Action Contre La Faim is a humanitarian association recognized as being of public benefit and founded in 1979, the organization operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation and mental health and care practices. As part of our programs, we are currently looking for Program Manager.
Contract duration: 6 Months

Remuneration: 172.652,00MZN (Gross monthly Income) and 13° Month paid in December (prorata depending on the starting date)

General Objectives
The Program Manager will be responsible to coordinate the implementation of the PRO team Project in Mueda district, leading and supervising the implementation of activities in the assigned area(s) of intervention.
Specific Objectives
Mission 1: Ensure planning and implementation of project activities
The Project Manager provides overall leadership on the project activities. Tasks may include (not exhaustive):
- Plan and supervise the implementation of identified activities in coordination with other departments and in accordance with projects’ proposals and ACF’s standards;
- Define implementation modalities (identification and registration of beneficiaries, distribution, monitoring, etc.);
- Ensure that projects are managed in accordance with ACF’s rules and processes;
- Lead the development and monthly follow-up of key Project Management tools, including APR quantitative, APR narrative, work plan, MEAL plan, budget follow-up, expense plan, PPP, etc;
- Lead the operational management of the project including launch and follow-up of procurements, program stock management, budget and expense analysis, archiving of program documents;
- Ensure safety measured as respected on worksites;
- Identify and anticipate problems or constraints;
- Ensure that Donor communications and visibility requirements are being met.
Mission 2: Ensure monitoring, evaluation, accountability and reporting of projects
Tasks may include (not exhaustive):
- Define tools for monitoring and evaluating the impact of activities and contribute to improving the relevance and quality of humanitarian interventions;
- Conduct regular supervision of activities including through field visits;
- Monitor project indicators and produce the requested reports;
- Work closely with the MEAL teams to ensure that MEAL systems are in place to measure the outputs, outcomes, and impacts of activities, and to identify and implement recommendations as part of continuous improvement and learning;
- Ensure the implementation of recommendations from internal audits/visits by Coordination team members to the field/field assessments;
- Ensure timeliness, validation by relevant line Managers, quality and completeness of reporting for all planned activities of internal and external reports;
- Participate in the capitalization of good practices;
- Contribute to donor reporting as per projects’ requirement;
- Contribute and ensure that the Feedback and Complaint Response Mechanism is in place in all relevant project activities.
Mission 3: Lead and Supervise the projects team
Tasks may include (not exhaustive):
- Recruit and train the team members as well as ensure clear roles and responsibilities for each team member;
- Ensure the development and follow-up of Individual Action Plan for each team member;
- Conduct/ensure Supervisors conduct yearly Appraisal for each team member;
- Plan and coordinate the team’s activities;
- Identify further training needs and organize relevant trainings as per needs in coordination with Head of Department(s) and FCO;
- Ensure technical support to each team member and liaising with the Head of Department of Field Coordinator as necessary.
Mission 4: Ensure ACF representation at the local level, including coordination and collaboration with other actors
Activities may include (not exhaustive):
- Coordinate with other departments within ACF in order to ensure most efficient use of resources and programmes integration;
- Collaborate with the Field Coordinator to ensure presentation and understanding of ACF and ACF’s programming to relevant stakeholders in the area of intervention;
- Ensure technical representation of ACF at area level in relevant forum, including in relevant clusters and technical working groups;
- Develop a framework of communication with local representatives (regular meetings, identification of key local actors and development of collaboration) in order to facilitate harmonious and productive relations;
- Develop and maintain a relevant network of partners and key stakeholders allowing the best understanding of context and smoothest implementation of activities.
Mission 5: Contribute to identification of needs and formulation of new projects
Activities may include (not exhaustive):
- Evaluation the relevance and appropriateness of the intervention in view of the evaluation of the context and needs;
- Carry out assessments, evaluations and regular monitoring of humanitarian needs, among crisis-affected populations in the area of intervention;
- Contribute to operational and technical strategy adapted to the local situation with the Head of Department(s) and Field Coordinator (needs, appropriateness of approach, context…);
- Contribute to project development by providing inputs to Head of Department(s) and Field Coordinator ensuring relevance between needs, programmes design and implementation.
Mission 6: Projects specific or technical specific
Activities may include (not exhaustive):
- Ensure the quality of the programs established in conformity with ACF’s technical and project management standards in Health, Nutrition and MHPSS;
- Ensure high quality technical standards, including ACF standards and international and national standards;
- Review and analyse service delivery data ad provide feedback;
- Evaluate the technical skills and needs in terms of training and elaborate training plans;
- Organize initial and on-going training to the ACF teams and other identified partners as needs;
- Identify the technical challenges associates to the implementation of the project;
- Propose innovative technical solutions in response to identified challenges;
- Implement technical recommendations regarding the projects (from Head of Department, Technical Advisor at Headquarters, Experts, Evaluations, Field Coordination);
- Finalize the monthly activities reports presented to the Ministry of Health and Health and Nutrition sectors including 5W matrix and any other relevant sector.
Skills Required
Education level and experiences expected:
- Mandatory bachelor’s degree in relevant field (nutrition, health, MHPSS, etc.);
- 2-3 year of professional experience;
- Experience working with humanitarian projects in volatile contexts desired;
- Experience working with INGOS is an advantage;
- Experience in Mueda is a plus;
- Experience in managing a team.
Technical skills:
- Project management (including activities, monitoring, HR, budget management, logistics, etc.);
- Pack office (Word, Excel, Power point);
- Health, Nutrition, MHPSS in humanitarian contexts;
- Personal commitment in promoting Gender Equality.
Transversal skills:
- Communication skills (writing, speaking);
- English and local language (dialect is a plus);
- Autonomy and proactivity;
- Interpersonal skills and team spirit;
- Motivation to work in the humanitarian field;
- Good organizational skills;
- External representation with various stakeholders;
- Solution-oriented and flexibility;
- Critical thinking and solution oriented;
- Experience in Personal Safety and Security Management.
