Humanitarian Access and Safety Technical Officer

Job Description

The Norwegian Refugee Council (NRC) is seeking a Humanitarian Access and Safety Technical Officer to support the safe, principled and effective delivery of humanitarian programmes in Pemba, Mozambique, including activities in Mueda and Mocimboa da Praia.

The position will support the implementation and monitoring of NRC’s Humanitarian Access and Safety (HAS) policies, plans, procedures and risk-management processes. Working under the supervision of the Area Manager and with technical guidance from the HAS Manager, the officer will provide regular field-based support to ensure the safety and security of NRC staff, programmes and operations.

Key responsibilities include conducting security and access assessments, developing contingency plans and Standard Operating Procedures (SOPs), monitoring security developments, facilitating staff inductions and safety briefings, conducting drills and training, monitoring staff and vehicle movements, supporting emergency relocation and evacuation procedures, and managing the reporting and documentation of security incidents.

The officer will also engage with UN agencies, NGOs, local authorities, communities and other relevant actors to facilitate humanitarian access and strengthen security coordination. The role will contribute to access strategies, security risk assessments, project planning, staff capacity building and representation of NRC in security and humanitarian access coordination forums.

Requirements

• Minimum 1–2 years of relevant experience in humanitarian or development operations.
• Foundational understanding of Humanitarian Principles, humanitarian access, NGO safety and risk management.
• Previous experience working in complex and insecure contexts.
• Experience liaising with communities, authorities and NGOs.
• Proficiency in Microsoft Office, particularly Word and Excel.
• Working proficiency in Portuguese and English, both written and spoken.
• Conversational or working knowledge of Macua, Maconde and Mwani is an added advantage.
• Ability to work effectively in challenging and insecure environments.
• Strong planning, analytical, communication and interpersonal skills.
• Ability to manage change and deliver results under pressure.

Location

Pemba, Mozambique, with responsibilities covering the Area Office and related Programme Offices in Mueda and Mocimboa da Praia.
