Heading is recruiting an Alternative Livelihoods Program Officer, to be based in Cabo Delgado, Mozambique.

Duties
  • Prepare new and update existing SOWs for contracting of Implementation Partners (IP) for the various diversified livelihood programs committed under the Resettlement Plan
  • Review and provide inputs to the implementation partners’ execution strategies, plans and procedures and monitor how successfully they are being executed
  • Assess diversified livelihood implementation partners’ performance and how to implement their work scope and schedule most effectively
  • Identify eligible households that may participate in diversified livelihood programs in an on-going manner that is responsive to Project opportunities and associated development
  • Assist with identification of opportunities and potential partners to provide eligible households with adult education (numeracy, literacy, financial planning), training, trade skills development and employment
  • Coordinate with Industrial Relations and the CSA teams to track local employment demand and identify markets and opportunities with contractors, local content and Implementation Partners
  • Maintain close coordination with the CSA team to identify changing community dynamics and impacts caused by progression of the Project as well as to monitor community responses to livelihoods restoration work being conducted
  • Participate in meetings with Government, communities and households, as required
Requisites
  • University degree in relevant area, including rural development, economics, business development or any other related fields
  • Minimum of five (5) years of experience in engaging communities and implementation of fisheries livelihood programs
  • Knowledgeable about the land access and resettlement processes that leads to displacement and livelihood re-establishment and development program delivery
  • Experience in managing schedule and budgets, large teams and performance monitoring and evaluation
  • Negotiation and conflict management skills
  • Excellent analytical skills and detail oriented with competence in report writing
  • Fluency in Portuguese and English (written and spoken) required
  • Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including local communities, government authorities, implementation partners and CSOs/NGOs
