Background

As part of the BMZ projects ‘VaMoz Competir’ and ‘WIOGI’, with a co-funding from the EU, GIZ is implementing the Sustainable Blue Economy Initiative in Mozambique.

The overall objective of the action is to enhance Mozambique’s climate smart, resilient and inclusive economic growth through the promotion of an inclusive and sustainable blue economy. The specific objectives of the intervention are: 1) Increase investments in an inclusive and sustainable blue economy; 2) More inclusive, efficient, and sustainable fisheries and aquaculture value-chains and 3) Sustainably managed and resilient marine and coastal ecosystems.

Based on the preliminary consultations held with ProAzul (Mozambique Blue Economy Development Fund) in October 2024, the project is expected to establish a Blue Economy Observatory (BEO) with a twofold focus:

  • To be a strategic repository of data, research and analysis related to the Blue Economy (BE intelligence unit),
  • To be a Hub for the pro-active promotion of sustainable, inclusive and gender-responsive BE investments.

In alignment with the above objectives, key functions and roles of the BEO have been pre-identified but require endorsement and capacity building of ProAzul as well as of the main stakeholders involved in the process.

This position is expected to provide technical advisory service to ProAzul aimed at creating the specific conditions to set-up the BlEO as a hub for sectorial knowledge able to capitalize and scale up successful innovations.

 

Tasks

  • Promote knowledge management regarding existing global best practices in the sustainable management and use of marine resources, e.g. via linking with the panorama-platform, other publications and GIZ knowledge products;
  • Identify and formalise with ProAzul and other public stakeholders the key functions and roles of the BEO to promote investments, for government approval;
  • Advice ProAzulin setting up the BEO to actively gather information on success cases and innovative financing with the aim to promote blue investments and thus capitalize and scale up successful innovations;
  • Support the implementation of a broad range of services (among others, data collection, stakeholders engagements, education and awareness, dissemination, research and innovation) to facilitate the growth of a sustainable blue economy in Mozambique;
  • Steer all process relating to ProAzul´s internal capacity development such as trainings, onboarding, strategy workshops supported by the action;
  • Organize the initial co-creation workshop with ProAzul and major stakeholders to define the BEO model;
  • Support GIS- & open data management;
  • Develop a joint approach for data collection and analysis, to create linkages among the the existing instruments/models (e.g. Blue Satellite Account, the Donor Blue Economy Working Group [BEWG] stock matrix) and the upcoming ones, i.e. BEO;
  • Ensure coordination between the services offered by the BEO and those linked with the investment promotion, both main ProAzul’s tasks.

Requirements

Education  

  • Advanced University degree (master’s degree or equivalent) in Environmental Science, Blue Economy, Natural Resource Management, Biodiversity Conservation, Sociology or other related fields
  • A first level university degree (bachelor’s degree) in the areas mentioned above, Political Science Public Administration or any other relevant field.

 

General experience 

  • A minimum of 5 years of relevant international & national experience working in development cooperation, in the context of natural resources management, blue economy, coastal management, biodiversity and/or community-led coastal conservation;
  • A minimum of 5 years of experience in policy advise to government intuitions in blue economy, blue entrepreneurship, conservation, natural resource management, biodiversity;
  • At least 5 years of experience in stakeholder engagement, managing and steering multi-stakeholder processes

 

Specific professional experience, expertise & competencies

  • At least 5 years of professional experience in the blue economy sector in Mozambique including experience working in the public sector either on national or local level would be an asset;
  • Excellent knowledge of the institutional landscape as well as the policy and legal framework of the blue economy sector in Mozambique;
  • At least 5 years track record in stakeholder engagement and management of multi-stakeholder processes;
  • Proven ability to plan and manage activities in line with a work plan, indicators, and budget; and demonstrated ability to manage staff, consultants, subcontractors, and grantees;
  • Proven experience in leading the organization of events or other similar initiatives that require a high level of participation and engagement;
  • Use of digital platforms and ability to analyse data for presenting upscaling results;
  • Strong analytical skills and excellent communication competencies. Ability to write and present complex issue in an easy understandable way with clear key messages;
  • Other key attributes include integrity, professionalism and respect for diversity, as well as, teamwork, planning & organizing, creativity, accountability and commitment to continuous learning;
  • Business fluency in Portuguese and English.
