JOB PURPOSE: 

To provide support to policy and programme activities that effectively meet food assistance needs. Management of climate risk is critical in Mozambique, given the high level of exposure and vulnerability to climatic shocks of the country. To this end, WFP in Mozambique has been strengthening the integration of innovative disaster risk financing mechanisms in its programming (forecast-based financing and anticipatory actions and macro-insurance schemes) and has been supporting the Government in developing the policy and programmatic framework to lead and implement these initiatives at national level. This also includes embedding these innovative approaches throughout the disaster risk management cycle, from preparedness to response, including through linkages and leveraging national shock-responsive social protection programmes.

Leading the Disaster Risk Financing portfolio, the Activity Manager, requires a strong expertise in the areas of disaster preparedness and climate risk management and abilities to lead a team to consolidate WFP strategic positioning with the Government and other relevant stakeholders in this area.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Under the supervision of the Head of Programme, the Programme Policy Officer (Activity Manager) will be responsible for the following key duties:
  • Lead the DRF programmes throughout the programme management cycle (planning, implementation, results and reporting), ensuring compliance with WFP standards and procedures.
  • Lead strategic engagement of WFP Mozambique with relevant government institutions, especially the Disaster Risk Management Institute (INGD), the National Meteorologic Institute (INAM), and other line ministries contributing to disaster risk management and reduction.
  • Provide technical advice to government counterparts on disaster risk financing tools (anticipatory action and forecast based financing, sovereign insurance, multi-hazard integrated early warning systems for drought, flood, and cyclones).
  • Lead capacity strengthening initiatives and foster experience sharing, including through South-South and Triangular Cooperation on DRF.
  • Lead the DRF unit team, providing effective oversight and supervision, guidance and support, assisting with capacity building, performance management and professional development.
  • Coordinate with other Programme teams and units within WFP to contribute to integrated programming, promoting the integration of early warning systems and anticipatory actions into the shock responsive social protection approach and climate change adaptation initiatives.
  • Support the CO Management in liaising with donors and other stakeholders to contribute to WFP strategic positioning in the Disaster Risk Management sector.
  • Coordinating with external stakeholders and representing WFP at technical level in relevant groups and fora (Food Security Cluster, Disaster risk reduction Partners Group, Anticipatory Action working group, UNSDCF Strategic Priority Area 3 Climate Resilience Group, et al) .
  • Ensure the preparation of accurate and timely reporting on programmes and activities under their responsibility, to enable informed decision making and consistency of information presented to stakeholders.
  • Ensure the activity budget is properly managed, in line with WFP’s internal rules and in compliance with agreements with donors, ensuring timely consumption and reporting.
  • Other as required.

QUALIFICATIONS AND EXPERIENCE

  •  Education: Advanced   University degree in International Affairs, International Development, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Project management or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
  • Experience: At least three (3) years of postgraduate professional experience
  • Language: Fluency (level C) in English. Portuguese Native Speaker.

  • Has deepened technical knowledge through exposure to technical teams.
  • Has taken leadership of implementing programmes.
  • Has provided input into policy discussions and decisions.

TERMS AND CONDITIONS:
