Action Contre La Faim is a humanitarian organisation recognised as being of public utility and founded in 1979. The organisation operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation, and mental health and care practices.

General objective

  • Define and supervise the implementation of Food Security and Livelihoods activities in the assigned area in Macomia/Mueda or any area of intervention by ACF.

Specific objectives

Mission 1: Organise and manage the programme

  • Work with Field Coordinator/Manager and FSL HoD in the planning and implementation of the various components of the project cycle (needs assessments, project design, activities orientation, monitoring)
  • Ensure the relevance of the intervention area, the selection of beneficiaries, identification of key stakeholders, food distributions, etc.
  • Ensure the project’s technical follow-up, making sure activities are in line with the appropriate technical and global standards
  • Take into account the project’s global performance: impact, relevance, consistency, effectiveness, efficiency, sustainability, coherence, kinds and covered groups
  • Ensure the project’s external representation where necessary as delegated by Field Coordinator/Manager and collaboration of the FSL HoD
  • Ensure all materials and equipment are in stock by placing the necessary orders and following up

Mission 2: Implementation of the FSL activities

  • Ensure good quality implementation of all FSL activities (food distributions/agriculture/food production, IGA, VSLA, community development)
  • Plan activities according to the agreed/approved work plan of the programme
  • Identify and anticipate problems or constraints
  • Monitor the project’s progress through regular follow-up field visits (at least 40% of time in the field)
  • Propose solutions or improvements for better performance of the project
  • Ensure safety measures are respected on worksites
  • Ensure data from assessments are stored in a useful manner and that all technical data is well organised and easily accessible; Update FSL database

Mission 3: Manage FSL project budget (in collaboration with Field Coordinator/Manager with support of Area Coordinator)

  • Prepare monthly spending forecasts for the programme
  • Ensure all activities are implemented in line with the project budget

Mission 4: Monitoring and Reporting

  • Contribute to monthly report on activity progress writing
  • Contribute to the preparation of donor and other external reports

Mission 5: Contribute to FSL programme development

  • Contribute to the development of new proposals for donors as necessary
  • Evaluate the programme in order to make suggestions for future projects to the Field Coordinator/Manager
  • Evaluate and update project needs (HR, financial, logistics)
  • When possible, capitalise on programme experiences and write reports on lessons learned

Mission 6: Manage the Project team

  • Supervise the FSL team: FSL Supervisor (direct supervision) and Officers (indirect supervision)
  • Participate in the recruitment of the project team
  • Identify training needs – particularly for senior FSL staff – and facilitate training
  • Conduct regular appraisals

Mission 7: Demonstrate personal commitment in promoting Gender Equality and ACF Gender Minimum Standards

  • The Project Manager should demonstrate personal commitment in promoting Gender Equality and ACF Gender Minimum Standards within the humanitarian and/or development work

Skills & experiences required for the position

  • Education level (if relevant) and experiences expected:

o Degree, Diploma (or higher level) in agronomy, agriculture, international development or other fields relevant to food security, with minimum 2-3 years of professional experience in implementation of food security and livelihoods programmes. Experience in management positions in INGOs is an advantage.

  • Technical skills:

o Proven knowledge/experience of good agronomical practices, Skills in economy and/or community development, or behaviour change highly appreciated, Good knowledge of projects implementation and command of project cycle management (PCM) tools, Food Distributions, Personal commitment in promoting Gender Equality is appreciated, Computer knowledge (Word, Excel, Powerpoint); Capacity to train and build capacity.

  • Transversal skills:

o Good organisational skills, good communication skills, good knowledge of the area of intervention, good interpersonal skills, diplomacy, flexibility, creativity, good team spirit, strong communication and community mobilisation abilities, willingness and interest to work in IDP and emergency contexts.

Managerial skills:

  • Managing a team
  • Rallying people around a common goal
  • Defining the best level of collective efficiency with your employees
  • Favouring simple solutions that are accessible to all, depending on the situation
  • Taking difficult decisions and communicating them to employees

Languages spoken:

  • Good command of English (spoken, read, written) is mandatory
  • Portuguese is mandatory
  • Knowledge of local dialect (desirable).
