General Introduction

The Deutsche Gesellschaft für International Zusammenarbeit (GIZ) GmbH is a global service

provider in the field of international cooperation for sustainable development. Owned by the Federal Republic of Germany, GIZ has over 50 years of experience in providing technical assistance, capacity development and project management services for a wide variety of specialized development areas, including education, health, governance, public finance management, agriculture, social development, gender equality and related fields.

In February 2024, GIZ has successfully undergone the accreditation process for the role as Grant Agent for Global Partnership for Education (GPE) funding and has been selected as GPE Grant Agent in Mozambique.

The GPE is a major international fund that provides financial support to education systems in

developing countries, including many African nations. It mobilizes resources from various donors to support initiatives aimed at improving access to quality education, strengthening education systems and promoting equity in education.

In its role as GPE Grant Agent, GIZ is now requested to assist the Mozambican government,

more specifically the Ministry of Education and Culture (MEC), in the implementation of the System Capacity Grant (SCG) (3,3M USD), the System Transformation Grant (STG) (107M USD) and the Girls’ Education Accelerator (GEA) (10M USD).

All three grants include the implementation of gender approaches with the aim of strengthening gender equality in education and preventing gender-based violence. As preparation of the GPE applications, a rapid assessment of gender barriers in education was conducted to help develop the STG and GEA approaches. A comprehensive analysis addressing gender gaps down to the decentralized level will be conducted soon through the SCG to help the Ministry of Education and Culture (MEC) define target districts and concrete gender interventions for STG and GEA implementation.

The majority of STG and GEA funds will be channeled through the education sector basket

fund FASE (Fundo de Apoio ao Sector da Educação). To support a more efficient implementation of the FASE funding GIZ will furthermore provide technical assistance and capacity development to MEC at both central and decentralized levels.

Description of tasks:  

The Gender Capacity Development Expert will be a key member of the team for the GPE grants managed by GIZ. He/she will be part of the sub-team for Capacity Development and will be responsible for delivering the overall technical assistance with regards to gender equality in education for MEC, the Provincial Directorates, District Services and at the school level. The capacity development measures will be closely coordinated with the National Directorate for School Health and Cross-Cutting Issues at MEC, aiming to reach other relevant directorates and the decentralized level as part of an integrated overall capacity development approach of the Ministry.   

Working under the supervision of the GIZ Head of Unit for Institutional and Capacity Development, and in collaboration with the other members of the Capacity Development Team, and the Grant Supervision Team, the Gender Capacity Development Expert will be responsible for supporting MEC regarding gender equality in education reforms and trainings, including assessing how reforms and related trainings are currently delivered and managed in primary and secondary education, and supporting the introduction and dissemination of ministerial instructions and guidelines. The Gender Capacity Development Expert will also support the Ministry in attaining results-based financing indicators for the Girls Education Accelerator Grant. He/she will work closely with the Capacity Development Team to develop a comprehensive approach of institutional capacity development based on the needs assessment that includes approaches of technical assistance, stakeholder processes, information sharing, advisory on processes and systems, training of staff and other types of support requested by MEC and its partners.  

This includes, among other tasks:   

  • In coordination with the Directorate for School Health and Cross-Cutting Issues (DSEAT) and other directorates of the Ministry of Education and Culture, identify the needs for capacity building in existing approaches, processes, systems, and staff capacities to strengthen gender equality in education and achieve the indicators of the Ministry’s Operational Plan, the result areas of the Partnership Compact and the objectives of the STG and the GEA, including support in the design, development, and delivery of training packages.  
  • Provide technical support to the Ministry of Education and Culture in developing capacity development approaches and processes, including the design of a capacity development plan related to gender equality in education and the prevention of gender-based violence at the central and decentralized levels. 
  • Provide technical assistance to the Ministry of Education and Culture in defining strategies, concrete measures, and recognition mechanisms for completing gender training packages, including gathering best practices and lessons learned, as well as designing a monitoring plan for capacity development measures and defining transparent technical criteria for identifying and/or selecting gender teams, managers, and teachers who will benefit from the training, in order to effectively achieve the results of the Partnership Compact.  

 

  • Support the design, implementation, and monitoring of a gender-responsive capacity development approach in collaboration with the Ministry of Education and Culture (MEC), guiding and overseeing missions/consultancies to deliver training and coaching for gender teams, managers, teachers, and MEC staff at organizational unit level to strengthen equitable service delivery across the education sector.  
  • Contribute to discussions on gender-related performance indicators in the sector, assisting MEC in designing and establishing a monitoring and evaluation framework that produces periodic progress reports for MEC, GPE, and FASE partners.  
  • Participate in discussions and analyses of training approaches and related challenges, suggesting corrective measures to ensure the achievement of gender-related results and outcomes, including the training of teachers and school managers.  
  • Provide continuous support to MEC through DSEAT and provide technical support to all relevant MEC departments in the implementation of gender approaches.  
  • Participate in relevant sector working groups with representatives from MEC and cooperation partners to ensure that training needs are integrated and disseminated at the group level.  
  • Participate in and contribute to MEC’s planning process and the preparation of the Sector Performance Report.  

Requirements

Qualifications and Skills  

  • Master’s degree or equivalent in Social Sciences, Education, Gender, Development, or related field
  • Proven ability to work effectively in an international, multicultural, and multidisciplinary team and with public institutions, with strong teamwork and partnership-building skills.   
  • Excellent communication and facilitation skills.  
  • Solid and firm command of digital tools and working methods, including MS Office, data management software, collaboration platforms (e.g., MS Teams), with the ability to adapt to new technologies and ensure data security and confidentiality.   
  • Fluency in Portuguese and proficiency in spoken and written English.  

General Professional Experience  

  • Minimum requirement of 10 years of proven experience in the field of gender, with an emphasis on training, including strategy development, approaches, and training delivery  
  • Proven experience in direct work or technical assistance in gender to government ministries, particularly the Ministry of Education or similar entities at the provincial and/or district level, preferably in Mozambique.   
  • Proven experience working in the education sector in Mozambique, respecting national legal and operational frameworks and understanding local gender and social inclusion considerations.   
  • Proven track record in improving gender mainstreaming through training in institutional processes at the central and decentralized levels.  
  • Experience with donor coordination mechanisms and frameworks and/or multisectoral platforms related to gender issues.   
  • Experience in high-level political coordination and engagement.  

Specific Professional Experience   

  • Minimum of 8 years of experience in technical support in the area of gender in the education sector. Additional experience in similar roles will be considered as an asset.   
  • At least 5 years of experience in capacity building, evidence-based decision-making and training of government officials and stakeholders related to gender equality in the education sector and prevention of gender-based violence.  
  • Experience with the implementation and monitoring of GPE-funded programs will be considered an asset

Other Knowledge and Skills  

  • Previous experience/knowledge of GIZ procedures will be considered an advantage.   
  • Willingness to improve qualifications as required by the tasks to be performed.   
  • Sensitivity in handling and disposing of documents may be important.
