Responsibilities:
- Provides expert support for the Project’s business strategies by delivering best practices, advice, guidance, and services concerning industrial relations, employee relations, and compliance policies.
- Oversee implementation of the Project Employee and Industrial Relations strategy, monitor Project IR performance based on KPI’s and supervise the appointed industrial relations service provider.
- Influence, guide and assist contractors and subcontractors in the Project, to achieve compliance with Company Management Plans, Mozambique Labor Law, IFC Requirement (Performance Standard 2) and Industrial Relations Management policies, practices and procedures as well as ILO conventions, either directly or through the industrial relations service provider.
- Provide hands-on, practical assistance to contractors and subcontractors in his/her efforts to comply with the statutory and project Industrial Relations requirements, either directly or through the industrial relations service provider.
- Ensure the formal and informal gap analyses of contractor and subcontractor Industrial Relations practices, to monitor and measure progress and ensure compliance, either directly or through the industrial relations service provider.
- Prepare written reports that provide an overview of industrial relations, the status of the IR activity plan, and any identified Industrial Relations risks.
- Responsible for supplying information for audits, reports, and studies related to industrial relations, and following up on audit or report actions and recommendations.
- Ensure Contractors and Subcontractors compliance with Local Labor Recruitment Procedure requirements as part of the project’s social license, which includes interaction with Social Performance team.
- Develop and keep current policies on industrial and employee relations, grievance handling, and disciplinary procedures, etc.
- Deliver IR overview presentations to TotalEnergies project employees and other relevant stakeholders.
- Hold meetings with government authorities, local stakeholders, Unions, CODIR members, managers, and other relevant parties to discuss IR-related matters.
- Carry out all other duties as directed and required to meet the project objectives.
Qualifications:
- Education: Bachelor’s Degree qualified. Additional qualification in Business Administration or in the HR function advantageous.
- Professional experience: 10+ years in HR management, Industrial/Employee Relations in large projects
- Technical competencies: Knowledge of Mozambique labour law, HR rules and processes.
- Behavioural competencies: Strong interpersonal and communication skills. Mastery of Microsoft Office Products, particularly Excel. Proactive, autonomous, tactful, organised, customer service oriented, able to work under stress and meet deadlines. Creates and maintains good relationships with local institutions. Ability to communicate well and interact with staff even in difficult situations.
