  1. ROLE PURPOSE:

The Provincial Programme Finance Lead is responsible for overseeing programme financial management, reporting, and budgeting at provincial level, ensuring strong financial accountability, compliance, and effective support to programme delivery.

The role acts as a critical link between Programme Finance, Financial Accounting, Awards, Budget Holders, Members, and Operations, ensuring accurate and timely financial reporting, budget oversight, and financial analysis for provincial programmes, in line with Save the Children Mozambique policies, donor requirements, and Member expectations.

The post holder provides sound financial analysis and operational support to provincial management and programme teams, while working closely with Country Office finance functions to contribute to overall financial sustainability, effective cost recovery, and informed decision-making across both development and humanitarian programmes in the province(s) of responsibility (Nampula and Cabo Delgado).

This role requires a proactive and detail-oriented finance professional who combines strong technical finance skills with hands-on engagement, capable of supporting complex project portfolios while ensuring compliance, financial discipline, and smooth programme implementation at field level.

Role dimensions:

Save the Children works in eight provinces in Mozambique, across humanitarian and development contexts, with approximately 250 staff. The Country Office manages a portfolio of 25+ awards with an annual budget of approximately USD 25 million, implemented directly and through 18 national and international partners.

MAJOR FUNCTIONS

Under the direction of the Finance & IT Director, the Provincial Programme Finance Lead provides hands-on oversight and technical leadership of programme financial management, reporting, and budgeting at provincial level (approximately 50%), risk management and audit coordination (approximately 35%), and support to proposal budgeting and cost recovery (approximately 15%) for programmes in Nampula and Cabo Delgado.

The role ensures timely, accurate, and donor-compliant financial reporting, leads provincial-level audit readiness and follow-up, and supports high-quality programme budgets and sustainable cost recovery.

The Provincial Programme Finance Lead delivers operational financial guidance and analysis to provincial programme teams, liaising closely with Programme, Awards, Budget Holders, Operations, and Finance teams to ensure financial systems, controls, and reporting are aligned with programme delivery, donor requirements, and Save the Children policies.

KEY AREAS OF ACCOUNTABILITY

Financial Management, Budgeting, Control & Monitoring (50%

  • Participate in the budgeting process for provincial programmes, ensuring all budgets meet donor standards, align with country office funding priorities, and reflect accurate programme implementation plans.
  • Lead the preparation and timely submission of all donor and Member financial reports for provincial programmes, in coordination with the Financial Reporting Lead, Awards team, and Finance & IT Director, ensuring accuracy, completeness, reconciliation, and compliance with SCI policies and donor requirements. · Ensure that all budgets and expenses are implemented in line with project plans, SCI Mozambique policies, and regulatory requirements.
  • Review and validate project transaction listings for compliance, accuracy, and completeness, coordinating proposed corrections with the Accounting team. · Support the Finance & IT Director in reconciling key balance sheet accounts, ensuring balances are current and accurately maintained by designated staff.
  • Manage provincial cash flows and ensure sufficient liquidity to support programme operations.
  • Liaise with Project Managers, Financial Reporting Lead, and the Finance & IT Director on budgetary matters, project cash flows, and disbursements.
  • Participate in regular programme team financial reviews based on work plans, expenditure tracking, and forecasted budgets.
  • Support quarterly and mid-year budget forecasts, ensuring projections accurately reflect programme implementation and resource needs.
  • Assist Project Managers in preparing project budgets, identifying gaps in funding, and ensuring inclusion of all planned activities and positions.
  • Conduct comprehensive budget vs. actual reviews with Budget Holders, ensuring timely corrective and preventive actions to address variances.
  • Support month-end and year-end closing processes for provincial programmes.
  • Collaborate with Programme Operations, Awards, and Financial Reporting teams to improve provincial budgeting and reporting, including interpretation of detailed implementation plans, simplified budget variance monitoring, and streamlined donor reporting. · Prepare quarterly or monthly financial reports, ensuring costs are correctly allocated according to SCI’s financial management structure.
  • Identify cost-saving opportunities and recommend corrective actions; coordinate with Accounting teams on reversals, recharges, and overhead recoveries as required. Support the preparation of monthly award status reports and provide actionable recommendations to management.
  • Monitor budget performance, provide variance analysis, and ensure accurate allocation of costs to projects, departments, and cost centers.
  • Ensure accurate recording and allocation of fleet service costs, working with the fleet management team to optimize expenditure.
  • Ensure all provincial awards are correctly closed with no over- or under-spend, coordinating with Financial Reporting, Accounting, and Awards teams.
  • Support donor proposal budgeting for provincial programmes, ensuring proposals are high quality, realistic, reflect operational needs, and include appropriate shared costs.
  • Conduct regular field visits to programme sites to review accounting and operational systems, provide guidance, and strengthen financial management capacity at field level.

Risk Management & Programme Audits (25%)

  • Monitor, assess, and provide proactive advice on financial and operational risks across provincial programmes, partners, and support functions, ensuring timely mitigation and compliance with statutory regulations.
  • Validate project transaction listings for compliance, accuracy, and completeness, coordinating corrections with Financial Accounting teams. · Prepare and maintain the provincial project audit schedule, ensuring timely execution of internal, external, and donor audits.
  • Organize and coordinate provincial programme audits, including preparation of documentation and facilitating on-site auditor visits.
  • Liaise closely with the Finance & IT Director, internal and external auditors, and donor auditors on audit-related matters, ensuring timely, professional, and accurate responses.
  • Support the Finance & IT Director in providing management responses to audit reports and in implementing recommendations, ensuring agreed actions are tracked and completed.
  • Continuously review financial and operational risks in provincial programmes, providing feedback, recommendations, and advising management on necessary internal controls to reduce exposure.
  • Ensure external statutory and donor audits are undertaken efficiently, and that management letter issues for awards within the province are resolved and implemented.
  • Advise both finance and non-finance staff on internal control compliance and periodically review the suitability of existing controls to minimize financial and operational risk.
  • Support project expenditure management to ensure all programme activities are fully funded and appropriately resourced.
  • Collaborate with banks and implementing partners, where applicable, to ensure Treasury and bank accounts are managed with minimal risk.
  • In coordination with the Head of Budgeting and Financial Reporting Lead, review cost allocation methodology transactions monthly to ensure fair and accurate recovery in line with agreed parameters.

Business Development (25%)

  • Support the preparation of programme budgets for proposals, ensuring compliance with donor and SCI budgeting guidelines.
  • Coordinate with the Head of Budgeting and Financial Reporting Lead to ensure accurate cost allocation, cost recovery, and management of associated financial risks.
  • Ensure consistent charging and recovery of support costs in line with approved methodologies.
  • Support provincial teams and Budget Holders in maintaining SOF loaders and financial inputs for KPI reporting.

EXPERIENCE, QUALIFICATIONS & SKILLS

Essential

  • Recommended a minimum of 6-8 years senior level experience in a corporate or an NGO environment, of which three at a senior management level within the finance department of a national or international organization
  • University Degree in Accounting, Commerce or Business Administration (CA, ACMA, ACCA) strongly recommended
  • Strong understanding of business and financial planning including strategic modelling
  • Solid analytical skills – the ability to analyse complex financial data and design and produce effective management information
  • Excellent experience of budgeting and budget management
  • Excellent understanding of financial systems and procedures
  • Strong business acumen and the ability to contribute to strategic decisions
  • Excellent experience of computerised accounts packages, Excel, PowerPoint and Word
  • Strong communication and interpersonal skills
