ORGANISATIONAL CONTEXT
These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or the designate. At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.
JOB PURPOSE
To perform specialized and/or standardized policy and programme-related processes and activities to support the effective delivery of assistance packages.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive)
1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. protection from sexual exploitation and abuse (PSEA), child protection, gender-based violence (GBV), accountability to affected populations (AAP), gender mainstreaming and/or humanitarian issues) and consistency of information presented to stakeholders.
5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
10. Follow standard emergency preparedness practices to ensure WFP can quickly respond and deploy needed resources to affected areas at the onset of the crisis.
OTHER POST REQUIREMENTS
1. Document issues, challenges and lesson learned of programme implementation at field office level and share with the relevant Units at Field/Country Office to help inform programme learning and WFP national strategic direction.
2. Provide support and assist in the development and implementation of various activities and processes within the area of Accountability to Affected Populations (AAP) and Complaints and Feedback Mechanism (CFM).
3. Support mainstreaming of gender into WFP programming and operations, including supporting the integration of gender responsive and gender transformative approaches at field office level.
4. Support in the capacity building efforts through trainings to WFP staff, Government, cooperating partners, and the affected populations in the areas of Gender, GBV, PSEA, AAP and CFMs. Perform other duties as required.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS
Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Experience: A least five (5) years of work experience in the related functional area
Language: Fluency in both oral and written communication in the UN language in use at the duty station (English) and in the duty station’s language (Portuguese).
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
1. Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
2. Has contributed to implementation of programmes relevant to gender, protection, and inclusion.
3. Previous experience of working with communities on livelihoods, food security, nutrition, or other community development programmes.
4. Has observed or assisted with policy discussions.
