Heading is recruiting for its client, an oil and gas company, an Fisheries Livelihood Supervisor  (M/F) to be based in Cabo Delgado. 

  • Main Responsibilities:
  • Prepare new and update existing SOWs for contracting of Implementation Partners (IP) for the various agriculture livelihood programs committed under the Resettlement Plan
  • Lead the coaching, upskilling and mentoring of the field officers, including implementation partners
  • Review and provide inputs to the implementation partners’ execution strategies, plans and procedures and monitor how successfully they are being executed
  • Assess agriculture livelihood implementation partners’ performance and how to implement their work scope and schedule most effectively
  • Be responsible of agricultural livelihood restoration programs, the tree nursery, ceding of replacement land, land preparation and issuance of security of tenure documents
  • Identify all eligible households that may participate in agriculture livelihood restoration benefits and utilize tracking tools to ensure tracking of the delivery of commitments under the household agreement and RAP
  • Conduct random field visits to monitor agriculture livelihoods program implementation

Participate in meetings with Government, communities and households, as required

Accountabilities:

The post holder is responsible for ensuring the field coordination and delivery of agricultural programs to benefit resettlement-affected communities’ livelihoods as well as represent the Project in field in all matters related to the replacement agricultural land and livelihoods program

Requirements:

  • University degree in relevant area, including rural development, agronomy, agricultural economics
  • Minimum of five (5) years of experience in engaging communities and implementation of fisheries livelihood programs
  • Knowledgeable about the land access and resettlement processes that leads to displacement and livelihood re-establishment and development program delivery
  • Experience in managing schedule and budgets, large teams and performance monitoring and evaluation
  • Negotiation and conflict management skills
  • Excellent analytical skills and detail oriented with competence in report writing
  • Fluency in Portuguese and English (written and spoken) required
  • Excellent communication skills with a proven ability to develop and maintain good relations with stakeholders including local communities, government authorities, implementation partners and CSOs/NGOs.
