Durable Solutions Technical Officer Technical Officer Mozambique Mueda

Generic responsibilities 

Under the leadership of the Area Manager and Durable Solutions Coordinator, the Durable Solutions Technical Officer will ensure the support and implementation of all DS programs in Mueda Area Office, especially activities focusing on Economic and Market Systems, economic inclusion (including its legal, social cohesion and financial inclusion pillars), sustainable value chains, as well as activities within DS that implement Cash & Voucher Assistance (CVA). The following is a brief description of the role. 

  1. Ensure adherence with NRC policies, tools, handbooks, and guidelines. 
  2. Implement delegated portfolio of durable solutions projects (activities, budget and project documentation) in line with the project workplan and ensure high technical quality
  3. Prepare and develop activity reports as required by management. 
  4. Ensure proper preparation and filing of project documentation for DS activities 
  5. Provide technical support and capacity building towards project staff
  6. Assess, promote and document ideas for technical improvement and further program development options
  7. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
  8. Promote the rights of IDPs/returnees in line with the advocacy strategy

Responsibilities

Specific responsibilities  

  1. Conduct technical assessments, and participate when required in focus group discussions, community meetings, and other community mobilization activities.  
  2. Organise and support distribution of DS related in-puts, including cash and / or voucher assistance.  
  3. Ensure that the projects are directed to the target population defined in DS strategy. 
  4. Participate in the work plan design and execution according to the DS activities strategy. 
  5. Ensure that information on reconciliation of deliveries of any inputs (in-kind, CVA) is transparent, up to date and complete in accordance with NRC guidelines and donor requirements.  
  6. Support with training processes for beneficiaries and other team members. 
  7. Regularly report project progress, difficulties, lessons learned to DS Coordinator and Area Manager. 
  8. Facilitate coordination of activities with logistics and finance teams. 
  9. Always work with a gender and protection lens and ensure that environmental and nutritional sensitivity are incorporated into all LFS plans and activities.

Qualifications

Competencies   

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following three categories:

These are skills, knowledge and experience that are important for effective performance.  

Generic professional competencies:  

  • Experience (minimum 3 years) working in projects involving markets systems strengthening / economic inclusion approaches in a humanitarian / recovery context
  • Previous experience from working in complex and volatile contexts. 
  • Fluency in spoken and written Portuguese. 
  • Knowledge of English 
  • Knowledge of languages spoken in Northern Cabo Delgado, especially in Mueda district
  • Studies related to competency (business, financial inclusion, law / legal studies, sustainability, employability) is desired minimum at university level 
  • Commitment to humanitarian principles and NRC core values

Context/ Specific skills, knowledge and experience:  

  • Experience working with humanitarian organizations, private sector, donors, or international agencies. 
  • Experience working with vulnerable groups and ability to demonstrate conflict sensitivity. 
  • Experience working in at least one of the following sectors: Economic Recovery, Protection, Food Security and Livelihoods, WASH, Shelter, Education is a plus. 
  • Good oral and written communication skills. 
  • Demonstrated knowledge and skills in DS related analysis, Cash and Voucher Programming, microenterprise business startups, savings and financing. 
  • Proficiency in Office 365 tools (Word, Excel, Power Point) and collaborative platforms (SharePoint, Google drive, Zoom, Microsoft teams or similar).
