PATH is a part of the Rotary Healthy Communities Challenge (RHCC) grant in four countries, including Mozambique. RHCC is funded jointly by Rotary International Foundation and The Gates Foundation, a multi-year effort to provide improved community health care, including for malaria and other priority diseases. In Mozambique, the Ministry of Health (MOH) instituted community health workers with the name ‘Agentes Polivalentes Elementares’, or APEs, recently renamed ‘Agentes Polivalentes de Saúde’, or APS, under the Community Health Subsystem Strategy. APSs are trained in disease prevention and treatment at community level, and to refer patients for further care at the nearest health facility. Community Health Volunteers (CHVs) complement the work of APSs by delivering health information at community gatherings and household interactions. Both cadres are central to the provision of integrated Community Case Management (iCCM) in Mozambique. PATH, through the RHCC grant, intends to collaborate with Rotarians, World Vision, and MOH / NMCP personnel at the national and subnational levels to strengthen iCCM service delivery in the targeted districts.

 

PATH is seeking an experienced Digital & Monitoring and Evaluation (D&ME) Officer to support the implementation, monitoring and evaluation work of the RHCC project in Mozambique, including integration of digital tools such as upSCALE. Reporting to the Mozambique Program Manager, the D&ME Officer will support the PATH RHCC country team, the RHCC Country Coordinating Committee, and other relevant stakeholders in reporting on project indicators, performance, work plan deliverables and progress toward achieving project objectives. This position is based in Maputo but involves travel to the RHCC project areas as needed. The D&ME Officer will additionally work closely with the global and country data/analytics and research/evaluation teams to support data quality assessments, program monitoring activities and evaluations, other analyses using routine health information system and surveillance data, data visualization, and technical reporting.

 

Responsibilities:

  • Work closely with RHCC and PATH in-country teams, national and subnational MOH personnel to develop standard tracking systems for monitoring project indicators to support monitoring and evaluating of the overall project goals and objectives.

  • Work closely with PATH and data and analytics teams to document and standardize surveillance data processing procedures

  • Contribute to analysis of routine malaria surveillance, programmatic and project data

  • Participate in Technical Working Groups and weekly RHCC project meetings and contribute to the Digital and ME coordination mechanisms at central and provincial level.

  • Develop a project database and reporting platform, including dashboards, for ensuring programmatic results are available to the project team and other stakeholders

  • Contribute to the development and implementation of strategies for synthesizing and disseminating key results, programmatic lessons learned, methodologies developed and other project outputs

  • Advise on and support the introduction and scale up of digital tools in the work of APS in RHCC project sites

  • Collaborate with the MOH and NMCP to ensure compliance with reporting standards for joint indicators

  • Participate in evaluations of project evaluations and planned analyses of project support for community case management systems in Mozambique

  • Contribute to annual and ad hoc reports on project progress and impact

  • Collaborate with team members, partner organizations, national malaria program, primary health care department, family health department and donors in work planning and project implementation as needed

  • In alignment with MOH policies and priorities, develop / adopt / adapt data collection tools and forms, guidelines standard operating procedures, and training manuals and materials for various project reporting needs

  • Represent PATH during external engagements, and as needed coordinate / participate / facilitate project team and partner meetings

  • Conduct field visits as needed for the project

  • Prepare and collaborate on project/technical briefs, manuscripts, and PowerPoint presentations

 

Required Skills and Experience:

  • Advanced university degree in public health, health system management, health economics, health statistics, epidemiology or related field.

  • Minimum of three years of experience working in disease surveillance, M&E and/or research, digital health, ideally in community case management or malaria projects

  • Demonstrated excellent oral and written communications skills, including report writing and editing. Proficiency in English is required.

  • Demonstrated ability to translate assessments and findings into learning, directional focus and action, with respect to surveillance systems

  • Excellent organization, time management, attention to detail, and ability to appropriately prioritize competing tasks

  • Proven ability to work in a dynamic team environment with minimal supervision, anticipating needs and requests

  • Cultural sensitivity and diplomacy in communicating with a broad and diverse audience

  • Proficiency in Microsoft Office suite including Word, Excel, Access, PowerPoint, SharePoint, and Teams

  • Strong quantitative data management and analysis skills with proficiency in statistical software packages such as Stata or R

  • Experience with DHIS2 highly desirable 

  • Experience with CommCare highly desirable

  • Experience with Power Bi and/or other data visualization tools highly desirable

  • Willingness and ability to travel estimated at 30% of the time when travel is allowed

 

Must have legal authorization to work in Mozambique.
