Heading is recruiting a Permitting Advisor, to be based in Maputo, Mozambique.

Duties
  • Lead, and provide immediate and as-needed permitting support for developing and acquiring local, regional and national applications and approvals and licenses as assigned
  • Function as lead point of contact for project team and agency counterparts on assigned permit/approval processes to ensure complete applications and facilitate agency review cycles leading to timely approvals pursuant with project regulatory schedule
  • Ensure proper identification, recording, reporting, and rectification of E&R commitments, obligations, compliance initiatives, and non-compliance situations
  • Provide guidance related to regulatory approvals and compliance as specified by applicable laws/regulations
  • Interface with regulatory agencies and contractors, Project and Affiliate Law department, and/or external counsel on interpretation of regulations and obligations
  • Assist in supporting project-related Environmental & Regulatory (E&R) activities, identifying/implementing appropriate/best environmental and regulatory practices and company’s lessons learned, and providing input to the Environmental Business Planning process
  • Assist in tracking/stewarding the project approvals process and the project’s compliance status
  • Provide input for cost and schedule estimates related to the regulatory approvals/compliance process and the development and implementation of the project deliverables
  • Provide guidance to the Project Team and contractors related to overall regulatory compliance and E&R performance as required by applicable regulatory requirements, project obligations and commitments, and/or lender agreements
  • Assist in investigating, recording, and reporting identified E&R compliance initiatives, non-compliance situations, and environmental incidents
  • Advise/educate organization personnel on regulatory expectations and framework
  • Assist in determining responsibility and completion timing for obligations in the Project’s regulatory compliance database tools
  • Prepare Project/internal E&R and regulatory compliance stewardship reports, as well as external reports required to satisfy Government or Lender requirements/requests
  • Assist the Project team, as appropriate, regarding special tasks, studies and reports related to overall E&R topics and regulatory compliance and lender requirements
Requisites
  • Previous permitting experience in a closely related position regarding the environmental and regulatory field(s) preferably related to a large-scale construction or extractive industry project
  • Knowledge of Mozambique regulations desirable, as well as international lender finance requirements (e.g., IFC Performance Standards, Equator Principles, etc.)
  • Experience interacting with government officials and a variety of external entities (e.g., other government regulatory agencies, NGOs, lender institution representatives)
  • Proven ability to work across a broad spectrum of organizational disciplines within a matrixed to develop consensus and effect change
  • Self-driven, able to manage multiple concurrent initiatives, and remain adaptable to fast paced changing priorities
  • Good interpersonal skills, some supervisory/organizational talents, and proven leadership skills with ability to work in a positive team manner
  • Possess a university degree in Natural or Environmental Sciences, Natural Resource Management, Engineering or some other technical field related to E&R management regarding environmental and/or regulatory matters
  • More than 10 years of experience in the industry, with at least 5 years in oil and gas/mining
  • Excellent English speaking, writing, and presentation skills
