ORGANIZATION PRESENTATION
SOLIDARITÉS INTERNATIONAL (SI) is an international humanitarian NGO that, for over 40 years, has provided assistance to populations affected by armed conflicts and natural disasters, meeting their vital needs for food, water, and shelter. Particularly involved in the fight against diseases linked to unsafe water—the leading cause of death worldwide—SI’s interventions provide specialized expertise in access to safe drinking water, sanitation, and hygiene promotion, as well as in the essential areas of food security and livelihoods.
Currently present in Mozambique since 2019, SI conducts emergency and post-emergency programs in the WASH sector in the Cabo Delgado region.
Solidarités International (SI) is determined to prevent and combat all forms of abuse—any act of sexual exploitation, abuse, and/or harassment (SEAH) against members of beneficiary communities or staff, fraud, corruption, violation of persons and/or property, and financing of activities harmful to human rights—that may be committed within the scope of its interventions. MAIN OBJECTIVE
The Base Logistics Manager oversees all logistics activities at their assigned base to ensure the availability of the goods, services and resources required to carry out Solidarités International’s operations.
In this role, they implement the logistics strategy defined at country office level, organise the base’s logistics resources, ensure the proper application of Solidarités International’s policies, procedures and standards, and oversee the quality, performance and continuous improvement of the logistics services provided to operations.
They advise the Field Coordinator on all logistical issues at the base and acts as the functional link with the Logistics Department at the country office.
MAIN RESPONSIBILITIES:
MANAGEMENT OF LOGISTICS ACTIVITIES
- Manages all logistics activities at the base in line with the guidelines set by the Logistics Department at the country office.
- Organises logistical resources to meet the base’s operational needs.
- Translates the country office’s logistics strategy into operational action plans tailored to the base’s context.
- Ensures that Solidarités International’s procedures and standards are properly applied.
- Identifies risks that may affect logistics operations and implements appropriate corrective measures.
- Contributes to the continuous improvement of logistics practices and processes.
OPERATIONAL SUPPORT
- Advises the Field Coordinator and programme teams on all logistical issues at the field office.
- Ensures the availability of the logistical resources required to carry out operational activities.
- Coordinates project logistics planning in collaboration with the programme teams.
- Contributes to the development of project proposals, budgets and donor reports on logistical aspects.
- Ensures the optimisation of logistical resources in support of operations.
PROCUREMENT MANAGEMENT
- Organises and supervises procurement activities at the field office.
- Ensures compliance with Solidarités International’s procedures and donors’ requirements.
- Approves procurement files falling within their level of delegated authority.
- Oversees market analysis, supplier monitoring and procurement timetables.
- Ensures the quality, compliance and traceability of procurement files.
PROCUREMENT MANAGEMENT
- Organises and supervises the receipt, storage, transport and distribution of goods.
- Ensures the availability of goods required for operations.
- Ensures that stock management and transport practices comply with requirements.
- Oversees stocktaking and ensures the reliability of logistics data.
- Ensures that procurement procedures are followed.
MANAGEMENT OF LOGISTICS RESOURCES AND INFRASTRUCTURE
- Organises and supervises the management of the base’s vehicles, equipment and infrastructure.
- Ensures their availability, proper functioning and optimal use.
- Oversees preventive and corrective maintenance operations.
- Ensures the proper management of telecommunications equipment, IT assets, energy systems and other technical equipment.
- Ensures the compliance and safety of buildings, offices, accommodation, warehouses and other infrastructure.
- Ensures the proper delivery of the services necessary for the base’s operation.
- Identifies the need for renewal of the base’s equipment and infrastructure and monitors this process.
PERFORMANCE, QUALITY AND CONTINUOUS IMPROVEMENT
- Monitors the base’s logistics performance indicators.
- Analyses the results and implements the necessary corrective actions.
- Ensures the quality and reliability of logistics data.
- Contributes to standardisation, knowledge management and continuous improvement initiatives.
- Proposes solutions aimed at improving the quality and efficiency of logistics services.
RISK MANAGEMENT AND SECURITY
- Contributes to the implementation of the security strategy in relation to the technical and logistical aspects of the base.
- Ensures the availability of the logistical resources required for incident management.
- Ensures that procedures relating to safety-critical equipment are properly followed.
- Helps to identify logistical risks and implement mitigation measures.
- Contributes to security assessments and the base’s operational readiness.
COORDINATION AND REPRESENTATION
- Represents Solidarités International in dealings with local authorities, service providers, partners and other stakeholders on logistical matters, as delegated by the Field Coordinator.
- Develops and maintains relationships with the base’s suppliers and partners.
- Contributes to local logistics coordination initiatives where relevant.
BUDGET AND ADMINISTRATIVE MANAGEMENT
- Draws up and monitors the base’s logistics budget.
- Ensures the efficient use of financial resources allocated to logistics.
- Monitors logistics expenditure and proposes any necessary adjustments.
- Ensures the quality of the logistical information required for operational and financial reports.
REPORTING
- Ensures the quality, reliability and completeness of the database’s logistics data.
- Produces and analyses the logistics indicators for the base.
- Provides reports to the Logistics Department of the country office and the Field Coordinator.
- Contributes to the consolidation of information and the sharing of best practice.
MANAGEMENT
- Is responsible for the effective implementation of HR policies and processes to ensure that both the necessary number of staff and the required expertise are available for the activities for which they are responsible:
- Analyses, quantifies and assesses the human resources requirements of their team,
- Recruits and ensures the induction of the team under their supervision,
- Assesses the performance of team members,
- Trains and supports team members,
- Leads and facilitates communication within their team.
- Ensures the dissemination of best practice.
INTERNAL CONTROL
- Is responsible for the conformity of the documents they produce
FILING AND ARCHIVING
- Is responsible for filing and archiving the documents they produce in accordance with internal procedures
FIGHT AGAINST ABUSE
- Creates and maintains a work environment that prevents inappropriate behaviour.
- Participates in the promotion of SI\’s ethical framework.
- At any time, respects the protection of information exchanged within the framework of an abuse notification and its treatment
- Implements abuse risk mitigation measures
PARTNERSHIPS
- May contribute, in line with their role and responsibilities, to the verification of SI\’s implementation partners.
- May contribute to the implementation of a plan to support and strengthen SI\’s partners.
- May participate in the control requirements for partners\’ actions in line with their role and responsibilities.
- Education: Bachelors Degree in Logistics, Warehouse Management, Purchasing or Supply Chain Management or any related field
- Experience: Minimum 3 to 4 years of experience in Human Resources management, including significant experience in a humanitarian or NGO context.
- Technical skills: Procurement and sourcing strategies, Inventory management, Asset management, Fleet and Transportation management,
Documentation and Reporting and Premise management
Transversal Skills: Rigorous, organized, able to manage important workload, good learning capacity, good communication skills, reactive, team spirit, assertive, attention to detail and resistance to stress
