ORGANIZATIONAL CONTEXT: 

Integrated Climate Change Adaptation and Resilience Building is one of the key and long-term priorities of WFP in Mozambique. Mozambique Country Office (CYE) is implementing its second generation, Country Strategic Plan (2GCSP – 2022-2026) which is aligned with national and UN priorities (e.g., Sustainable Development Goal 2) and represents an opportunity to reverse the deteriorating food security and nutrition situation of recent years. WFP applies appropriate, risk-informed resilience-building approaches across the triple (humanitarian–development–peace) nexus, saving lives in emergencies while changing lives by assisting populations to adapt and improve their livelihoods, and better withstand recurring shocks. Under Strategic Outcome 3 (SO3 – Activity 3) provides an integrated package of support to enhance climate-adaptive food systems with a special focus on the engagement of women and young smallholder farmers. Along with focusing on resilience building, WFP also works on integration of environmental and nutrition concerns.

This role will support the implementation of WFP activities in districts, reporting to programmatic areas in the Field Office (FO). Incumbent is expected to be based in district and cover more than one district, with capacity to travel to implementation sites in remote areas.

  
JOB PURPOSE: 

This role will support the implementation of WFP Resilience activities in Ancuabe district, reporting to Head of programme at the Area Office. Incumbents are expected to be based in district and, where applicable, cover more than one district, with capacity to travel to support food and non-food items (NFIs) distribution sites in remote areas.

KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive): 

1. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines.

2. Provide project management and/or general office support following established targets and WFP’s policies and procedures.

3. Oversight all WFP’s actions in the target area, with special focus on interventions falling under SO3.

4. Provide technical assistance to all SO3 initiatives in coordination with FO and CYE (following the standards, norms and practices of the Standard Operations Procedures; ensuring compliance with wider WFP policies, procedures, guidelines and operations; quality checks, etc.).

5. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. livelihood activities, resource utilization, programme status, performance) in order to support operational decision-making.

6. Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines.

7. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

8. Support communication and activities with local partners, agencies, NGOs and government institutions.

9. Act as a point of contact for resolution of general operational queries requesting assistance where necessary.

10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER POST REQUIREMENTS:

The following are detailed requirements associated with the programme activities:

12. Coordinate field work with WFP cooperating partners, district government counterparts and retailers.

13. Visit distribution and services provisions site to support implementation and strengthen capacities.

14. Provide technical assistance and carry out capacity strengthening of government district services and institutions involved in service delivery.

15. Support the organization of trainings, workshops and other capacity strengthening activities.

16. Review data and reports provided by counterparts at district level.

17. Support identification of beneficiaries.

18. Work and exchange information with counterparts to support effective collaboration and implementation of ongoing project activities.

19. Ensure quality services are provided by cooperating partners.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).

  • Has contributed to implementation of programmes.

  • Has observed or assisted with policy discussions.

  • Ability to drive a 250cc motorbike with a valid license (type “A”) is a requirement, in accordance with the Mozambican Law.

QUALIFICATIONS AND EXPERIENCE: 

Education:  Completion of secondary school education. A post-secondary certificate in nutrition, agriculture or related functional area is desirable.

Experience: Five or more years of related work experience (resilience and emergency).

Language:  Fluency in both oral and written communication in Portuguese. Knowledge of the local language: Emakhuwa is desirable. Working knowledge of English is an advantage.
