Position: Project Officer

(Infectious Disease Outbreak Preparedness and Response Project in Nacala District, Nampula Province)

Location of Work:  Based on Nacala Office, Nampula Province

Contract Duration: Starting as soon as possible, until 31st of January 2027.

     (*Three (3) months’ probation period in accordance with Mozambique Labour Law)

Organization Information and Objective

Peace Winds Japan (Peace Winds) is a Japanese non-governmental organization (NGO) dedicated to the support of people in distress, and threatened by conflict, poverty, or other turmoil. With its headquarters in Japan, currently Peace Winds is operational in many parts of the world.

Since 2019, Peace Winds has been working in Mozambique, providing emergency support, water supply system rehabilitation, health center rehabilitation and livelihood support.

Peace Winds is currently starting a new project. The objective of this project is to expand access to clean water, sanitation, hygiene (WASH), and health services for cholera-affected populations in Nampula Province. It focuses on infrastructure rehabilitation, hygiene kit distribution, and strengthening cholera preparedness and response systems at the community level.

Principal Responsibilities:

  • Implementation & Coordination: Leading the implementation of field activities, including water point rehabilitation and hygiene promotion campaigns.
  • Staff Support: Assisting international staff in designing and implementing the project to ensure flexibility for various project-related tasks.
  • Capacity Building: Forming and training Water Management Committees (WMCs) and community activists.
  • Stakeholder Engagement: Coordinating closely with local authorities (SDPI, SDSMAS) and community leaders.
  • Monitoring & Reporting: Monitoring project progress on the ground and preparing detailed technical and weekly reports.
  • Accountability: Carrying out community consultation sessions to ensure transparency and accountability to affected populations.

Tasks in Details:

  • Field Management: Facilitating and monitoring the project on the ground on daily basis with organizing the Project Team and report to his/her supervisor
  • Timeline Management: Lead the Project Team to manage timelines of the project in consultation with his/her supervisors.
  • Security: Monitoring security and other relevant conditions of the project sites and report any issues to his/her supervisor
  • WASH Infrastructure: Supervise the rehabilitation of damaged water points (boreholes, wells, etc.) and latrines in schools and health centers.
  • Community Management: Facilitate the establishment of WMCs, providing two-day training on maintenance and financial management.
  • Health Promotion: Recruit community-based activists, facilitate their three-day training, and supervise their door-to-door hygiene promotion activities.
  • Data Collection: Conduct field assessments to identify non-functional water points and collect data for project monitoring and evaluation.
  • Reporting: Submit weekly internal updates and detailed activity reports to Program Coordinator.
  • Communication: Facilitate communication and translation between Peace Winds and local communities/authorities. Participate the cluster meetings.
  • General Support: Carrying out any required tasks and support in consultation with his/her supervisor.

Knowledge, Experience, and Skills Required:

  • Education: Bachelor Degree in Community Development, Public Health, Engineering or equivalent
  • Experience: Proven experience in humanitarian work, specifically in WASH or health projects. Prior experience in implementing projects funded by Japanese donors (e.g., Japan Platform, Ministry of Foreign Affairs of Japan) is a strong advantage.
  • Languages: Fluent in oral and written Portuguese and English. Fluency in local languages of Nampula is an advantage
  • Technical Skills: Experience in project monitoring, reporting, and community-based surveillance. Field experience in local community development program, especially related to analytical and strategic thinking & planning, monitoring & evaluation, is a strong advantage
  • IT Skills: Computer literate (Word, Excel, PowerPoint, E-mail)
  • Compliance: Willingness to adhere to Peace Winds Japan’s rules, including PSEA policies. Honest, patient, responsible and in good physical condition to meet the job demands
  • Communication: Excellent communication skills to work with local partners and international staff.

    • Standard working hours: according to the regulations of PWJ.
    • A reasonable degree of flexibility is expected when and where required.
