The project Promoção da Educação Profissional e Emprego(PEPE) is recruiting one Employment Policy Advisor for TVET (m/f) based in Maputo.

A. General Introduction

The German Federal Ministry for Economic Cooperation and Development (Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung, BMZ) has commissioned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with the implementation of the programme “Labour market orientation of national TVET ( Technical and Vocational Education and Training) and employment policies”. The project is co-financed by the European Union. Political partners are, among others, the Ministry of Education and Culture. The objective of the project is to improve labour market orientation of national TVET and employment policies on a political, strategic, and practical level. To this end, it strengthens the capacities and collaboration of public and private stakeholders and support better coordination of planning, implementation and monitoring in the TVET and employment sector.

 

B. Description of tasks:

  • Provide direct advisory to counterparts (among others the Ministry of Education and Culture, Ministry of Labour, Social Action and Gender) on policy and strategy development in the field of TVET for employment ;
  • Conceptualization and support the coordination of participatory policy development processes that are directed towards green transformation, inclusion, relevance of TVET for employment and other areas that are still to be defined ;
  • Provide advisory to the projects counterparts regarding the strategic implementation of public private dialogue formats to align sectoral needs, especially in focus sectors of the project (renewable energies, transport and logistics and agriculture) ;
  • Support measures that strengthen capacities for planning, monitoring and evaluation of policies and strategies ;
  • Manage and coordinate external consultants, ensuring quality of deliverables and timelines ;
  • Organization of different event formats, workshops, meetings ;
  • Supporting the planning and monitoring of activities, the necessary innovation and, knowledge management as well as communication measures on processes and results.

 

C. Tasks

1. Advising the partner institution(s)

  • Advise partners in designing and implementing participatory policy and strategy development processes ;
  • Provide strategic guidance on integrating private sector needs into policy frameworks – particularly in the renewable energies, transport and logistics and agriculture sectors;
  • Planning and management of capacity development measures in close coordination with the counterparts ;
  • Contributes to the preparation, implementation, monitoring, and evaluation of measures in accordance with the operational plan in the project component ;
  • Manages the planning, preparation, and execution of workshops, seminars, and other events related to policy development or public private dialogue formats. Preparation includes the development of concepts, speaking points, speeches and other input papers ;
  • Develops and monitors quality assurance measures, proposing necessary changes, improvements, and new initiatives.

 

2. Networking and cooperation

  • Is in direct contact with counterparts at the Ministry of Education and Culture as well as the Ministry of Labour, Social Action and Gender and other national TVET and employment institutions to provide advisory and support. It is planned that the consultant will have a workplace both at the counterpart’s and at the GIZ office to guarantee close cooperation;
  • Supports dialogue of businesses and business associations with TVET government stakeholder ;
  • Collaborates actively with international development partners, within the GIZ project and with other GIZ projects in the area of TVET, skills and private sector development, promoting the exchange of ideas and information to achieve the project objectives.

 

3. Knowledge management and communication

  • Ensures knowledge transfer in her/his their advisory area ;
  • Documents and disseminates best practices and lessons learned from advisory activities ;
  • Supports knowledge sharing with other GIZ projects active in the area of TVET, skills and private sector development ;
  • Prepares relevant inputs from her/his advisory area for various project reports, including annual reports, and contributes to other reports requested by project management or GIZ headquarters ;
  • Supports research activities and studies on topics that benefit the project ;
  • Supports communication activities for his/her activities.

 

4. Coordination tasks

  • Coordinates relevant project activities in consultation with project management and in cooperation with partners, both in terms of organizational preparation and practical implementation ;
  • Compiles relevant information for joint activities, measures, and assignments ;
  • Coordinates different consultancy assignments, ensuring timely and high-quality delivery of consultant outputs and reports.

 

Requirements

Qualification and Skills

  • University degree, Political Science or Public Policy, Public Management, Business Administration, Economics or a related field;
  • Fluency in Portuguese; very good command of spoken and written English;
  • Proven ability to work in an international team, strong teamwork skills;
  • Excellent communication skills;
  • Firm command of digital working methods and instruments (MS Office, Teams)

 

General professional experience

  • At least 5 years of relevant professional experience in policy advisory roles in TVET and employment or for Private Sector Development;
  • At least 3 years of experience in strengthening Public-Private-Dialogue mechanisms and 2 years in implementing capacity development measures

 

Other knowledge, additional competences

  • Proven experience in technical advisory of government institutions and engaging in policy dialogue at the national level;
  • Familiarity with at least on of the sectors of Renewable Energies, Transport and Logistics or Agriculture ;
  • Knowledge of the governance of the Mozambican TVET and employment system ;
  • Experience in project management, including planning, implementation, and reporting ;
  • Willingness to successfully complete necessary further training to ensure project success.
