Background
Save the Children Mozambique is seeking to strengthen its engagement with the private sector to enhance programme impact, sustainability, and financing.
Across its portfolio—including youth livelihoods, financial inclusion, women’s economic empowerment, agribusiness, nutrition, WASH, climate resilience, and green economy initiatives—there is growing opportunity to better align programming with private sector priorities, market systems, and investment flows. However, this requires solid documentation and learning, stronger internal alignment, and more effective private-sector engagement. Save the Children currently needs to strengthen its competencies in these areas, including its ability to communicate its value proposition using language that resonates with private-sector partners.
To move beyond ad hoc engagement, Save the Children requires targeted technical support to identify practical, credible, and actionable pathways for private sector partnerships and investment, grounded in the realities of the Mozambican market.
2. Purpose of the Assignment
The purpose of this assignment is to develop a practical and market-informed private sector engagement strategy for Save the Children Mozambique.
The assignment will build on previous private-sector mapping and available programme documentation, with the objective of identifying a limited number of practical, viable partnership and investment opportunities rather than producing another broad landscape analysis.
The consultancy will assess opportunities in Mozambique while also considering relevant regional and international markets, investors, embassies, business platforms and networks that could unlock investment or partnership opportunities.
The consultant will identify:
• Companies and private sector actors
• Concrete partnership opportunities
• Feasible entry points for collaboration and investment
This assignment is explicitly focused on practical engagement and business opportunities, not a theoretical or purely analytical mapping exercise.
3. Objectives
The consultant will:
• Analyse the Mozambican private sector landscape relevant to Save the Children’s programming
• Identify priority sectors, companies, and actors for engagement
• Develop clear partnership and investment pathways
• Recommend strategic approaches to strengthen alignment between programmes and private sector interests
• Analyse demand, supply gaps and investment opportunities in market systems relevant to Save the Children’s programming and target groups.
• Assess opportunities within Mozambique and through regional and international markets, investors and networks, including links facilitated by embassies and business platforms.
• Identify existing online and offline aggregation platforms, business networks and organisations already facilitating private-sector engagement and market access.
• Assess opportunities emerging from Save the Children’s existing programmes, particularly LINK, YEE and other economic empowerment initiatives.
• Review Save the Children’s internal readiness for private-sector partnerships, including relevant competencies, documentation, learning, compliance, supply-chain and award-management systems.
4. Scope of Work
The assessment should start from market demand, identifying products and services that are unavailable or insufficiently supplied and assessing whether these gaps represent viable opportunities for investment, employment, enterprise development or value-chain participation.
It should also map existing organisations, business networks and online/offline aggregation platforms already facilitating market access or private-sector engagement.
The work should build on Save the Children’s existing programmes and relationships and assess how their capacities could contribute to future engagement.
The consultancy should also review Save the Children’s internal readiness for private-sector partnerships, including technical capacity, compliance requirements, supply-chain processes and award-management systems, identifying practical adjustments needed to enable partnerships while maintaining safeguards and accountability.
4.1 Private Sector Landscape and Opportunity Mapping
• Map key private sector actors in Mozambique, including:
o Companies and corporate groups
o Business associations
o Investors and funds
o Banks and financial institutions
o ESG/sustainability actors and corporate foundations
• Organisations already facilitating private-sector partnerships.
• Online and offline aggregation platforms connecting producers, suppliers, service providers, buyers and investors.
• Embassies and trade or investment-promotion networks where relevant.
• Identify:
o Sectors with strong relevance (e.g. agribusiness, finance, extractives, renewable energy, services)
o Companies with existing or potential interest in development partnerships
o Opportunities aligned with programme priorities
o Identify products and services for which there is demonstrated or emerging demand but insufficient local supply.
o Assess which gaps could provide viable opportunities for investment, employment, enterprise development or value-chain participation by vulnerable groups.
4.2 Identification of Partnership Opportunities
• Identify practical entry points for collaboration, including:
o Value chain integration and market linkages
o Skills development and employment pipelines
o Financial inclusion and access to capital
o Corporate partnerships (ESG, shared value, corporate social investment)
• Focus on:
o Realistic opportunities (not generic partnerships)
o Alignment with private sector incentives and business models
4.3 Investment and Financing Pathways
• Identify opportunities for:
o Blended finance and innovative financing mechanisms linked to ongoing programming
o Private sector contributions (financial, technical, in-kind)
o Partnerships that support scale and sustainability
• Provide practical options for:
o Leveraging programmes to attract private sector investment
o Strengthening links to commercial ecosystems and financial actors
4.4 Strategic Recommendations
• Develop clear recommendations on:
o Priority sectors and partners
o Engagement approaches and partnership models
o Immediate and medium-term opportunities
• Ensure recommendations are:
o Actionable and realistic
o Grounded in existing programmes and operational context
5. Deliverables
The consultant will deliver:
1. Inception and Prioritisation Note – review of previous work, methodology, consultation plan, priority sectors and realistic scope.
2. Market Demand and Opportunity Assessment – demand, supply gaps, investment potential, and local/regional/international market connections.
3. Private Sector Landscape and Platform Mapping Note – priority actors, business networks, aggregation platforms, embassies and investment promotion networks.
4. Partnership Opportunities and Models Framework – concrete entry points linked to business incentives and existing programmes.
5. Internal Readiness and Capacity Gap Note – technical, compliance, supply-chain and award-management enablers or barriers.
Final Private Sector Engagement Strategy – practical, prioritised and implementation-oriented recommendations.

• Duration: 60 days
7. Required Profile
The consultant should demonstrate:
• Strong experience in:
o Private sector engagement and business development
o Partnerships and market systems development
o Inclusive business, impact investment, or blended finance
• Proven track record of working with:
o Companies, investors, financial institutions, or corporate actors
• Strong knowledge of:
o Mozambican private sector landscape
• Established private sector network in Mozambique (highly preferred)

The consultant should be independent and free from conflicts of interest.

• Regular check-ins will be held to ensure alignment and progress.
