HSE Manager

The HSE Manager leads all Health, Safety, and Environmental operations for the project, transitioning site practices to meet strict Oil & Gas industry standards. This role is responsible for establishing the project HSE management system, securing client approvals, ensuring strict personnel compliance, and overseeing site safety during mobilization and construction.

• – HSE System & Readiness Review: Prepare, submit, and maintain core project plans (Safety, Environmental, Traffic, Waste, and Evacuation) to satisfy HSE Readiness Review requirements;
• – Personnel Compliance & Staffing Ratios: Oversee Medical Fitness Certificates (MFC) clearance, enforce mandatory safety inductions and CE-compliant PPE usage, and maintain required HSE (1:50) and First Aider (1:20) ratios;
• – Site Safety & High-Risk Control: Enforce the Permit to Work (PTW) system, inspect and color-code lifting equipment, enforce MEWP protocols for work at height, and conduct daily risk assessments;
• – Liaison & Incident Management: Act as the primary HSE contact, submit monthly performance reports, participate in joint safety audits, and lead root-cause incident investigations (ICAM/TapRoot);
• – Emergency Response & Preparedness: Develop and maintain the Emergency Response Plan, coordinate site safety drills, manage emergency equipment, and oversee MEDEVAC procedures with client medical teams;

• – Education & Certifications: Bachelor’s degree in Safety/Environmental Engineering or related field; NEBOSH, OSHA, or ISO 45001 certification strongly preferred;
• – Experience Level: 10+ years of HSE experience with 5+ years in management, including at least 3 years in Oil & Gas, LNG, or EPCC projects;
• – Technical Expertise: Proficient in international safety standards (ISO 45001/14001), risk assessment (HAZID/JHA), and incident investigation methodologies;
• – Language & Regional Background: Fluent in professional written and spoken English; prior project experience in Mozambique or Southern Africa is preferred;
