Productive Learning Specialist (Especialista e Aprendizagem Produtiva)

Job Summary 

Under the overall guidance and supervision of the Program Director (PD), the Productive Learning Specialist will be part of the program delivery team responsible for contextualizing and aligning the Productive Learning pathway with the new FH program model, UNLOCK and relevant line ministry and government standards. 

This role leads program design, technical leadership, program design, external representation and partnership engagements, systems strengthening, research and learning, staff capacity development across Early Childhood Development (ECD), Formal Education, and Non-Formal Education (F&NE) and project/program monitoring, for the effective delivery of Productive Learning strategies and the rollout of its technical specializations. The Advisor will lead on the contextual analysis to identify priority learning gaps and system bottlenecks, supports the development of scalable and sustainable solutions, and ensures the quality and coherence of Productive Learning programming across FH offices and Area Programs across Mozambique. This role contributes to improved learning outcomes, strengthened education systems, and increased resilience and productivity of children and youth.  

Principal Responsibilities 

Key Result #1 – Technical support and leadership 

  • Lead the co-design, contextualization, and technical approval of Productive Learning products, services, and approaches across ECD and F&NE.
  • Provide technical oversight and guidance to ensure quality, coherence, and alignment with FH standards, government policies, and evidence-based education practices.
  • Evaluate technical strategies, approaches, and programs to enhance the development of ECD and F&NE impactful initiatives.
  • Identify capacity gaps within Productive Learning implementation teams; design and coordinate capacity-building plans, including training, mentoring, and post-training technical support.
  • Ensure coordinated delivery of Productive Learning approaches and initiatives across Area Programs and other projects within the Country office.
  • Foster effective collaboration with other thematic leads/specialists to ensure an integrated approach to improving child development and learning outcomes, and support youth to be productive and resilient.
  • Lead in the creation of a participatory, enabling, innovative, and transformative learning environment for the youth, children, and their caregivers.
  • Work closely with the MERL team to monitor the progress of Productive Learning initiatives and utilize results to adjust strategies and approaches accordingly.

Key result #2 – Strategic partnerships development 

  • Lead the development and strengthening of strategic partnerships with government institutions, donors, civil society organizations, and other key stakeholders relevant to the Productive Learning pathway.
  • Map out and effectively engage with key institutional actors, donors, and partners relevant to the Productive Learning pathway and related technical specializations to support systems strengthening and coordinated education responses.
  • Support the Country Office’s efforts in monitoring and analysis of new grant opportunities 
  • Represent FH in national Technical Working Groups and other stakeholder platforms to ensure the visibility of FH work and foster a coordinated stakeholder approach contributing to policy dialogue and sector learning.
  •  Prepare technical briefs, presentations, and summaries for donor and partner engagement, and document key discussions and agreements.

Experience  

  • At least 5 years of experience working on programs that support basic education, ECD, non-formal education, and Youth Development. 
  • Demonstrable experience in coordinating capacity building and provision of technical support for initiatives that improve children’s development, learning outcomes, and youth development.
  • Non-profit ministry experience a plus.  

Education/Certifications 

Bachelor’s degree or equivalent combination of education and experience in Basic Education, Early Childhood Development (ECD), education, social work, psychology, or other relevant fields
