TERMS OF REFERENCE

PROGRAMME AREA AND SPECIFIC PROJECT AREA: Develop Strategic framework

1. Literature Review: Familiarize with the existing Mozambican EPMM and ENAP/PACRN; Conduct a review of existing national and global literature focusing on specific programmatic options for EPMM and ENAP; Review existing documentation from MISAU regarding the National Program Strategies for Maternal, Child Health, and Family Planning.

2. Stakeholder Engagement: With the Technical Group for Maternal Health, Technical Group for Child Health and Family Planning under the National Public Health Directorate (DNSP), National Directorate of Medical Assistance (DNAM), and other relevant groups to understand direct and transversal intervention areas for maternal and neonatal health.

3. Field Visits: Conduct field visits to primary health units and hospitals in one province: one rural health center, one main district health facility and one provincial hospital to assess the quality of service health provided.

4. Workshop facilitation: Facilitate two workshops and incorporate the contributions into the document.

5. Final strategic framework proposal: Develop the final version of Mozambican EWENE, validated per TWG within 70 working days, in Portuguese comprising 30-50 pages maximum, including the budget (excluding annexes with M7E plan and costing). And validate the translation to English.

6. Final Presentation: Create a final presentation in PowerPoint format in Portuguese and English.

Minimum requirements:

Education:

Advanced university degree (Master’s or higher) in: Health; Public Health.

Work Experience:

5 years of experience working on RMNCAH in Mozambique.

Knowledge/Expertise/Skills:

Proved capacity to develop strategic Documentation.

Knowledge of Mozambican Health System.

Language Requirements:

Portuguese and English.

Desirables:

Capacity to develop Costing plans.
