Context
The International Organization for Migration (IOM), the UN Migration Agency, is a dynamic and growing inter-governmental organization, with 172 member states. IOM is committed to the principle that “humane and orderly migration benefits migrants and society”. Established in 1951 and now active in over 440 field locations worldwide, IOM works with partners, government, and civil society to promote international cooperation to address operational challenges of migration and mobility, assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, to maximize its benefits and minimize its negative effects.
Under the overall supervision of IOM Mozambique Chief of Mission (COM), in close coordination with the Head of Emergency Response and Recovery Unit, and the direct supervision of the Head, Peace and Development Coordination Unit (PDCU), the Programme Officer (Migration, Environment, Climate Change and Risk Reduction) (MECR)) will be responsible and accountable for the management, oversight, implementation, monitoring and reporting of the Migration, Environment, Climate Change and Risk Reduction (MECR) programme and team.
Responsibilities
- Coordinate and oversee the implementation of IOM’s MECR programmes in central Mozambique through effective and timely activities, planning, monitoring and evaluation.
- Establish and maintain credible partnerships, with key stakeholders and beneficiaries, including the government, UN agencies, Non-Governmental Organizations (NGOs), Civil Society Organizations (CSOs), local communities and their leaders, donors, and represent IOM in appropriate coordination and operational inter-agency fora relevant to the projects such as UN country team coordination group on Climate resilience and sustainable use of natural resources, Energy working groups and Climate Change and Resilience Working Groups.
- Identify staffing needs and gaps, participate in the selection and timely recruitment of project staff in coordination with the Resource Management Team.
- Train, supervise and mentor staff assigned to the MECR programme.
- Guide the day to day prioritization and implementation of the MECR programme and portfolio.
- Provide inputs across programming to incorporate climate change mitigation, adaptation strategies, and environmental sustainability principles into all IOM Mozambique programs, enhancing the overall impact of the organization’s work and fostering resilient communities.
- In coordination with Programme Support Officer, contribute to resource mobilization through the development of new projects, including supporting the drafting of proposals, liaising with donors and supporting the production of communication and visibility tools and materials.
- Ensure regular coordination with other IOM projects and activities, especially where these coincide geographically and identify opportunities for complementarity and synergies across programmes, including, but not limited to: critical humanitarian needs analysis and response, trainings, workshops, study tours, awareness-raising and information campaigns; different projects should reinforce each other, leading to overall increase in wellbeing and resilience in target communities and districts.
- Maintain attention to context dynamics and emerging analysis of the evolving situation in the area of responsibility region; identify constraints and obstacles to the implementations of projects assigned and propose solution.
- Provide technical expertise in disaster risk reduction and environmental/energy sector for IOM Mozambique, in technical coordination with Regional Offices, Environmental Sustainability Unit, Innovation and Knowledge Management and the Climate Action Division in HQ; elaborate general and/or specific technical information on programme activities as requested by donors/external parties, Chief of Mission, the Regional Office, Headquarters and other relevant counterparts.
- Monitor financial reports and expenditures of MECR projects in to ensure consistent management and timely implementation and reporting of the IOM projects to donors.
- Develop appropriate monitoring and evaluation tools that support adaptive management and internal learning to ensure effective implementation of projects and activities, including hosting of work seminars and visits to field locations as required. Endeavour to build upon existing IOM Monitoring and Evaluation (M&E) tools and methods that have been developed for similar programmes.
- Review and analyze the performance of relevant project and provide regular updates to the Head of Peace and Development Unit to support effectiveness, conflict sensitivity, coherence, equity and integrity, and establish strategic programmatic linkages and manage risk.

Qualifications
Required Qualifications and Experience
Education
- Master’s degree in Development, Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Experience in designing or implementing Disaster Risk Reduction (DRR), Environmental and/or energy project in areas exposed and vulnerable to climate change and natural hazards;
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
- Experience developing and overseeing collaborative, inter-agency approaches to complex issues;
- Experience in adaptive management, outcome based monitoring and evaluation, and programmatic learning models is an advantage; and,
- Knowledge and working experience in the African region a distinct advantage.
Skills
- Effectively interfaces with government officials of appropriate level on matters related to climate change, access to clean energy, climate adaptation and DRR activities issues and the work of IOM;
- Effective resource management and HR skills, financial management as a unit head;
- Excellent organization skills; analytical and creative thinking;
- Familiarity with DRR and climate change and adaptation frameworks and policies (such as Sendai framework, National Adaptation Plans, etc.);
- Familiarity with climate financing tools, including carbon finance;
- Familiarity with project and resource management; and,
- Understanding of how to promote access to energy and climate adaptation action in displacement settings.
