Reporting Lines

Under the overall supervision of the FAO Representative in Mozambique, the National Project Coordinator will work under the direct supervision of the Fisheries Specialist in Programme Unit and the Assistant FAO Representative for Programme, under the technical guidance of SFS, RAF and HQ, as adequate. He/She will work in close collaboration with other FAO Mozambique fisheries project teams and the Southwest Indian Ocean (SWIOFC) secretariat based in Maputo, and with other FAO and partner staff and consultants, as required.

Technical Focus

The National Project Coordinator plays a lead role in the coordination and implementation of the project. He/she performs a broad range of programme, planning and budgeting activities, and technical fisheries related aspects such as fisheries data collection, management, Monitoring Control and Surveillance (MCS), maritime policies and legal matters, including law enforcement.

Tasks and responsibilities

The National Project Coordinator will carry out the following tasks:
•    Organize and coordinate all activities of the “Improving Fisheries MCS Capacity for Industrial and Small-Scale Fisheries in Mozambique’s Coastal Areas and Exclusive Economic Zone (EEZ)” in Mozambique through the supervision, assistance and monitoring of collaboration with the relevant institutions and delivery partners;
•    Day-to-day management and assistance for the implementation of the project activities;
•    Collect and make available to other consultants relevant documents and information concerning MCS related activities and other topics relevant to delivery of the project;
•    In close collaboration with the FAO project units (country representations, SWIOFC Secretariat and Sub regional Office for Southern Africa), facilitate trainings/workshops and field activities of the project;
•    Coordinate and follow up on the activities of project affiliate personnel and relevant institutions involved in the project implementation;
•    Make relevant institutional contracts for the implementation and visibility of project;
•    Prepare reports of project activities and other relevant areas for the project;
•    Build synergies with relevant national, regional and global initiatives related to MCS and fisheries related crimes with impact in Mozambique EEZ;
•    Collaborate as a member of the FAO Subregional Office for Southern Africa (SFS) Fisheries Technical Coordination Unit on other activities including resource mobilization, sharing of information and supporting matters regarding the Fisheries Programme at the FAO Mozambique Representation
•    Participate in and contribute to the work of the Fisheries Technical Coordination Unit’s team
•    Perform other related duties as required.

 

 

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements    

•    University degree on fisheries and natural resources management, social science, law or related fields
•    Seven years of relevant experience in the fisheries sector or law enforcement on natural resources
•    Working knowledge of English and Portuguese
•    National of Mozambique
