GIZ Grant Agency for the Global Partnership for Education (GPE) in Mozambique, is recruiting one Education Management Information System Specialist (m/f) based in Maputo.

A. General Introduction:

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development. Owned by the Federal Republic of Germany, GIZ has over 50 years of experience in providing technical assistance, capacity development and project management services for a wide variety of specialized development areas, including education, health, governance, public finance management, agriculture, social development, gender equality and related fields.

In February 2024, GIZ has successfully undergone the accreditation process for the role as Grant Agent for Global Partnership for Education (GPE) funding and has been selected as GPE Grant Agent in Mozambique.

The GPE is a major international fund that provides financial support to education systems in developing countries, including many African nations. It mobilizes resources from various donors to support initiatives aimed at improving access to quality education, strengthening education systems, and promoting equity in education.

In its role as GPE Grant Agent, GIZ is now requested to assist the Mozambican government, more specifically the Ministry of Education and Culture (MEC), in the implementation of the System Capacity Grant (SCG) (3,3M USD)the System Transformation Grant (STG) (107M USD) and the Girls’ Education Accelerator (GEA) (10M USD). The majority of the funds will be channeled through the education sector basket fund FASE (Fundo de Apoio ao Sector da Educação). To support a more efficient implementation of the FASE funding GIZ will furthermore provide technical assistance and capacity development to MEC at both central and decentralized levels.

 

B. Description of tasks:

The Education Management Information System Specialist (EMIS) will be a key member of the team for the GPE grants managed by GIZ. He/she will be part of the sub-team for Capacity Development and will be responsible for the technical assistance in the area of education data management and monitoring of MEC, Provincial Directorates, District Services and at School level.

Working closely with the Head of Unit for Institutional Development and Capacity Development, the other members of the Capacity Development Team, and the Grant Supervision Team, the Education Management Information System Specialist (EMIS) will be responsible for the implementation of various components of the programme, specifically with regard to analysis of the current EMIS and its modernization/ adaptation needs and strong linkage with results monitoring and sector planning at all levels (ministry, province, district, ZIP and schools). The use of EMIS as a basis for evidence-based planning and prioritization as well as for accountability purposes with regards to the efficient use of funding and results achieved shall be strengthened.  He/she will work closely with the Capacity Building Team on a comprehensive approach to all needs assessment activities, technical assistance, support and provision of technical and institutional development capacity to MEC and education partners.

 

This includes, among other tasks:​

  • Analyze the current Education Management Information System (EMIS) to identify needs for modernization/ adaptation, including linkages with planning, results monitoring, accountability processes and mechanisms, the integration of gender disaggregation, equipment requirements, and staff training needs.
  • Support the design, development, introduction and use of a modernized EMIS that supports key processes for capturing, processing, classifying, analyzing and using strategic information, thereby strengthening the different transformation processes under this grant.
  • Support the procurement process for the modernized EMIS and related advisory as well as facilitate the rollout of a modernized EMIS, ensuring technical and operational readiness.
  • Provide technical assistance to MEC in coordination with the Taskforce on Monitoring and Evaluation in organizing and conducting capacity building workshops at provincial and district levels on the modernized EMIS.
  • Support the development of an integrated Knowledge Management System linked to EMIS, enhancing data sharing, analysis, and gender-sensitive reporting capabilities.
  • Incorporate gender aspects and disaggregation levels into EMIS data collection and reporting, based on the findings from the modernization/ adaptation needs assessment.
  • Facilitate continuous follow-up and technical support to all relevant directorates from MEC, including the “Áreas de Ensino”, quality assurance and DIPLEC, to ensure effective use of the EMIS for evidence-based decision making and to strengthen gender disaggregated monitoring.
  • Preparation, management and accompanying of missions/ consultancies to support the modernization of the EMIS, in close collaboration with MEC and the Capacity Development team, including the drafting of Terms of Reference, managing contracts and guiding of consultants.
  • Participation in and contribution to relevant sector working groups with MEC and cooperation partner representatives.
  • Preparation of and participation in monitoring missions​.
  • Contribution to reporting formats towards different stakeholders, such as MEC, GPE, FASE partners and BMZ​.

Requirements

Qualifications and Skills

  • Master’s degree or equivalent in Computer Science, IT, Statistics, Education Management, Data  Management, or a related field, with relevant experience in education information systems or data management.
  • Fluency in Portuguese; strong proficiency in spoken and written English.
  • Proven ability to work effectively in an international, multicultural and multidisciplinary team, with strong teamwork and partnership building skills.
  • Excellent communication and facilitation skills.
  • Solid and firm command of digital tools and working methods, including MS Office, data management software, collaboration platforms (e.g. MS Teams), with the ability to adapt to new technologies and ensure data security and confidentiality.
  • Knowledge of Mozambique´s legal and institutional context related to education data governance is desirable.

 

General Professional Experience

  • Minimum requirement of 10 years of proven experience supporting the development, implementation, or modernization of EMIS, with emphasis on data management, system integration, and digital transformation in education sector.
  • Demonstrated experience working directly with or providing technical assistance to government ministries, particularly MEC or provincial level similar entities, preferably within Mozambique.
  • Demonstrated experience working within Mozambique´s education sector, respecting the national legal and operational frameworks, and understanding local gender and social inclusion considerations.
  • Proven track record in designing, conducting and overseeing capacity-building activities, training governments staff and stakeholders on EMIS tools, data collection, analysis and reporting.
  • Experience in preparing and managing consultancy contracts/ assignments related to EMIS development, rollout and upgrades.
  • Experience with donor coordination mechanisms and frameworks, and/ or multi-stakeholder platforms.
  • Experience with high level political coordination & engagement​.

 

Specific Professional Experience

  • Minimum 8 yearsof proven experience providing technical support for the development, implementation, or modernization of EMIS within national or regional education projects, programs, or policies. Additional experience in similar roles will be considered and asset.
  • At least 5 years of experience in capacity development and training for government staff and stakeholders related to EMIS, data management and evidence-based decision making.
  • Demonstrated experience applying human-rights based approaches to education sector reforms, data governance, and system strengthening, with an understanding of rights-based data collection and analysis.
  • Experience with the implementation and monitoring of GPE-funded programmes would be an asset.

 

Other Knowledge, Additional Skills 

  • Prior experience/knowledge of GIZ procedures will be treated as an advantage.
  • Willingness to improve qualifications as required by the tasks to be performed. 
  • Sensitivity in the treatment and elimination of documents may be important. 
  • Predisposed to work in an international team.
