Overall Job Purpose
The Health and Nutrition Manager is responsible for the management of Primary Health Care, Health emergency programmes and both preventive and management of malnutrition projects in collaboration with partners. The position holder will take lead on Health and nutrition interventions: provide input to: planning, implementation and reporting and empower health & nutrition staff to implement within quality parameters. S/he will ensure that interventions contribute to Mozambique’s Ministry of Health effort in reducing morbidity and mortality especially among children and women.

Strategy and Vision
- Actively support the values of Johanniter and thus shapes the country programme accordingly.
- Support the development and implementation of the country strategy in line with JIA strategy.
- Support the development of long-term programming as well as exit strategies.

- Provide leadership and guidance to WASH Officers according to JIA leadership principles, staff policies, and JIA strategy.
- Assist in the recruitment process for WASH project office management, ensuring the selection of qualified and competent staff.
- Implement JIA policies and their adaptation to local conditions to meet the specific needs of the project region.
- Take responsibility for the strict implementation, application, and adherence to Johanniter Security Rules, Guidelines, and Standard Operating Procedures (SOPs) in the project region, prioritizing the safety and security of all staff and stakeholders
Project management and implementation
- Implement planned activities, in collaboration with the Senior Programme Manager, according to a detailed work plan, country strategy and in line with national and international technical, donor, humanitarian standards, guidelines, and best practices (e.g., Basic Package of Health and Nutrition Services in Primary Health Care, Treatment and Prevention Guidelines, Sphere standards, Do No Harm, Humanitarian Inclusion Standard for Older People and People with Disabilities).
- Ensure proper and smooth project management, including the periodic development and monitoring of procurement plans, spending plans, and burn rate monitoring.
- Contribute to the financial projections regularly monitor their thematic budget utilization status.
- Develop target criteria and mechanisms to ensure needs of identified vulnerable groups are met.
- Ensure links with community representatives, mobilisation/engagement with project communities and other relevant stakeholders.
- Collaborate with the Health and Nutrition team and Logistic team to prepare project procurement plans, requests and follow up on the procurement and delivery of project supplies according to project needs, with clear distribution plans, endorsed beneficiary lists and continued monitoring for the effective utilization of program supplies and materials.
- Prepare periodic activity reports on the implementation, accomplishments and challenges of health and nutrition program interventions as well as proposals for future programming.
Representation, liaison and coordination
- Develop and maintain strong stakeholder relations with health and nutrition partners, government teams, UN agencies, current and potential donors with integrity and in accordance with Johanniter policies and guidelines.
- Represent Johanniter at coordination meetings, workshops, and forums related to health and nutrition as delegated by the Senior management.
- Establish and maintain good relationships and communication with all departments within Johanniter, with relevant government departments, with NNGOs, INGOs and UN agencies to ensure integrated program implementation in accordance with guidelines.
- Provide regular updates to the PMEAL team, Senior Program Manager and Head of Mission on stakeholder engagements and coordination activities.
Human Resource management
- Ensure compliance with JIA’s code of conduct, leadership policies and organizational policies.
- Line manage Health and Nutrition staff while equipping them with necessary work tools and job aids.
- Participate in recruitment, hire and on-boarding of Health and Nutrition staff as guided by the HR plan.
- Ascertain the staff training needs, develop a capacity development plan, and participate in staff capacity building. Conduct staff performance appraisals and, together with the Senior Programme Manager, guide performance improvement plans where needed.
- Implement HR policies and procedures in collaboration with the HR department.
- Supports capacity development of junior technical staff and the network of community health and nutrition promoters through training, mentorship and coaching.
- Facilitate staff orientation and induction processes.
- Manage staff leave, attendance and disciplinary matters in line with policies.
- Prevent and proactively fight against breaches of the Johanniter Code of Conduct, incl. corruption, fraud, SEAH.
Provision of technical, administrative and management support
- Contribute to identify geographical areas of interest according to humanitarian context, vulnerable populations’ needs, national and donors’ priorities.
- Work with Senior Programme Manager in developing and implementing health and nutrition programs.
- Support the planning, coordination, reporting and monitoring of program activities to ensure timely and quality delivery.
- Provide technical guidance and support to field staff on health and nutrition interventions while keeping updated with field best practices.
- Provide accurate, complete, and up-to-date information for effective strategic and tactical planning in the health and nutrition departments.
- Facilitate workshops, training sessions, and program review meetings for health and nutrition professionals, community health workers, government health and nutrition staff, and other team members.
Needs assessments
- Participate in conducting a service availability mapping to inform worthwhile Health and Nutrition interventions, siting of service delivery locations and necessary medical and nutrition supplies and equipment.
- Conduct needs assessments and situation analyses to identify gaps and opportunities for Health and Nutrition interventions such that s/he can contribute to the development of project proposals based on assessment findings and identified needs.
- Ensure that assessments are participatory and inclusive, incorporating the perspectives of beneficiaries and other stakeholders.
- Participate in analysis of assessment data to inform program design and decision-making and ensure that assessment findings are documented and disseminated to relevant stakeholders.
Monitoring, Evaluation, Accountability, and Learning
- In conjunction with Senior Programme Manager, ensure that projects are implemented according to designated log frame and indicators.
- Together with partners and the health and nutrition teams, coordinate monitoring, evaluation, accountability and learning of Johanniter health and Nutrition interventions to ensure efficiency, accountability and impact thereby enabling Johanniter to build local influence in health & nutrition initiatives and policy development.
- Conduct regular project review meetings with staff, stakeholders and program participants with the aim of improving future programming.
- Make sure for all Johanniter implementation sites, health and nutrition information is entered in information Management Systems; internally, at facility level and in any other databases as guided by the cluster or Ministry of Health.
- Participate in the design and delivery of robust PMEAL plans, log frames and designs with adaptation to health information systems including surveillance systems for the Johanniter Health and Nutrition programs.
- Provide technical input and support project progress reports.
- Support knowledge management, document and share project information, lessons learned.
Reporting
- Collect and compile weekly updates, monthly progress reports, quarterly and annual reports and ensure that they are dully reviewed by the PMEAL team and SPM.
- Coordinate with field staff to gather necessary data, review and verify data accuracy ahead of reporting and ensure timely reporting of program activities and outcomes.
- Participate in the preparation of presentations and reports for various stakeholders.
- Maintain a comprehensive database of program activities and achievements with periodic analysis of data and generation of reports as needed and as guided by the project log frames.
- Perform any other duties assigned by Supervisor or management from time to time.
What you bring
- Bachelor’s Degree in Medicine, Nursing, Nutrition, Dietetics, Public Health, or related field. Masters of Public Health is an added advantage.
- A minimum of 3 years’ relevant work experience in management, coordination; implementation of health and nutrition interventions in a humanitarian/development context; conducting health/SRH, nutrition, WASH baseline assessments, rapid humanitarian assessments.
- Experience leading teams in project implementation in a complex international development environment and/or conflict zones.
- Experience of working with international humanitarian donors (USAID-BHA, ECHO, GFFO, BMZ, etc.) and knowledge of their specific requirement.
- Knowledge of health and nutrition technical standards.
- Proven capacity to negotiate and work with governments and partners.
- Experience in WASH, protection, gender-based violence, mental health support is desirable.
- Previous experience in project location desirable (Cabo Delgado Province).
- Detail-oriented with good multi-tasking, communication skills, both oral and written.
- Knowledge of English and Portuguese languages is essential (oral and written).
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, within and outside Johanniter.
