains relationships with local administrative authorities
- Monitors current regulations and local taxation
- Attends meetings on administrative matters, represents Solidarités International on request and/or by delegation
GENERAL TASKS:
MANAGEMENT
- Is responsible for the effective implementation of HR policies and processes to ensure that both the necessary number of staff and the required expertise are available for the activities for which they are responsible:
- Analyses, quantifies and assesses the human resources needs of their team,
- Recruits and ensures the induction of the team under their responsibility,
- Assesses the performance of team members,
- Trains and supports team members,
- Leads and communicates with their team.
INTERNAL CONTROL
- Is responsible for the compliance of the documents they produce
- Ensures that appropriate internal controls are in place for the processes implemented by their teams.
- Is responsible for the compliance of certain processes and documents.
FILING AND ARCHIVING
- Is responsible for filing and archiving the documents they produce in accordance with internal procedures
FIGHT AGAINST ABUSE
- Creates and actively contributes to the establishment of a working environment that prevents any inappropriate behaviour.
- Helps to communicate the existence of SI’s ethical framework.
- At any time, respects the protection of information exchanged within the framework of an abuse notification and its treatment.
- Implements measures to mitigate the risks of misconduct
PARTNERSHIPS
- May contribute, in line with their role and responsibilities, to the verification process for SI implementation partners
- May contribute to the implementation of a plan to support and strengthen SI partners
- May participate in the monitoring of partners’ activities in line with their role and responsibilities
REQUIRED QUALIFICATIONS
Education: Bachelor’s or Master’s degree in: Finance, Accounting, Human Resources, Business Administration, Economics, or another relevant field.
Professional qualifications such as ACCA or CC OR CA are an added advantage.
Experience:
• Minimum 3 to 4 years of experience in Human Resources management, including significant experience in a humanitarian or NGO context.
Technical Skills
• Proficiency in the use of Homere for Human Resources Management and Saga for cashbook data entry and financial accounting
• Strong knowledge of HR administration, recruitment, contracts, payroll, staff files, and disciplinary procedures
• Strong Working knowledge of HR administrative processes, including employment contract tracking, personnel record archiving in
compliance with SI, Donor and Mozambique labour laws
Transversal Skills
1. Organization & Priority Management: Ability to systematically manage multiple competing tasks while maintaining high accuracy, strict compliance and meeting high pressure deadlines
2. Interpersonal Communication & Confidentiality: Strong verbal and written communication skills to effectively collaborate across diverse teams, interface with administrative authorities, and manage sensitive personnel and financial data with high discretion and confidentiality.
