Overall Job Purpose
What you will do:
1. Strategy and Vision
- Actively support the values of Johanniter and thus shapes the country programme accordingly.
- Support the development and implementation of the country strategy in line with JIA strategy.
- Support the development of long-term programming as well as exit strategies.
2. Leadership
- Actively lives and leads by example, upholding the Johanniter leadership principles, supporting wellbeing, and creating a culture where the leadership mindset can emerge and thrive, actively empowering and guiding team members to an inclusive, accountable work environment to achieve shared goals and embrace change. This is reflected in the day-to-day activities in line with the Code.
- Provide leadership and guidance to WASH Officers according to JIA leadership principles, staff policies, and JIA strategy.
- Assist in the recruitment process for WASH project office management, ensuring the selection of qualified and competent staff.
- Implement JIA policies and their adaptation to local conditions to meet the specific needs of the project region.
- Take responsibility for the strict implementation, application, and adherence to Johanniter Security Rules, Guidelines, and Standard Operating Procedures (SOPs) in the project region, prioritizing the safety and security of all staff and stakeholders.
3. Provision of Technical, Administrative and Management Support
- Provides technical support to the locality and health facility staff including mapping, determine targets for each catchment area of supported health facilities, analyzing data and generating graphs.
- Distributes key health staff to be available in each supported health facility and offer them trainings whenever needed.
- Provides basic medical equipment and ensure treatment protocols are available in each supported health facility.
- Creates and ensure availability of required data collection tools at health facility level.
- Prepares and complete Johanniter led surveillance reports timely and shared with SDSMAS and copies are kept at health facility level.
- Collaborates with WASH team and Logistics team, to coordinate periodical rehabilitation for the health facilities once needed and with resource availability.
4. Project management and implementation
- Conducts regularly check for vaccine storage and handling equipment to ensure fitness for use.
- Reviews cold chain monitoring system including temperature monitoring sheet, Vaccine Vial Monitor (VVM) and Vaccine cold-chain monitors (VCCM).
- Develops reporting tools and registration books to ensure alignment of data at all levels.
- Collaborates with logistics department to support needs-based procurement of health facility equipment and supplies with clear visibility of Johanniter and the donor.
- Organizes Information, Education and Communication (IEC) material are in place and clearly displayed and up-to-date.
- Creates clear TOR for volunteers for health facilities Incase Johanniter has seconded some volunteers for the health facilities and ensure that all volunteers in supported health facilities are performing their tasks accordingly.
- Contributes to proposal development for new projects and participation in emergency responses.
- Organizes training and awareness activities and make sure they are conducted according to quality benchmarks.
- Consults supervisor, to use the resources wisely and to implement according to work plan and budget.
5. Monitoring, Evaluation, Accountability, and Learning
- Promotes and implements, together with the PMEAL team, feedback mechanism.
- Collaborates with PMEAL team in selection of project participants while ensuring inclusivity and gender balance.
- Collaborates with PMEAL and Communication staff, document and share success stories, issues arising in the field and potential relevant interventions.
- Keeps active communication with community leaders and project participants to get their feedback on service delivery.
6. Representation, Liaison and Coordination
- Develops and maintain a good working relationship with partners, Health facility staff, SDSMAS, Provincial health team and any other MISAU representatives.
- Participates in district and cluster meeting as delegated while representing Johanniter with integrity and timely share highlights with management.
- Coordinates with Nutrition, WASH and PMEAL staff to ensure integrated programming and identification
of possible synergies especially for community interventions
7. Needs Assessments
- Participate in conducting a service availability mapping to inform worthwhile Health and Nutrition interventions, siting of service delivery locations and necessary medical and nutrition supplies and equipment.
- Conduct needs assessments and situation analyses to identify gaps and opportunities for Health and Nutrition interventions such that s/he can contribute to the development of project proposals based on assessment findings and identified needs.
- Ensure that assessments are participatory and inclusive, incorporating the perspectives of beneficiaries and other stakeholders.
- Participate in analysis of assessment data to inform program design and decision-making and ensure that assessment findings are documented and disseminated to relevant stakeholders.
8. Human Resource Management
- Ensure compliance with JIA’s code of conduct, leadership policies and organizational policies.
- Line manage Health and Nutrition staff while equipping them with necessary work tools and job aids.
- Ascertain the staff training needs, develop a capacity development plan, and participate in staff capacity building.
- Implement HR policies and procedures in collaboration with the HR department.
- Supports capacity development of junior technical staff and the network of community health and nutrition promoters through training, mentorship and coaching.
- Facilitate staff orientation and induction processes.
- Manage staff leave, attendance and disciplinary matters in line with policies.
- Prevent and proactively fight against breaches of the Johanniter Code of Conduct, incl. corruption, fraud, SEAH.
9. Reporting
- Submits monthly health facility reports as harmonized with internal data tools and MISAU Health Information Management tools.
- Prepares activity and monthly reports and share along with supporting documents of final ToR, attendance lists and distribution lists.
- Documents and accounts for all funds received for execution of organization activities.
- Perform any other duties assigned by Supervisor or management from time to time.
What you bring
- Bachelor’s Degree in Medicine, Nursing, Nutrition, Dietetics, Public Health, or related field. Masters of Public Health is an added advantage.
- A minimum of 3 years’ relevant work experience in management, coordination; implementation of health and nutrition interventions in a humanitarian/development context; conducting health/SRH, nutrition, WASH baseline assessments, rapid humanitarian assessments.
- Experience leading teams in project implementation in a complex international development environment and/or conflict zones.
- Experience of working with international humanitarian donors (USAID-BHA, ECHO, GFFO, BMZ, etc.) and knowledge of their specific requirement.
- Knowledge of health and nutrition technical standards.
- Proven capacity to negotiate and work with governments and partners.
- Experience in WASH, protection, gender-based violence, mental health support is desirable.
- Previous experience in project location desirable (Cabo Delgado Province).
- Detail-oriented with good multi-tasking, communication skills, both oral and written.
- Knowledge of English and Portuguese languages is essential (oral and written).
- Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, within and outside Johanniter.
