Provincial Programme Officer, Embassy of Ireland Maputo
We are seeking a highly motivated, innovative and experienced Programme Officer with excellent knowledge of international development, with a specific focus on climate, and substantive experience of programme implementation.
The Embassy’s role is to deepen bilateral political relations between Ireland and Mozambique; serve the needs of Irish citizens; strengthen trade, tourism and investment between our countries and support Mozambique socio-economic development through a targeted development assistance programme.
The Embassy wishes to contract the services of a full-time Programme Officer to support the effective implementation and administration of Ireland’s Development Programme in Mozambique in line with the Embassy Mission Strategy 2025-2030.
We are seeking a highly motivated, innovative and experienced officer with excellent knowledge of international development issues, with a specific focus on climate action, and substantive experience of programme implementation.
The Programme Officer will report to the Programme Manager and will have particular responsibility for supporting the implementation of the provincial development assistance programme. The Embassy’s five-year strategy commits to strengthening Ireland’s programme in two provinces: Niassa and Inhambane.
The provincial programme has a strong emphasis on climate adaptation, private sector development, governance, sustainable food systems and nutrition. Mainstreaming Ireland’s international development policy priority areas (gender, climate) and monitoring, evaluation and learning are key priorities of the programme.
The programme has a range of partners including provincial and local government, research institutions, non-governmental organisations, and private sector partners.
The role includes: delegated components of partner management in alignment with the Standard Approach to Grant Management (SAGM); programme implementation in Niassa and Inhambane provinces; supporting the management of key partner relationships; assessing programme partners’ proposals; and monitoring of agreed programme outcomes using a whole of embassy approach.
This role will have a specific focus on promoting climate action across the provincial programme.
Overview of Role
- Support the implementation of Ireland’s foreign policy and development strategies, including The Global Island: Ireland’s Foreign Policy for a Changing World; Ireland’s international development policy A Better World, Ireland’s Strategy for Africa to 2025, Ireland’s Mission Strategy in Mozambique 2025-2030 and the Embassy’s annual Business Plan.
- Work with management and the provincial programme team to implement the Embassy’s Mission Strategy 2025–2030, with a focus on outcome 6: Marginalised women and youth benefit from climate resilient sustainable food systems, livelihoods and nutrition.
- Support the management of the provincial programme portfolio, in particular the delegated components of the programme, in compliance with the Standard Approach to Grant Management.
- Promote climate action across the provincial programme portfolio in line with the Embassy’s Mission Strategy and international commitments on climate change, including engagement with key external stakeholders to advance this agenda.
- Responsible for tracking project development, appraisal, monitoring, reporting, evaluation, documentation, filing and closure of Grant partnerships.
- Support the implementation and grant oversight of projects funded by Ireland, including regular liaison with implementing organisations, reviewing budgets and work plans, monitoring, reporting and communications.
- Support the provision of high quality technical analysis, grant and partner management, technical assessments and briefings, and programmatic recommendations to senior management in support of our annual Business Plan and Mission Strategy.
- Work across and with the Embassy team to ensure a coherent and joined up approach to our annual business plan and overall strategy.

Essential Qualifications, Skills, Experience and Competencies Required
- Candidates must have a degree qualification in international development, international relations, economics, social development and/or related field.
- Candidates must have a minimum of five years of relevant experience working in international development and/or related field at a national or international level.
- Candidates must have strong understanding of Mozambique’s development challenges and relevant policies, institutional arrangement, and development coordination architecture.
- Candidates must have a strong understanding of climate change and approaches to climate adaptation and resilience building in the context of Mozambique’s development.
- Candidates must be able to provide examples demonstrating substantial technical knowledge linked to development cooperation priorities (Gender, Climate Action, Governance and Peace Building, Agriculture and Food Systems, Resilience and Principled Humanitarian Action).
- Candidates must have at least three years of experience in programme cycle and grant management including financial analysis and budget management.
- Candidates must demonstrate experience engaging in programme/project design, monitoring/evaluation/learning and strategic planning as well as demonstrate capacity to deliver timely results and take responsibility for quality outcomes.
- Candidates must be able to show excellent communication, writing and reporting skills. In addition, to demonstrate robust interpersonal & networking skills, team work and collaboration with people in external organisations.
- Fluent in Portuguese and English in writing, reading and speaking. Selected applicants will be contacted in advance to establish language proficiency and a short written language test will be required.
- Proficient with MS Office Suite including Word, Excel, Outlook and PowerPoint; additional IT applications would be beneficial (e.g. working with datasets).
- The successful candidate must have a legal entitlement to live and work in Mozambique prior to recruitment.
Terms and Conditions of Employment
- The successful candidate will be hired on an initial 12 months contract with a probation period of 3 months and will be based at the Embassy office in Maputo. The role may require occasional travel within Mozambique.
- The salary for the position is gross €31,021.51 per annum, paid in euro locally on a monthly basis. Salaries are paid direct to a bank account therefore the successful candidate must have a bank account.
- The position will have an annual leave allowance of 22 days per annum, exclusive of public holidays, adjusted pro rata.

Selection Process
