Role and responsibilities
The role of the MEL Coordinator is to support, establish and implement systems to promote evidence-based decision-making, programme and project performance, and internal management. The MEL Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the MEL Project Coordinator will provide technical support to in-country staff pertaining to MEL and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful MEL systems.
Generic responsibilities
- Adhere to NRC policies, guidelines, and global MEL frameworks, ensuring alignment with NRC South Mozambique’s Country Strategy

Support and contribute to the development and implementation of MEL systems, including MEL SOPs, guidance, and tools.

Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for MEL.

Support programme staff in planning for and executing MEL, including, data collection methodology and tools and data management, analysis, and use.

Capacity building and training of programme and MEL support staff on MEL technical and conceptual areas.

Support the collection, analysis, dissemination, and use of monitoring data from evaluations, assessments, PDMs, PCM reviews, and programme studies, ensuring that lessons learned are captured and applied to programme development, adjustment, and review.

Supervise and mentor MEL support staff in executing MEL plans.
- Contribute to the design of MEL staffing structure and resourcing, including collaboration with programme staff to identify and plan for MEL needs.
- Plan and manage data collection processes, ensuring data is gathered in a timely and appropriate manner and to an acceptable quality.
- Ensure MEL data is used for evidence-based decision-making and reporting to internal and external stakeholders.
Specific responsibilities
Support design and implementation of programmes

Participate in program/project design and proposal writing in the areas of log frame design, MEL plan and budget development.

Support budget development processes to ensure adequate allocation of funding for M&E functions which includes, evaluations, PDMs and outcome monitoring activities.

Participate in the selection, definition, target-setting, and monitoring of indicators that measure the project’ key outputs and outcomes during program design in collaboration with the Partner M&E focal points.
Technical support for monitoring, Evaluation and Learning policy, standards, procedures and tools implementation.

Conduct field monitoring visit to monitor program activities / interventions against Quality Benchmarks/Quality Checklists and incorporate and input findings in action agreed plan.

Support programme staff on quality data gathering and analysis to facilitate informed program and project design.

Support program/project teams to set up Complaint and Feedback/accountability mechanisms for beneficiaries and community members.

Support in the development and provision of research, planning and evaluation guidance and tools for the implementation of new / pilot programs and assist in analysis for the development of new programs as requested.

Support and follow up on research, evaluations and learning events to document lessons learnt from interventions. Prepare or review terms of reference for external evaluators and coordinate collaboration with them.
Capacity development

Support in the development of M&E process, system and capacity building plan for the local partner as per the identified needs.

In coordination with the M&E manager, support capacity development of NRC and partner staff in MEL.

Develop training materials and facilitate learning events that build capacity through MEL and PCM.
Generate and support the sharing of learning on the effectiveness of NRC programs.

Support the M&E Manager and program teams in enhancing organisational learning through supporting agreed evaluations, after action reviews, specific analysis, lessons learned reports; and further institutionalise learning in the PCM cycle.

Lead on and refine tools to support data gathering and analysis.

Support in evaluations and ensure they are delivered to quality standards.

Support in Reviewing reports, evaluations and other literature, to collate evidence and to synthesise lessons learned for donor reports.
Develop systems and tools to support NRC programs.

In collaboration with the M&E Manager work with the Programme teams, Partners staff and Area Managers to support their design of M&E tools, and indicator profiles. Work with programme and Area Offices to develop their M&E plans.

Support in the development/Review of the TOC, M&E Plan, logical framework, indicator Performance Tracking Table (IPTT), and Evaluation Plans.

Support programme teams in documentation of source documents used in outputs and outcome reporting.

Competencies
Generic professional competencies for this position:
- At least 4 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including MEL capacity and systems development.
- Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
- Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
- Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
- Fluency in both Portuguese and English (speaking, reading, writing)
- Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access)
- Experience using SPSS, STATA, Adobe Illustrator, PowerBI or R

Experience with Kobo and other mobile data capture services.

Experience using ArcGIS Pro is an advantage.

Experience with qualitative and quantitative data collection and analysis.
