Resposnsibilities:
- Ascertain project licenses are obtained in a timely fashion so as to not to affect the project activities schedule
- Interface with relevant functional/project points of contact on site to understand the upcoming activities and timely obtain the technically required information for permitting applications;
- Ensure Permitting packages submitted to the government authorities are of high quality and standards and comply with legal requirements as well as company standards.
- Engage with relevant government entities located in Pemba/Palma to coordinate the process for permitting application, approvals and all logistics associated with their site visits or inspections when/where required for specific permit application;
- Preparation of regular progress reports to Permitting Lead, for the regular update of the site permitting activities, highlighting the activities progress, challenges and upcoming activities;
- Build and maintain positive relationships with local government officials, public institutions, granting authorities, and other related stakeholders.
- Represent the Company from time to time in meetings negotiations in Palma and Pemba for permitting purposes ensuring a clear and consistent communication channel.
- Obtain technical information from the engineering team and develop permitting packages for submission to the regulatory authorities and follow up thereafter until the issuance of the permit.
- Work closely with site teams including Engineering, Environmental and Social to anticipate needs
- Organize and participate in site visits with consultants and government officials for field inspection as required.
- Provide guidance to contractors with permitting processes when and if required.
- Participate in contractors regular permitting audits
- Communicate all permit or license conditions to the Permit holder and check for compliance.
Qualifications:
- Degree or equivalent in one or more of the following disciplines: Engineering, Law, or Science.
- Minimum of 5 years relevant Project permitting experience.
- Excellent working knowledge of legislation, permits, licenses and regulations in Mozambique.
- Ability to interface with project teams at site and government officials at, provincial and district level.
- Excellent English and Portuguese Skills.
- Able to work independently internally and externally with the organization, while keeping Permitting Lead informed and involved in key decision points.
- Previous experience in similar or associated role(s) on large scale Project(s).
- Able to engage with Government within Company policies, guidelines and applicable laws.
- Experience in Microsoft office programs (Word, Excel, PowerPoint and Outlook) and/or other relevant business information systems.
