GIZ is recruiting for the Program ProsperAzul one Advisor Marine Protection and Management of Costal Zones (m/f/d), based in Inhambane, Mozambique

Core tasks
- Responsible for establishing strategic partnerships with international, national, and local NGOs, government entities and enterprises to ensure marine protection and sustainable management of coastal zones in Inhambane province.
- Support the Conservation Internatioal/ ANAC “Inhambane Seascape Management Platform” as secretariat.
- Responsible for supervising and steering the implementation of all activities in Inhambane province contributing to Output 3.1 “Sustainable managed and financed community-led coastal conservation and restoration initiatives implemented” of the EU Initiative on Sustainable Blue Economy in Mozambique
- Responsible for monitoring the grant agreement implementation and supporting the partners, especially the “Inhambane Seascape Alliance”.
- Responsible for identifying and realising synergies with Output: 1.1 “National capacities for coordination, information management and investment promotion for blue economy are strengthened” and 2.1. ”Sustainable, inclusive and gender responsive fisheries and aquaculture value chain upgrading strategies developed and implemented” of the EU Initiative on Sustainable Blue Economy.
- Responsible for regular reporting on progress of implementation to commissioning parties in Inhambane Province.
Main activities
- Monitoring of the overall conservation landscape in Mozambique including policies, regulation and key stakeholders.
- Identifying intervention areas and strategic partnerships for the implementation of Output 3.1 of the EU Initiative on Sustainable Blue Economy.
- Operational planning, steering and overseeing implementation of yearly activities of Output 3.1
- Actively engaging with all relevant stakeholders including national and local government, donors, international organisations, international and national NGOs, private sector and including representation in coordination platforms and/or steering committees.
- Setting-up and managing financial agreements (such as grants and local Subsidies) with international and national NGOs according to GIZ rules and regulations.
- Ensure close cooperation with team members in the province to ensure efficient implementation on the ground.
- Contribute to reporting to commissioning partners and present results of output 3.1 in the steering committee and technical coordination meetings of the project.
- Actively seeking opportunities to further engage with the private sector and leverage funding for coastal conservation in Mozambique.
Requirements
Qualifications and specialist knowledge
Education
- Advanced University degree (master’s degree or equivalent) in Environmental Science, Natural Resource Management, Biodiversity Conservation, Sociology or other related fields
- A first level university degree (bachelor’s degree) in the areas mentioned above Political Science, Public Administration or any other relevant field
General experience
- A minimum of 5 years of relevant international experience working in development cooperation, in the context of natural resources management, blue economy, coastal management, biodiversity and/or community-led coastal conservation.
- At least 4 years experience working with various government institution and facilitating international partnerships between donors, regional institutions, and non-governmental organizations in Sub Sahra Africa.
- At least 2 years of relevant management experience in a large organization including management of grants, cooperation with international and local NGOs in the conservation sector.
Specific professional experience, expertise & competencies
- At least 8 years of professional experience in the conservation sector in Mozambique, local knowledge on Inhambane Seascape would be an asset.
- Excellent knowledge in the blue economy sector, demonstrating a comprehensive understanding of opportunities for blue economic growth, promoting responsible business practices, and fostering community engagement to ensure inclusive and sustainable development.
- Many years of experience in working with various government institutions and facilitating international partnerships between donors, regional institutions, and non-governmental organizations and a proven track record of strong diplomatic skills.
- Proven track record in stakeholder engagement and management of multi-stakeholder processes
- Proven ability to plan and manage activities in line with a work plan, indicators, and budget; and demonstrated ability to manage staff, consultants, subcontractors, and grantees.
- Strong analytical skills and excellent communication competencies. Ability to write and present complex issue in an easy understandable way with clear key messages.
