CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Awards & Partnership Officer supports the Partnership Manager (PM) in ensuring ensuring that Save the Children Mozambique Country Office adheres to Parnership Management Essential Standands  as well as play a pivotal role in shaping and strengthening Save the Children Mozambique’s pivotal partnership ecosystem.

The Partnership Officer will under the supervision of the Partnership Manager contrunbute to strengthening SCI Mozambique ability to deliver impactful partnerships along the lines of the SC Partnership Principles, Global Partnership Framework and funding members and donor priorities.

The role will primarily assist in maintaining award records, monitoring compliance, supporting financial and narrative reporting, and helping to strengthen partner organizations’ operational functions.

The Officer will work closely with the Awards team, Finance, Programme Operations, and national partners to ensure timely and accurate information is available for decision-making and donor compliance.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: Save the Children supports programs in most parts of the country (Nampula, Gaza, Tete, Zambezia, Manica, Cabo Delgado Provinces of Mozambique with a current staff complement of approximately 200-250 staff and current expenditure of approximately 25-30$ million each year.

KEY AREAS OF ACCOUNTABILITY:

Partnership Management

  • Support partner due diligence processes, including risk assessments and compliance checks.
  • Assist in developing simplified reporting tools for national partners.
  • Provide logistical and administrative support for partner training and capacity-building initiatives.
  • Help ensure partners understand SCI policies, donor compliance requirements, and financial reporting expectations.
  • Work closely with the Partnership Manager to support regular partnership assessments and assist with partner start-up processes, budget phasing, and fund transfers.
  • Maintain and update a tracker of funds transfers to partners for timely follow-up on liquidation, sharing updates with budget holders.
  • Assist in reviewing financial documents from partners to check for completeness and compliance with reporting requirements.
  • Keep records up to date on partner engagements, trainings, and compliance issues.
  • Support the preparation of internal reports and data analysis related to award management and partner support.

Partner Capacity Strengthening

  • Support to carry out refresher trainings on compliance for Partner staff (new and existing partners) in collaboration with finance and supply chain team.
  • Conduct regular monitoring systems are in place so that partner delivery meets donor expectations and requirements.
  • Update partner reporting schedule regularly.
  •  Ensure compliance with SCI safeguarding, fraud, and safety and security policies in all partner interactions.

Financial and Compliance Support

  • Help review financial documentation from partners to ensure compliance with donor guidelines.
  • Maintain accurate records of fund disbursements and track liquidation timelines.
  • Work with the Partnerships Manager and Finance teams to ensure sub-award agreements are recorded in the system and assist in closing out partner agreements on Agresso and AMS in a timely manner.

Strategic Approach to Partnerships

  • Support the Partnership Manager in scoping to identify strategic partners in program design/ initial mapping of institutions and context analysis
  • Support other departments on capacity self-assessments and planning of strategic partners and high-value partners  
  • Under the guidance of the partnership Manager, participate in Annual CO Partnership self-assessment and preparation of the  CO-level partnership action plan
  • Support the design and management of the Partner Database and Document capacity strengthening results
  • Participate in the Partnership Review Meetings
  • Keep track of partners that are trained on and apply essential humanitarian principles and standards including the Core Humanitarian Standards, and SC standards such as Child Safeguarding, SCs Code of Conduct.

Additional:

  • Support performance tracking by ensuring key award information is updated in AMS to help maintain Mozambique’s KPIs and The Right First Time Dashboard.
  • Follow all Save the Children policies and procedures, including Safeguarding, Fraud,  and Safety and security policies and ensure
  • Assist with other tasks related to Partnership Management as assigned by the line manager to support SCI goals.
  • Follow up with Finance and Program teams to submit partner reports and upload on AMS in a timely manner.
  • Quality assurance on all award documents before sharing with internal and third   parties.

QUALIFICATIONS 

  • A degree in management, business administration, economics, finance or relevant field.

EXPERIENCE AND SKILLS

Essential

  • Have at least 2 years’ proven experience Partnership management and/or Awards/Finance Management of a national or international organization including experience in emergencies.
  • Excellent planning and coordination skills, with the ability to organise a demanding workload comprised of diverse and challenging tasks and responsibilities
  • Proven track record of active contribution to Area office management team and providing support across multiple program sectors and/or offices.
  • Knowledge of the requirements of major institutional donors including budgeting, eligibility issues, compliance management and reporting.
  • Understanding of the financial aspects of award management, and understanding of operations and programming
  • Computer literate (i.e. Word, Excel, Outlook, Internet Explorer, financial systems)
  • Cultural awareness and ability to build relationships quickly with a wide variety of teams
  • Patient, adaptable, able to communicate clearly and effectively under pressure

Desirable

  • Experience with award management policies, procedures and systems and Save the Children’s award management system (AMS)
  • Experience with effective partnership management policies, procedures and systems and Save the Children’s partner management process.
  • Understanding of financial reporting from Save the Children’s accounting software (Agresso)
  • Understanding of PRIME system and other SCI systems.
