The position holder will provide high quality food security and livelihood technical skills to assist in programme design, execution, monitoring, evaluation and implementation of core program approaches in alignment with National strategy. We expect position holder to be both ‘doer’ and strategic thinker, able to hit the ground running to deliver an emergency response, as well as develop longer term strategies and provide capacity building support to colleagues and partner organizations.
Role requires a profession with skills and ability to use technical and consultative approaches while working with donors and other stakeholders. The post holder will Impact and influence within the country and foster strong external relations with other agencies working in the regions. The role requires the ability to analyze and communicate emerging trends and potential responses.

Key Responsibilities
Strategy & Program Development
- Meet donors to preposition for new program ideas and models based on evidence.
- Lead the development of technical/sectoral components of new proposals, in consultation with Grants unit, MEAL and Operations teams ensuring sustainability and impact.
- Provide input into budget of technical components within new proposals.
- Lead in design with Programs team and Operations for potential new proposals based on emerging new and strategic needs and ensure documenting of evidence.
- Participate in revision of program strategy and priorities based on emerging needs, promising practices and donor interests.
- Lead development of innovative technical approaches and technical programs in alignment with national strategy.
Support implementation, monitoring and reporting
- Provide technical supervision to Food Security and Livelihood field staff including coaching, sharing resources and materials, revision of reports, analyzing lessons, etc.
- Closely monitor implementation from a technical perspective and establish systems of measuring impact as well as documenting evidence.
- Conduct field spot checks on bi-monthly basis to monitor progress of projects and discuss challenges with field teams.
- Co-lead with MEAL team the development of Evidence Building Plans for Technical Programs and for new projects.
- Develop sector measurement tools in collaboration with MEAL team. Specifically, set sectorial/technical tool questions based on accredited global tools.
- Provide technical review of livelihood/Economic Development/Food Security procurement related bids to ensure quality and value for money.
- Review grant progress reports and M&E reports specifically program findings and recommendations.
- Collaborate with MEAL team in organizing learning and reflections sessions for projects to track and document evidence.
Staff matrix Management & Capacity Building
- Revise Food Security and Livelihoods/Economic Development related JDs when needed and participate in the recruitment of relevant project and technical staff.
- Develop and revise Food Security and Livelihoods/Economic Development capacity building plans and share with Human Resource Department.
- Orient and train relevant staff (including direct/matrix reports) on Technical Programs, standards, tools, models, etc.
- Provide regular feedback on performance for matrix reports.
Networking & External Engagement
- Engage in networking and coordination with external Stakeholders and partners (clusters, working groups etc) and build collaborative relationships.
- Research, monitor, and utilize shifting donor strategy, funding, or regulatory information, and advise leadership of emerging trends that could positively or negatively affect the program.
- Coordinate with Global Support office and other relevant internal stakeholders as necessary.
Learning and Research
- Participate in all program/projects’ lessons learning events and establish a system of capturing emerging issues and promising practices to inform new programming.
- Participate in design and roll out of new research proposals and initiatives as needed.
- Conduct regular situational analysis of the sector and feed recommendations back to senior leadership for decision making on future priorities.
Qualifications and Competencies
- Bachelor degree in any area related to Livelihoods, economic development, Agriculture, Livestock, or Social Sciences.
- Strong understanding of Food Security and Livelihood technical programming standards.
- Creative and able to come up with, embrace and coordinate innovative thinking, partnership building and problem-solving skills.
- Good analytical and writing skills.
- Good interpersonal skills, influencing skills and cross-cultural sensitivity.
- Effective in written and oral communication in English.
- Able to work on multifunctional tasks in the pressure of time and organizational changes.
- Three to five years of technical expertise in the areas of Economic development or Food Security and Livelihoods.
- Experience in capacity building processes, tools and methodologies.
- Experience in working with UN agencies, collaborating with relevant government ministries, and donors.
- Proven experience in Food Security Livelihoods/Economic Development in Emergency, recovery and development settings.
