Organizational Context and Scope
Under the overall supervision of the Chief of Mission and direct supervision of the Head of Sub-Office in Pemba and in close coordination with the Head of Emergency Response and Recovery Unit, the Programme Coordinator (Shelter/NFI Cluster) will be responsible for coordinating the Shelter/NFI Cluster. The Programme Coordinator (Shelter/NFI Cluster) is expected to ensure appropriate cross-sectoral coordination with other related clusters in coordination with the Co-Coordinator and spearheads the technical guidance and integration of cross-cutting issues into Shelter/NFI Cluster’s activities to support the cluster partners.
Responsibilities
- Maintain, review and update a Shelter/NFI Cluster Strategy in a consultative process with co-coordinator, cluster partners including government counterparts to ensure the Shelter/NFI response is driven by this strategy and Humanitarian Needs and Response Plan (HNRP). Ensure proper linkages with disaster risk reduction, anticipatory actions, preparedness, emergency response, recovery and development effort.
- Identify and build cooperative relationships and partnerships with a) key organizations for the Shelter/NFI Cluster in coordination with the Co-Coordinator and other key partners, including national authorities, national academic institutions (planning, statistics, engineering, architecture), and b) International Financial Institutions including the World Bank; and c) OCHA and relevant Clusters, particularly Health, WASH, Protection, and CCCM clusters.
- Support the conduction of assessments and evaluations by a) promoting and adopting standardized methods, tools and formats for common use in Shelter/NFI needs assessments to ensure predictable action within a common strategy; b) maintaining an overview of market prices, quantity, and quality of building materials and other Shelter-related NFIs available in the country; and c) ensuring predictable action and a common strategy within the Shelter/NFI Cluster for the identification of gaps in the sector and in the overall humanitarian response.
- Lead the organization of coordination meetings and chair Shelter/NFI Cluster coordination meetings and ensure proper establishment and function of ad-hoc working groups established by the Cluster, including a Strategic Advocacy Group (SAG).
- Provide transparent and strategic guidance for the development of common funding criteria, resource mobilisation and prioritization within the Shelter/NFI Cluster for inclusion in Humanitarian Needs and Response Plans, other appeals and pooled funds processes.
- Promote and facilitate the Integration of cross-cutting issues, such as human rights, age, gender, disability and environment, utilizing participatory and community-based approaches with the cluster partners.
- Secure commitments from cluster partners in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities, with clearly defined focal points for specific issues where necessary.
- Provide effective leadership and oversight of the Shelter/NFI Cluster by supervising cluster staff, ensuring strategic coordination and performance management, and responsibly planning, monitoring, and managing cluster budget lines to guarantee transparent, efficient, and accountable use of resources.
- Ensure Shelter/NFI Cluster partners’ awareness to relevant policy guidelines, technical standards and commitments to assure that Shelter/NFI responses are in line with existing guidelines, technical standards, and relevant human rights legal obligations.
- Ensure common monitoring mechanisms are in place to review the impact of the Cluster at the regional level and progress against implementation plans and HNRP and promote and adopt standardized methods, tools and formats for common use in monitoring trends, activities and outcomes in support of strategic decision-making.
- Contribute to advocacy and resource mobilization efforts by supporting the COM and HoSO for a) representing the interests of the Shelter/NFI Cluster in discussions with the Humanitarian Coordinator on prioritization, resource mobilization and advocacy; b) identifying common strategies for communicating with public, media, and policy makers, including for the marketing and advocacy of appeals to donors; c) Identifying core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the Humanitarian Coordinator and other actors as well as d) establishing mechanisms for accountable financial resource allocation at cluster level for projects funded as well as e) promote the Shelter/NFI Common Pipeline.
- In coordination with the Pipeline/Warehouse Officer, identify the needs for stockpiling of NFIs and coordinate closely with cluster partners to ensure the strategic pre-positioning of Shelter/NFI materials.
- In coordination with the Pipeline/Warehouse Officer, oversee all phases of the Common Pipeline implementation to guarantee that scope, budget, time and quality are in accordance with the different project specifications, donor agreement and IOM rules and regulations.
- Performs such other duties as may be assigned.
Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Civil Engineering, Architecture, Supply Chain Management, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- At least five years of field experience in different international organizations (e.g., UN agencies, INGOs, IOs, Donors, IFRC or ICRC);
- Excellent writing and synthesis skills, and experience in report writing, including the development of recommendations for various purposes; and,
- Experience in performing as Cluster Coordinator in other setting.
Skills
- Knowledge of Shelter/NFI-related technical guidelines and standards;
- Excellent leadership, coordination, and information management skills;
- Detailed knowledge of the UN System, and broader humanitarian community;
- Understanding of migration and displacement dynamics and their impact on vulnerabilities;
- Sound knowledge of project development and IOM’s Project Development Handbook is highly desirable;
- Demonstrated skills in monitoring and evaluation and data analysis;
- Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
- Demonstrated ability to deliver quality assignments under tight timeframes; and,
- Solid computer skills, including proficiency in MS Office applications (Word, Excel, PowerPoint), Outlook, internet use, and email.
Languages
All IOM staff members in all categories are required to be fluent in one of the IOM’s official languages (English, French, Spanish).
For this position, fluency in English is required (oral and written).
Working knowledge of Portuguese and another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
