Job description
The Humanitarian Coordinator (HC) will be in charge of the overall management, supervision and development of the AeA humanitarian programme in Mozambique ensuring the highest level of technical quality at each stage of the programme cycle and in line with international and national humanitarian standards. The HC will work closely with the Head of Base, Country Director and HQ in the provision of technical support in existing interventions and in the design of AeA emergency operations in Mozambique ensuring that humanitarian response is implemented through an appropriate analysis of humanitarian needs and priorities within the country and in accordance with strategic priorities of relevant donors.
Position Objective
- The overall objective of this position is to coordinate and lead the implementation of Ayuda en Acción’s emergency and recovery operations in Mozambique, particularly in our main area of intervention in northern Mozambique, in response to the humanitarian crisis related to the ongoing armed violence and adverse climate events.
- The purpose of the Humanitarian Coordinator position is to ensure that Ayuda en Acción’s emergency and recovery operations are successfully implemented in accordance with the respective logical frameworks, project budgets and timelines, as well as with donor requirements and Ayuda en Acción’s standards and strategic frameworks.
Main Responsibilities
- Strategic leadership and humanitarian positioning
- Lead the implementation of Ayuda en Acción’s humanitarian strategy in Mozambique.
- Monitor, analyse and report on the humanitarian context, as well as on the strategies and positioning of key humanitarian actors.
- Ensure alignment of projects with Ayuda en Acción’s strategic frameworks and donor priorities.
- Project management, coordination and technical oversight
- Lead and coordinate the planning, implementation and monitoring of humanitarian and early recovery projects, in close coordination with relevant stakeholders.
- Ensure the achievement of planned results and targets, using existing monitoring tools and systems.
- Coordinate and supervise baseline studies and other assessments required to measure project indicators.
- Provide technical support and supervision to project teams and partners.
- Lead, review and validate all key project documents (e.g. ToR, technical documents, workplans, tools and budgets).
- Human resources management and capacity development
- Lead and/or support recruitment and selection processes for humanitarian projects.
- Ensure adequate induction of newly recruited staff.
- Strengthen staff capacities through coaching, mentoring and on-the-job support.
- Organise team priorities, motivate staff and supervise performance.
- Partnership management and Alliance2015 coordination
- Coordinate, supervise and support local partners in the planning and implementation of project activities.
- Ensure coordination, information sharing and compliance with the requirements of Alliance2015 members involved in the projects.
- Financial management and procurement oversight
- Support and validate project budget planning in line with approved workplans and activity implementation schedules.
- Monitor and validate project expenditure forecasts.
- Oversee and validate procurement processes in coordination with the relevant support departments.
- Donor relations, coordination and field visits
- Coordinate relations with donors and headquarters regarding project implementation and performance.
- Plan, organise and accompany donor and headquarters field visits.
- Visibility, communication and knowledge sharing
- Coordinate and supervise the production and dissemination of high-quality visibility and communication materials.
- Ensure compliance with donor, Ayuda en Acción and Alliance2015 visibility and communication guidelines.
- Contribute to the preparation of articles, briefs and press materials in coordination with headquarters.
- External coordination and representation
- Represent Ayuda en Acción in coordination, networking and negotiation spaces with external stakeholders, including local authorities, UN agencies, national and international NGOs, community representatives and consultants.
- Organise and/or participate in coordination and technical meetings related to the projects.
- Promote information exchange and learning with other humanitarian actors.
- Prepare and follow up on agreements and Memoranda of Understanding with external partners.
- Security management and duty of care
- Monitor, analyse and regularly report on the security situation in the areas of intervention.
- Ensure timely information sharing on security risks and incidents.
- Lead and update the programme security plan and ensure its implementation.
- Ensure that risk mitigation measures are integrated into project planning and operations.
- Reporting and accountability
- Ensure the timely preparation and submission of internal planning and monitoring tools and narrative reports.
- Lead and coordinate the preparation of high-quality donor reports, in line with contractual requirements.
- Project identification and formulation
- Lead and coordinate needs assessments and project identification studies, when required.
- Contribute to the design and formulation of new humanitarian and recovery projects, and to the adaptation or reformulation of ongoing projects.
- Quality, standards and organisational engagement
- Ensure that projects are implemented in line with international humanitarian principles, standards and frameworks, including International Humanitarian Law, protection principles, Sphere and the Core Humanitarian Standard (CHS).
- Actively participate in internal Ayuda en Acción coordination and management meetings.
Requisitos
Experience and technical competencies
- Master or bachelor’s degree in International Development, Humanitarian Action, Social Sciences, or other relevant fields;
- Minimum 5 years of relevant work experience in international cooperation with at least three-year experience in emergency/ humanitarian programme implementation;
- Specific technical expertise, such as with cash programming, WASH, gender in emergencies, protection, etc. is a significant advantage;
- Demonstrated experience in project design and project management funded by bilateral and multilateral donors (e.g. DG ECHO, USAID/BHA, Spanish Cooperation, UN Agencies, DFID, COSUDE, GAC, etc);
- Demonstrated knowledge of humanitarian standards (Sphere and CHS, among others);
- Respect of humanitarian principles: humanity, neutrality, impartiality and independence;
- Work experience in Ethiopia will be a plus.

Languages
- Essential: Portuguese, English and Spanish – C1 (Advanced), C2 (Proficient) or native level.
Geographical Mobility
- Willingness to travel nationally and internationally.
