Duties and Responsibilities

The ETC reports to the Practice Manager and is expected to work on transport projects involving urban mobility, land transport, regional connectivity and logistics.

The transport portfolio in Mozambique currently consists of one Bus Rapid Transit project and three road projects, while regional engagement also includes port and airport projects in Madagascar and Mauritius.

The objectives of the assignment will be to:

  • Support the preparation, implementation and supervision of transport projects in Mozambique and neighbouring countries, including urban mobility, roads, regional connectivity and logistics.
  • Contribute to technical, economic, financial, climate, gender, road safety and operational analyses, including data collection activities such as traffic counts, road condition assessments and socioeconomic data, to inform project design, implementation and policy engagement.
  • Support project quality through technical inputs, peer reviews, consultant oversight, missions and progress reviews, and report implementation issues to task team leaders, ensuring compliance with World Bank standards.
  • Provide inputs to, or prepare, operational and analytical outputs, including aide-mémoires, management letters, ISRs, project documents, briefings, reports, case studies, data analyses, technical drawings, maps and presentations.
  • Under the guidance of senior staff, assist in preparing World Bank-organised workshops and conferences, support client engagement and meetings with external stakeholders and development partners, contribute cross-sectoral inputs to policy notes, Country Partnership Frameworks and sector studies, participate in Communities of Practice, and support the World Bank’s representation in relevant transport sector forums.

Selection Criteria

  • Master’s degree or higher in Civil/Transport Engineering, Urban/Regional Planning, Economics, Public Policy, Infrastructure Finance or other related disciplines.
  • Minimum of 2 years of practical experience in the transport sector or a related infrastructure field, with a government transport authority, contractor, design or supervision consultant, development institution or international financial institution. Experience should cover one or more of the following:
    • Transport infrastructure design or planning;
    • Civil works contract management and execution;
    • Procurement of civil works and consultancy contracts;
    • Sustainable transport infrastructure asset management;
    • Economic, social and environmental impacts of infrastructure investments.
  • Work experience with programmes financed by development partners is an asset.
  • Familiarity with transport policy, strategy, institutions and regulation at national or international level, as a foundation for analytical support to senior staff.
  • Awareness of cross-cutting issues affecting the transport sector, such as private sector engagement, environmental and social impacts (including gender-based violence), road safety, occupational health and safety, and climate change.
  • Familiarity with transport modelling or engineering economics, particularly as applied to transport demand modelling, corridor analysis and infrastructure investment appraisal, is a desirable asset.
  • Proficiency in technical tools, including GIS, AutoCAD or similar drafting software, as well as Microsoft Excel and PowerPoint, is required.
  • Excellent written and verbal communication skills in English and Portuguese. French is an additional asset.
