Summary

The M&E Consultant will support the Ministry of Health to strengthen family planning data systems through the rollout of disaggregated reporting tools in four provinces (Gaza, Inhambane, Cabo Delgado, and Niassa) and the integration of injectable data into SIS-MA. Areas of focus include configuring the system, finalizing documentation, training staff, and supporting the transition to fully digital reporting. The Consultant will also contribute to the development of national and provincial dashboards, ensuring data is accurate, standardized, and actionable for decision-making.

Working closely with the National Directorate of Public Health, the National Directorate of Cooperation, Maternal, Child Health, and Family Planning Program, and provincial health teams, the Advisor will promote alignment with national strategies and global best practices, while fostering capacity building, mentoring, and knowledge sharing at all levels. Based in Maputo, this consultancy requires regular travel to the four provinces to facilitate rollout activities, support training, and coordinate with program staff, health authorities, and implementing partners.

The Consultant will also play a key role in ensuring the national and provincial dashboards are developed, tested, and institutionalized, including supporting the underlying data architecture that makes them reliable and sustainable.

Areas of Focus

  • Facilitate the rollout of disaggregated family planning reporting tools in Gaza, Inhambane, Cabo Delgado, and Niassa provinces.
  • Support the integration of SI data into SIS-MA, including system configuration, documentation, and staff training.
  • Support the development and use of national and provincial dashboards, ensuring they are technically robust (data ingestion, transformation, visualization), aligned with MoH priorities, and actionable for program
    management, forecasting, and strategic planning.
  • Collaborate closely with the National Directorate of Public Health, the National Directorate of Cooperation, the Family Program, and provincial health teams to ensure alignment with national strategies and global best practices.
  • Provide capacity building, mentoring, and technical guidance to strengthen monitoring systems, data use, and knowledge sharing across all levels.
  • Coordinate with PSI program staff, local health authorities, and implementing partners to support effective implementation and collaboration.
  • Conduct regular travel to the four provinces to support rollout activities, provide training, and ensure quality of data collection and reporting.
  • Provide technical guidance on data collection, processing, and analysis to meet program needs. Review and validate SIS-MA data to ensure accuracy, completeness, and compliance with national reporting standards. Identify and resolve data quality issues to improve overall system reliability.
  • Capture and document evidence, processes, and lessons learned to inform continuous improvement. Contribute to institutional knowledge sharing andmadaptive learning.
  • Support the review and standardization of indicators to ensure consistency and alignment with national priorities and project goals.
  • Participate in key technical working groups, including those on M&E and health information systems.
  • Support project work planning, activity budgeting, timeline monitoring, and reporting in close coordination with MoH and partners.
  • Ensure timely and quality data inputs to inform decision-making and donor reporting.
  • Proactively identify and communicate risks to project implementation or performance to the Country Lead.

What are we looking for?

  • Advanced degree in Public Health, Statistics, Demography, Epidemiology, Health Informatics, or a related field.
  • Demonstrated ability to design and deliver capacity building, mentoring, and training for government counterparts and health staff at national and provincial levels.
  • Solid understanding of Mozambique’s health sector, policies, and institutional landscape, with experience working directly with the Ministry of Health and provincial teams.
  • Minimum of 7 years’ experience in monitoring and evaluation of health programs, preferably in family planning or reproductive health.
  • Proven experience with national health information systems (e.g., DHIS2/SIS-MA) including system configuration, data integration, and reporting.
  • Excellent coordination and partnership skills, with the ability to collaborate effectively across government departments, NGOs, and development partners.
  • Strong analytical, problem-solving, and communication skills, with the ability to translate complex data into actionable insights.
  • Willingness and ability to travel regularly to Gaza, Inhambane, Cabo Delgado, and Niassa provinces.
  • Fluency in Portuguese (required) and working knowledge of English (preferred).
